public comment period for REP Processing, LLC - Severance Compressor Station. A
copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
REP Processing, LLC - Severance Compressor Station - Weld County
Notice Period Begins: September 30, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: REP Processing, LLC
Facility: Severance Compressor Station
Natural Gas Compressor Station
NW quadrant of Section 8, Township 7N, Range 66W
Weld County
The proposed project or activity is as follows:
This project includes the addition of 8 engines to the construction permit 18WE1051. Five of
these engines were previously covered under GP02 permits, 3 engines (points 018, 019, and 021)
are new units at the facility that are like -kind replacements for points 008, 015, and 016. This
permit action represents slight net emission decreases for all pollutants at the facility due to
calculation differences between the GP02s and this application, which can be attributed to a
lower natural gas heating value used for the current application.
This facility became an existing major stationary source on 11/7/2022 due to the reclassification of
the ozone nonattainment area from "serious" to "severe". This facility will remain a major
stationary source for NOx and VOC.
Using the most conservative analysis for Step 1 of the applicability test, which assumes Baseline
Actual Emissions (BAE) = 0 and Potential Actual Emissions (PAE) = PTE, it can be determined that
this project is not a major modification for PM (4 TPY increase), PM2.5 (4 TPY increase), VOC (12
TPY increase), or CO (58.4 TPY increase). Baseline actual emissions for NOx (15.77 TPY) were
determined using monthly runtime data for engines C-2100, C-2300, C-2400, C-2500, and C-2600

from January 2022 to December 2023, which showed a project -wide N0x increase of 13.03 TPY.
Therefore, it can be determined that this project is not a significant modification for any pollutant.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source's permitted emission rate(s) exceed(s) the public comment threshold(s) of 25
tons per year in a nonattainment area and/or 50 tons per year in an attainment area.
(Regulation Number 3, Part B, Section III.C.1.a.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
