SUBJECT: 2025 Traffic Paint & Beads Bid, B2500013
Public Work is recommending awarding the low bidder meeting specifications for each category:
1. For the P20 glass beads, recommend awarding Potters Industries, LLC, at $0.634/lb with a
quantity purchased of 56,000 pounds, totaling $35,504.00.
2. For the Type I beads recommend awarding to Swarco Reflex, LLC, at $0.535/lb with a quantity of
328,000 pounds, totaling $175,480.00.
3. For white traffic paint recommend awarding to Diamond Vogel, Inc., at $10.94/gal with a quantity
of 29,000 gallons, totaling $ 317,260.00.
4. For yellow traffic paint recommend awarding to Diamond Vogel, Inc., at $10.94/gal with a
quantity of 14,500 gallons, totaling $158,630.00.
It should be noted that Sherwin-Williams Company was the low bid for both yellow and white traffic
paint at $10.70/gal. However, the submitted bid did not meet specifications due to the following:
1. The proposed paint did not match viscosity specifications.
2. Specifications clearly state that the vendor shall furnish at no cost to Weld County returnable
containers, and vendor shall arrange pick up of empty containers at no cost to Weld County.
Sherwin Williams' proposal included using a sub -contractor to supply and manage the empty
totes. However, the bid identified that additional and undefined fees would be incurred for
shipping and disposal of totes.
3. The bidder did not want to agree to standard insurance terms for sub -contractors.
4. The bidder did not want to agree to list the County to be named as additional insured.
5. In addition, the proposal did not warrant the materials per specifications.
