Sanctuary, A Colorado Non-Profit Corporation
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, The Wild Animal Sanctuary, A Colorado Non-Profit Corporation presented to
the Board of County Commissioners of Weld County, Colorado, an application for a
Special Event Permit for the sale of malt, vinous and spirituous liquors for consumption
by the drink on the premises only, subject to the rules and regulations found in Article 5,
Title 44, C.R.S., for events scheduled on May 17, 2025, June 7, 2025, July 12, 2025,
August 1fi, 2025, and September 20, 2025, from 7:00 a.m. to 10:00 p.m., outside the
corporate limits of any town or city in the County of Weld at the location described as
follows:
The Wild Animal Sanctuary, 1946 County Road 53, Keenesburg,
Colorado 80643; being further described as Lot B of Recorded Exemption,
RE-2344; being part of the N1/2 NW1/4 of Section 28, Township 1 North,
Range 64 West of the 6th P.M., Weld County, Colorado
Whereas, pursuant to Exhibit 5-H of the Weld County Code, said applicant has paid the
sum of $100.00 to the County of Weld for a Special Event Permit, and
Whereas, said applicant has paid the sum of $125.00 to the Colorado Department of
Revenue for a Special Event Permit.
Now, therefore, be it resolved that the Board of County Commissioners of Weld County,
Colorada, having examined said application and the other qualifications of the applicant,
does hereby grant Special Event Permit Number 2025-02 to said applicant to sell malt,
vinous and spirituous liquors for consumption by the drink on the premises only, at retail
at said location; and the Board does hereby authorize and direct the issuance of said
permit by the Chair of the Board of County Commissioners, attested to by the Clerk to the
Board of Weld County, Colorado, which permit shall be effective on May 17, 2025, June
7, 2025, July 12, 2025, August 16, 2025 and September 20, 2025, from 7:00 a.m. to 10:00
p.m., providing that said permittee operates in strict conformity to all of the laws of the
State of Colorado and the rules and regulations relating thereto, per Article 5, Title 44,
C.R.S., heretofore passed by the Board of County Commissioners of Weld County,
Colorado, and any violations thereof shall be cause for revocation of the permit.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign

The following supporting documents must be attached to this appNcation for a permit to be issued:
� Appropriate fee.
� Diagram of the �ea to be licensed (not larger that 8 1/2" X 11" reflecting bars, walls, pa�titions, ingress, egress
and dimensions. Note: If the event is to be held outside, please submit evidence of intended control, i.e.,
fancing, ropes, barriers, etc.
� Copy of deed, lease, or written permission of owner for use of the premises.
� Ce�tificate of good corporate standing (NONPROFIT) issued by Secretary of State within last two years; or
� If not incorporated, a NONPROFIT charter; or
� If a political Candidate, attach copies of reports and statements that were flled with the Secretary of State.
� Application must first be submitted to the Local Licensing Authority (ciry or county) at least thirty (30) days prior
to the event.
� Public notice of the proposed event and procedure for protesting issuance of the permit shall be conspicuously
posted at the proposed location for at least (10) days before approval of the permit by Local Licensing Authority.

A Special Event Permit issued under this artide may be issued to an organization, whether or not presenUy licensed
under Artides 4 and 3 of this title, which has been incorporated under the laws of this state for the purpose of a so-
cial, fratemal, patriotic, political or athletic nature, and not for pecuniary gain or which is a regulariy chartered branch,
lodge or chapter of a national organization or society organized for such purposes and being non prafit in nature, or
which is a regularly established religious or philanthropic institution, and to any political candidate wha has filed the
necessary reports and statements with the Secretary of State pursuant to Article 45 of Title 1, C.R.S. A Special Event

Non-profit Wildlife Sanctuary benefiting captive wildlife both domestic and international.
Mission: To prevent and alleviate cruelty to animals which are abandoned or were subject to deprivation
or neglect, by providing care and boarding. To rescue and provide life-long homes for large, exotic and
endangered captive wild animals and to educate the public about the causes of and solutions to the
World's Captive Wildlife Crisis (CWC).
The Wild Animal Sanctuary (TWAS) is all about saving the victims of the CWC. We crisscross the U.S.,
Canada, Mexico, Central and South America, Spain and the rest of the world rescuing captive large
carnivores that have been abused, abandoned, ex[loited or illegally kept. Established in 1980, TVHAS is a
state and federally licensed zoological facility and 501(c)(3) nonprofit organization. Our educational facility
is located in Keenesburg, CO on 1214 acres of rural grasslands, sheltering more than 550 large
carnivores.

We have a comprehensive waste management plan in place. Trash and recycling bins are
strategically placed throughout the event area to encourage proper waste disposal. Our stafF will
monitor and empty the bins as needed throughout the event. At the conclusion of the event, all
collected waste will be disposed of using our on-site dumpsters, which are serviced regularly by a
waste management provider, Blue Bear Waste Services. Recycling will be separated and handled
accordingly to minimize environmental impact.
17. IDENTIFX PLANS FOR PROVIDING TOILET FACILITIES, INCLUDING THE
SOURCE, NUMBER, LOCATION, TYPE, AND THE MEANS OF DISPOSING OF

Run/Walk only - Porta-potties (7 regular and 2 ADA) will be provided by United Site Services. 5 regs
and 1 ADA will go in the field south of the stage. 2 regs and 1 ADA on course. See attached service
agreement. Also, our Welcome Center has many indoor restroom facilities capable of handling
large crowds. We have on-site septic.

has 1102 marked spots.

Commissioners,
Please see the attached letters from the Hudson Fire Protection District and Weld County SherifFs Office
pledging their support for this annual event.
A description of our security for Wild Animal Sanctuary Events is included below for your consideration:
1. Approximately 45 Staff and 100+ Volunteers will be present at the annual Run/Walk event and will be
stationed throughoui the event area — from parking azeas, to food/beverage and entertainment azeas in
order to manage security efforts.
a. Ali staff and volunteers wear bright safety orange shirts with the Sanctuary logo, name badge,
and identifying label ("staff' or "volunteer").
b. All staffand volunteers aze trained to observe and identify issues relating to questionable
behavior and alcoholic beverage consumption.
c. Staff and volunteers aze equipped with two-way radios to communicate and coordinate crowd
control and address needs as they arise.
d. Staff will manage volunteer security duties and all security responses, as well as address issues
themselves.
e. Participants are instructed (via Public Address System throughout event timeline):
i. To contact staff or volunteers for assistance (as needed)
ii. Are given information and guidance to the established security and event management
tent
iii. Receive instrucrions and guidance to on-site emergency medical services
f. All run/walk courses will also have staff and volunteers positioned for complete coverage and
security management
g. Supervisory stafF will patrol event utilizing security vehicles in order to provide overall quality
control, as well as immediate backup and response if needed.

Subject: Public Safety Plan for The Wild Animal Sanctuary's Annual Event Permit
Hudson Fire Protection District has reviewed The Wild Animal Sanctuary's application for their
annual event permit. We have conducted meetings with The Wild Animal Sanctuary staff to
develop a comprehensive Public Safety Plan that meets the requirements outlined in the
2018 Internationa) Fire Code.
Additional�r, eight staff members from The Wild Animal Sanctuary have satisfactorily
completed an online two-hour Crowd Manager course, fulfilling the necessary training
requirements for crowd management during the event.
To ensure the highest level of safety, Hudson Fire Protection District has committed to
providing two firefighter EMTs for medical standby during the annual l0k/5k race event.
Furthermore, The Wild Animal Sanctuary staff are coordinating with Intermountain Health
Ambulance to provide Advanced Life Support (ALS) ambulance standby for the event.

1. BCR11-00960 for a 5,000 SF Welcome Center. Incomplete inspections,
Certificate of Occupancy never issued.
2. BCR13-00451 for a 50'x 50' structural steel canopy structure. No
inspections ever performed.
Based on the SEP application, it appears both of these structures will be used for this
event. However, these structures have been in existence since at least 2013.
Department of Planning Services is requesting the BOCC make the SEP conditional upon
the building permits being submitted.

Hello Everyone,
Our event permit application involves two separate structures, but neither of the ones listed below are the
structures in question. FYI... the "Welcome Center" (BCR11-00960 for a 5,000 SF Welcome Center) that you
listed, was our original Welcome Center built 20+ years ago - and is no longer the current Welcome
Center. I am attaching the Certificates of Occupancy for the new Welcome Center (BCR14-00909) that
was built in 2016 and is currentty in use, and is the building which all but one of the events we applied for
will be held in.
The only other event inside a buitding, is our "Summer Safari Dinners", which are held inside the Bolivian
Lion House (BCR11-00034lCOC11-00005) which received final approval on 6/8/2011 (see attached).
Please let me know I you need anything else, but I hope the provided documents help resolve any perceived
issues. This should negate the need for the Teams call - but if you feel it is still necessary - please let us know.

Good afternoon, Maxwell and Rob,
I hope you're both doing well. I am reaching out regarding the comments on our Special Event Permit application
related to the expired building permits (BCR11-00960 and BCR13-00451).
We want to clarify that, to our knowledge, all necessary steps were taken when these structures were built.
Additionally, one of the structures in question is not a permanent building. Given this, we would appreciate further
clarification on why these permits are considered expired and what specific actions are required on our end.
Please let us know how best to proceed and whether a discussion would be helpful to resolve any discrepancies.

The Wetd County Department of Planning Services offered the following comments during the normal referral
review period for your Special Event Permit application.
The site is permitted through MUSR14-0016 for a Minor Amendment to a Site Specific Devetopment Plan and 2nd
Amended Special Review Permit, MUSR12-0007, for the keeping, raising, or boarding of exotic animals, as an
agricultural service establishment primarily engaged in performing agricultural, animal husbandry or horticultural
services on a fee or contract basis, including: veterinary clinics or hospitals, a kennel, and as a recreational facility
and uses including a guest farm, including the following additions to the current permit: a newwelcome center, a
new event-conference center, a new 100-seat restaurant/cafeteria, a new gift shop, ice cream parlor, educartional
centers, and retail space within a 48,000 sf domed structure, a new bed & breakfast building, and a 250 space
recreational vehicle parking/campground, and a 10 acre area for 1000 parking spaces in the (a) agricultural zone
district.
This permit allows for the events to take place.
Two commercial permits hav�e expired:
1. BCR11-00960 for a 5,000 SF Welcome Center. Incomplete inspections, Certificate of Occupancy never
issued.
2. BCR13-00451 for a 50'x 50' structural steel canopy structure. No inspections ever performed.
Based on the SEP application, it appears both of these structures will be used for this event. However, these
structures have been in existence since at least 2013.
Department of Planning Services is requesting the BOCC make the SEP conditional upon the building permits
being submitted.

Dear Maxwell, Thomas, David and Matthew,
We appreciate your time in reviewing our event permit application. We would like to clarify that the two
structures referenced in our application are not the ones listed in your records.
For reference, the Welcome Center (BCR11-00960 for a 5,000 SF Welcome Center) that was mentioned refers
to our original Welcome Center, built over 20 years ago. This is not our current Welcome Center. To avoid any
confusion, we have attached the Certificates of Occupancy for the new Welcome Center (BCR14-00909),
which was built in 2016 and is currently in use. This is the primary venue for all but one of the events in our
application.
The only other indoor event space is the Bolivian Lion House (BCR11-00034/COCI 1-00005), which was
approved and received its final certification on 6/8/2011 (see attached). This facility is used for our Summer
Safari Dinners.
We are committed to ensuring all records align and are happy to address any discrepancies as needed. We hope
the attached documents clarify the situation. If further discussion is required, we are happy to coordinate.
