HomeMy WebLinkAbout20250148.tiffRecord of Proceedings Minutes Board of County Commissioners Weld County, Colorado Monday, January 13, 2025 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 13, 2025, at the hour of 9:00 a.m. e Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem — Excused Commissioner Jason S. Maxey Commissioner Lynette Peppler Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Chief Financial Officer, Cheryl Pattelli Ei Minutes: Commissioner Ross moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner Peppler seconded the motion and it carried unanimously. 1. 2024-3398: Minutes from December 30, 2024 El Amendments to Agenda: There were no amendments to the Agenda. Ei Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion and it carried unanimously. Presentations and Proclamations: 1. 2025-0149: Acts of Connection Month — January 2025: Chair Buck read the proclamation for the record. Jason Chessher, Director of the Department of Public Health and Environment, introduced Olivia Egen, Initiatives Manager, and Dr. Dannon Cox, University of Northern Colorado — School of Public Health, for the record. He also thanked the Board for the opportunity to highlight the health risk impacts of loneliness and isolation affecting the population, and providing 2025-0148 BC0016 Page 2 Monday, January 13, 2025 www.weld.gov education and resources for connection. He shared statistical data indicating loneliness the negative health effects of loneliness are similar to smoking fifteen (15) cigarettes daily, therefore, staff is working alongside community partners to help negate other health concerns that may happen as a result. Even though society is digitally connected, now more than ever before, Dr. Cox noted it has simultaneously led to people to be physically isolated from others. He stated, overall, people are spending ten (10) hours less per month with family and friends compared to twenty (20) years ago. In turn, each Commissioner, shared their appreciation for the importance and relevance of connection, recaled the state of the country during the Covid 19 Pandemic and the realization that loneliness was worse than the risk of illness, and encouraged the public to reach out for their personal benefit and for the benefit of others. IR 2025-0150: Northridge Grizzlies Day, Northridge Grizzlies Unified Bowling Team 2024 State Championship — January 13, 2025: Chair Buck used Chair's Prerogative to move the recognition to the end of the meeting to allow the team time to arrive. (Clerk's Note: Please see below New Business — General for the summary of the recognition.) El Warrants: 1. 2025-0151: General Warrants — January 10, 2025: Commissioner Ross moved to approve the General Warrants, as printed. Commissioner Peppier seconded the motion and it carried unanimously. En Bids: 1. 2024-2012: Rescind Bid #B2400111, Department of Public Health and Environment Building Elevator Modernization — Facilities Department: Toby Taylor, Purchasing Department, provided an overview for Bid #B2400111 by recalling the Board's initial approval on August 12, 2024, to Peak Elevator, LLC, which was later rescinded due to lack of proper bond surety, and re -approved on October 9, 2024, to Otis Elevator Company, who was the second low bid. He explained, since the approval with Otis Elevator Company, the County has failed to come to terms with the company; therefore, staff recommended rescinding said bid and rebidding at a later time, since contractual obligations were not met. Commissioner Maxey moved to rescind said bid. The motion was seconded by Commissioner Ross and it carried unanimously. 2. 1] 2024-3401: Approve Bid #62400148, Environmental Justice Public Engagement Plan — Department of Finance: Mr. Taylor stated the County received two (2) bids from qualified consulting firms to develop a Public Engagement Plan to complement the Environmental Justice Plan. He indicated staff recommends selecting the lowest bidder who met specifications, 2025-0148 BC0016 Page 3 Monday, January 13, 2025 www.weld.gov A/R360 Consultants, LLC, for a total amount of $54,962.00. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Peppler, and it carried unanimously. 3. El 2024-3402: Approve Bid #B2400149, Design and Engineering Services for Weld County Motor Pool Complex — Facilities Department: Mr. Taylor stated staff recommends selecting the lowest bidder who met specifications, Cairn Design, LLC, for a total amount of $394,045.00. Commissioner Ross requested a work session to understand why the recommended vendor is substantially lower than the other bidders, with concurrence from Commissioners Maxey and Peppler. After discussion, Commissioner Ross moved to continue said bid to January 22, 2025, at 9:00 a.m. The motion was seconded by Commissioner Peppler, and it carried unanimously. 4. IE 2024-3403: Approve Bid #62400155, Traffic Signal Maintenance — Department of Public Works: Mr. Taylor stated staff recommends selecting the sole bidder who met specifications, Lumin8 Transportation Technologies, LLC, who has provided traffic signal maintenance for the County in past years. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Maxey upon Mr. Taylor confirming the amount is based on an hourly rate as opposed to a total amount. There being no further discussion, the motion carried unanimously. 5. E 2025-0152: Present Bid #B2400146, Cisco Voice Flex Agreement — Department of Information Technology: Mr. Taylor stated two (2) bids were received; however, one (2) withdrew their bid, therefore, staff will make a recommendation for the sole bid on January 27, 2025. Ei New Business — General: 1. 2025-0153: Consider Contract ID #8848 Revised Contract for State Opioid Response (SOR) Grant Program, authorize Chair to sign, and Rescind Resolution #2024- 3075, dated November 20, 2024: Sonja Kohlgraf, Sheriff's Office, alongside Brandon Williams, stated the County was awarded grant funds, in the amount of $69,998.82, to offset inmate services provided by North Range Behavioral Health (NRBH). She explained the Board previously approved the award in November 2024, but subsequent to the Board's approval, the state revised the budget and moved funding amounts into different cost sections to reflect the payments to NRBH. Commissioner Maxey moved to approve said revised contract and authorize the Chair to sign. The motion was seconded by Commissioner Ross and it carried unanimously. 2025-0148 BC0016 Page 4 Monday, January 13, 2025 www.weld.gov 2. 2025-0154: Consider Contract ID #8990 Agreement for Partially Self -Funded Program and authorize Chair to sign — Colorado Counties Casualty and Property Pool, c/o County Technical Services, Inc. (CTSI): Kelly Leffler, Department of Human Resources, requested the Board's approval of the agreement for property and liability insurance, in the amount of $3,219,200.00, for the policy period of January 1, 2025, through December 31, 2025. Commissioner Ross commended CTSI's diligence and commitment to keeping rates close to years prior and minimize the exposure of risk. Commissioner Ross moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 3. E 2025-0155: Consider Contract ID #9000 Amendment for Restated Cafeteria Plan and authorize Chair to sign: Allison Palmer, Department of Human Resources, stated the amendment offers individuals more flexibility to expend funds from the prior year while allowing for the new year to begin accruing as part of the switch from Flexible Spending Accounts to Health Savings Accounts. Commissioner Ross moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and the motion carried unanimously. 4. El 2025-0156: Consider Contract ID #9007 Amendment #2 to Task Order Contract for Syphilis Field Delivery (FTD) Program and authorize Chair to sign: Mr. Chessher stated the amendment allows for additional funding to provide testing and treatment for residents housed in the Weld County Jail. He further stated, as part of the program, periodic visits are conducted and it requires additional funding to provide more testing services to inmates. In response to Commissioner Peppler, Mr. Chessher acknowledged the state does prioritize certain populations and Commissioner Ross moved to approve said amendment and authorize the Chair to sign. The motion, which was seconded by Commissioner Maxey, carried unanimously. E Public Comment: 1. Anthony Sanchez, Town of Berthoud resident, Provided Exhibit A, and offered his comments to the Board, with response from Commissioner Ross. El Presentations and Proclamations: 1. 2025-0150: Northridge Grizzlies Day, Northridge Grizzlies Unified Bowling Team 2024 State Championship — January 13, 2025: Chair Buck read the proclamation for the record. Amy Anderson, Coach, thanked the Board for supporting the team and recognizing their accomplishments. Anthony Fernandez, student, expressed his excitement and appreciation for being part of a championship team and bringing pride to his school.
