The Board of County Commissioners of Weld County, Colorado, met in regular session
in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Administration Building, Greeley, Colorado, May 21, 2025, at the hour
of 9:00 a.m.
• Roll Call: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:

IE Minutes: Commissioner Ross moved to approve the below listed Minutes of the
Board of County Commissioners meeting, as printed. Commissioner Peppler seconded
the motion and it carried unanimously.
1. Minutes from May 7, 2025
• Certification of Hearings: Commissioner James moved to approve the below listed
Hearing Certificates. Commissioner Maxey seconded the motion, which carried
unanimously.
1. COZ24-0008 - Suzanne Lilly, Gerry Ball, and Patricia Conlon
2. USR24-0028 — David and Kayleen Hunt
le Amendments to Agenda: There were no amendments to the Agenda.
• Consent Agenda: Commissioner Ross moved to approve the Consent Agenda, as
printed. Commissioner James seconded the motion and it carried unanimously.

Presentations and Proclamations:
Memorial Day — May 26, 2025: Chair Buck read the proclamation for the
record. Each Commissioner, in turn, acknowledged the sacrifice of fallen soldiers
who defended the United States, expressed because of their sacrifice, the nation
has freedoms that many do not have, and it is their humbled honor to participate
in the Eaton and Lynn Grove Cemetery Memorial Ceremonies on Monday, May 26,
2025, in remembrance of those who gave their lives. (Clerk's Note: The Board
gathered for a photo opportunity.)
Warrants:
1. IR General Warrants: Commissioner Maxey moved to approve the General
Warrants, as printed. Commissioner Ross seconded the motion, and upon a roll
call vote of four (4) to one (1), the motion carried, with Commissioner Peppier
abstained.
Bids:
1. El Approve Bid #B2500024, Weld County Regional Communications Center
(911) Console Furniture — Department of Public Safety Communications
(Continued from 4/23/2025): Toby Taylor, Purchasing Department, stated staff
recommends continuation of the matter to May 28, 2025, to allow for further review
of the vendors that submitted bids. Commissioner James moved to continue said
bid to May 28, 2025, at 9:00 a.m., per staff's request. The motion was seconded
by Commissioner Ross and it carried unanimously.
2. IR Approve Bid #B2500048, Tandem Axle Flatbed Multi -Purpose Truck with
Flow & Hydraulic (Qty 1) — Departments of Fleet Services and Public Works:
Mr. Taylor reviewed staff's recommendation to award Transwest Truck Trailer RV,
the third -lowest bidder who met specifications, for a total amount of $380,588.00,
as the lowest and second lowest bidders did not meet the engine specifications.
Commissioner Ross moved to approve said bid. The motion was seconded by
Commissioner Maxey and it carried unanimously.
3. ID Approve Bid #B2500062, Tandem Axle Dump Truck, Regular Cab, Dual
Axles with Sander and Plow (Qty 2) — Departments of Fleet Services and
Public Works: Mr. Taylor reviewed staff's recommendation to award Transwest
Truck Trailer RV, the third -lowest bidder who met specifications, for a total amount
of $860,414.00, as the lowest and second lowest bidders did not meet the engine
specifications. Commissioner Ross moved to approve said bid. The motion was
seconded by Commissioner James and it carried unanimously.

4. a Approve Bid #B2500067, Infoblox Maintenance and Support —
Department of Information Technology: Mr. Taylor stated out of the five (5) bids
received, staff recommends awarding to Trace3 Government, LLC, as the lowest
cost solution meeting specifications for the amount of $78,095.40.
Commissioner Maxey moved to approve said bid. The motion was seconded by
Commissioner Ross and it carried unanimously.
5. Present Bid #B2500020, County Roads 72 and 76 Paving Project —
Department of Public Works: Mr. Taylor stated four (4) bids were received and
staff will make a recommendation on a future date yet to be determined.
New Business — General:
1. a Consider Service Agreement for Maintenance of Agillis Ballot Sorting
Device and Automatic Digital Signature Verification System Software, and
Authorize Chair to Sign — Runbeck Election Services, LLC: Mr. Taylor
explained the Clerk and Recorder's Office purchased Agilis equipment and
software to perform necessary functions for the Elections division, and stated the
agreement provides hardware and software maintenance through 2029. He
indicated items #28 and #29, under Section 5-4-80.A of the Weld County Code,
allow for the agreement to be exempt from the standard procurement process and
may be purchased directly from the source; therefore, staff recommends approval
of the agreement for the annual amount as detailed for the record.
Commissioner James moved to approve said agreement and authorize the Chair
to sign. The motion was seconded by Commissioner Peppier and it carried
unanimously.
2. Consider Sales Quote for Purchase of One (1) Vehicle Pursuant to
Colorado State Cooperative Pricing Agreement Award Terms and Conditions
with Sill-Terhar Motors, Inc., and Authorize Controller to Sign Any Necessary
Documents: Mr. Taylor explained, pursuant to Sections 5-4-100 and 5-4-80 of the
Weld County Code, the Department of Fleet Services desires to purchase a vehicle
for the Weld County Sheriff's Office. He noted the Cooperative Agreements are
current and consistent with Colorado State Pricing Agreement #193824; therefore,
staff recommends the purchases of a 2025 Ford Interceptor Pursuit Rated SUV for
the amount of $49,130.00. Commissioner Maxey moved to approve said sales
quote and authorize the Controller to sign any necessary documents The motion
was seconded by Commissioner Ross and it carried unanimously.
3. IR Consider Contract ID #9470 Service Agreement for Onsite Technician for
Security Electronics Controls Maintenance at Weld County Jail, and
Authorize Chair to Sign — CML Security, LLC: Mr. Taylor stated, due to an
unexpected vacancy, the Facilities Department desires to temporarily contract with
CML Security, LLC, to provide one (1) on -site technician one (1) day per week,
through December 31, 2025, for critical maintenance of the security electronic

controls at the Weld County Jail. He explained item #18, under Section 5-4-80.A
of the Weld County Code, allows for the agreement to be exempt from the standard
procurement process and may be purchased directly from the source; therefore,
staff recommends approval of the agreement. Commissioner James moved to
approve said agreement and authorize the Chair to sign. The motion, which was
seconded by Commissioner Ross, carried unanimously.
4. lE9 Consider Contract ID #9471 Service Agreement for Tent Rentals for 2025
Weld County Fair and Authorize Chair to Sign — Mountain View Tent
Company: Mikayla Gabel, CSU Extension Service of Weld County Fair
Coordinator, stated the Fair Board recommends the agreement for tent rentals, in
the amount of $23,690.00, for swine and cattle shows at the 2025 Weld County
Fair. Commissioner Ross moved to approve said agreement and authorize the
Chair to sign. The motion was seconded by Commissioner Maxey and it carried
unanimously.
5. El Consider 2025-2026 Colorado Respite Coalition (CRC) Grant Application
and Attestation of Compliance for Background Checks and Colorado Adult
Protective Services System (CAPS) for Home and Community Support Area
Agency on Aging (AAA), and Authorize Department of Human Services to
Sign and Submit: Jamie Ulrich, Director of the Department of Human Services,
requested to submit the request for proposal and attestation of compliance, which
will allow the County to apply for $30,000.00 in funding to support family caregivers
with respite options for the older population. She stated there is no County match
and staff recommends approval. Commissioner Ross moved to approve said
application and authorize the Department of Human Services to electronically sign
and submit. The motion was seconded by Commissioner James and it carried
unanimously.
6. 1E9 Consider Combined Application for Chafee Program Funds, Colorado
Foster Youth Successful Transition to Adulthood Grant Program Funds, and
Colorado Fostering Success Voucher Program, and Authorize Chair and
Department of Human Services to Sign: Ms. Ulrich stated the application allows
for the continuation of foster youth services for emancipated individuals who are
exiting the foster care system, and indicated the grant funding totals approximately
$421,217.00. Commissioner James moved to approve said application and
authorize the Chair and the Department of Human Services to sign. The motion,
which was seconded by Commissioner Peppier, carried unanimously.
7. IR Consider Contract ID #9397 Contract for Older Americans Act (OAA) and
Older Coloradoans Act (OCA) Program Services for Home and Community
Support Area Agency on Aging (AAA), and Authorize the Chair to Sign:
Ms. Ulrich stated the Home and Community Support Area Agency on Aging (AAA)
division received funding, in the amount of $2,270,288.00, from the Colorado
Department of Human Services to provide supportive services for the aging

population within Weld County. Commissioner Peppier moved to approve said
contract and authorize the Chair to sign. The motion was seconded by
Commissioner Maxey and it carried unanimously.
8. IE Consider Contract ID #9398 Contract Amendment #4 to
Intergovernmental Agreement for Case Management Agency (CMA) Services
and Authorize Chair to Sign: Ms. Ulrich stated the amendment extends the
performance period through June 30, 2026, provides additional funding, in the
amount of $1,579,756,82 for state fiscal year 2025-2026, and updates several
general provisions to allow the Case Management Agency (CMA) to provide
services to individuals in Weld County on voucher programs. Commissioner Ross
moved to approve said amendment and authorize the Chair to sign. The motion
was seconded by Commissioner Maxey and it carried unanimously.
9. IB Consider Contract ID #9445 Individual Provider Contract for Purchase of
Foster Care Services in a Foster Care Home and Authorize Chair to Sign —
Erik and Jessica Edmonds: Ms. Ulrich stated the contract is for a certified kinship
foster care home located in Briggsdale, Colorado. Commissioner Peppier moved
to approve said contract and authorize the Chair to sign. The motion was seconded
by Commissioner James and it carried unanimously.
10. a Consider Contract ID #94.68 Individual Provider Contract for Purchase of
Foster Care Services in a Foster Care Home and Authorize Chair to Sign —
Veronica Esparsen: Ms. Ulrich stated the contract is for a provisional kinship
foster care home located in Fort Lupton, Colorado. Commissioner James moved
to approve said contract and authorize the Chair to sign. The motion was seconded
by Commissioner Peppler and it carried unanimously.
11. 1E1 Consider Contract ID #9453 Agreement for Foster Care Respite Services
and Authorize Chair to Sign — Rodney Troyer and Cynthia Klein -Troyer:
Ms. Ulrich stated the agreement is for a foster care respite services provider
located in Greeley, Colorado. Commissioner Ross moved to approve said
agreement and authorize the Chair to sign. The motion was seconded by
Commissioner Peppier and it carried unanimously.
12. IE Consider Contract ID #9454 Agreement for Foster Care Respite Services
and Authorize Chair to Sign — Peter and Kim Serna: Ms. Ulrich stated the
agreement is for a foster care respite services provider located in Eaton, Colorado.
Commissioner Maxey moved to approve said agreement and authorize the Chair
to sign. The motion was seconded by Commissioner Peppler and it carried
unanimously.

13. a Consider Contract ID #9457 Memorandum of Understanding for
Collaborative Management Program (CMP) with Various Agencies and
Authorize Chair, Departments of Human Services and Public Health and
Environment, Sheriff's and 19th Judicial District Attorney's Offices, and
Controller to Sign: Ms. Ulrich stated the memorandum of understanding (MOU)
outlines bylaws and performance measures for the Collaborative Management
Program (CMP). Commissioner James moved to approve said MOU and authorize
the Chair, Departments of Human Services and Health and Environment, Sheriff's
and 19th Judicial District Attorney's Offices, and Controller to sign. The motion,
which was seconded by Commissioner Peppier, carried unanimously.
14. 6Consider Appointments to Planning Commission: Commissioner Maxey
moved to approve said appointments. The motion was seconded by
Commissioner Ross and it carried unanimously.
Public Comment: No public comment was offered.
Let the Minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Clerk to the Board. There being no further business, this
meeting was adjourned at 9:24 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Minutes, on motion duly made and seconded, by the following vote on the
