Approve Application for 2026 Victim Assistance and Law Enforcement (VALE)
Grant For Law Enforcement Victim Services Unit, and Authorize Chair,
Sheriff's Office, and Controller to Sign
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with an Application for the 2026 Victim
Assistance and Law Enforcement (VALE) Grant for the Law Enforcement Victim Services
Unit from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Sheriffs Office, to the Victim Assistance
and Law Enforcement (VALE) Board, commencing January 1, 2026, and ending
December 31, 2026, with further terms and conditions being as stated in said application,
and
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Application for the 2026 Victim Assistance and Law Enforcement
(VALE) Grant for the Law Enforcement Victim Services Unit from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Sheriffs Office, to the Victim Assistance and Law Enforcement (VALE)
Board, be, and hereby is, approved.
Be it further resolved by the Board that the Chair, Daniel Chapman, Sheriffs Office, and
Rusty Williams, Controller, be, and hereby are, authorized to sign said application.
The Board of County Commissioners of Weld County, Colorado, approved the above

When Weld County residents are victims of, or witness to a crime, there are specific tasks that they
need expert assistance with. Some victims may not be aware of their rights under the Victim Rights
Act. Ensuring victims have assistance with receiving crisis counseling, locating resources, and
applying for financial assistance is important to helping them overcome being victimized.

SECTION B - NARRATIVE SUMMARY (Sections will expand as needed)
7. Agency description:
The Weld County Victim Services Unit is part of the patrol division at the Weld County Sheriff's Office.
Comprised of two full time advocates, a corps of volunteer advocates, and supervised by a sergeant,
the VSU serves victims of crime in unincorporated Weld County and the Weld County Jail.
8. Project Description for which the funds are being requested from Weld County VALE.
The Weld County Victim Services Unit provides immediate crisis intervention and follow up service to
all victims of crime. The VSU furnishes victims with the resources and assistance they need to
successfully overcome being victimized. The unit also provides VRA-update training to patrol
deputies and sworn jail staff. The VSU completes all Victim Rights Act notifications regarding the pre-
trial and post sentencing custody status of offenders.

provide VRA services, and a majority of clients are VRA crimes (all three criteria MUST be met

11. How will the agency know if the project is successfully addressing the problem statement
identified in question 5? Please include information on surveys and/or project evaluation.
The Victim Services Unit enters activity on all cases into a statistical database. Additionally, daily
reports are automatically generated by the agency's records management system, giving advocates
the ability to monitor daily arrest and warrant arrests, to ensure victims are notified of changes in the
status of the offender. The case activity database is monitored regularly and audited on a quarterly
basis.
12. How has your project positively impacted victims? Please provide data to support
assessment.
Weld County Victim Services Unit Advocates interact with victims daily helping them navigate the
confusing and sometimes difficult criminal justice system. They provide resources and support to
help victims remove themselves from dangerous situations and create safety plans to remain safe
moving forward. This occurs with a large population of English-speaking clients, but also with Spanish
speaking clients. The Weld County Sheriff's Office employs a Bi-Lingual advocate to better serve the
Spanish speaking population. Weld County strives to elicit feedback from clients of all backgrounds to
evaluate our strengths and weaknesses and improve services. We have struggled with receiving
surveys back from victims and continue to try and come up with new ideas. We have not received
any complaints or negative survey returns, which seems to imply that Weld County Victim Advocates
are providing excellent services and positively impacting victims in Weld County. Weld County VSU
has entered into an agreement with Spidr Tech to send automated surveys to victims to hopefully
elicit more responses. This project went live during the 1st quarter, 2025, and we hope to have survey
results to share for 1st quarter reporting.

13. Define the population served, including how agency addresses cultural and underserved
population needs in the community.
Underserved Populations refers to populations that face barriers and challenges in accessing
and using resources, due to geographic location, religion, sexual orientation, gendered-
identity, racial, and ethnic populations.
The 2020 census states the population of Weld County is around 305,000. Between the
u nincorporated areas of the county and communities served, the estimated population served by the
Weld County VSU is just over 50,000. The demographic estimates are 65% white, 30% Hispanic, and
approximately 2% each of Black, American Indian, and Asian. While English is the predominant
language spoken, there is a large number of citizens that speak only Spanish, and smaller populations
that speak only their native language. The victim services Unit provides 24 -hour coverage for crisis
response, follow-up contact, and providing resources, information, and notifications. The advocates
are typically on -duty and in the office during normal business hours but are available in an on -call
capacity every day of the year. The unit has a dedicated Spanish-speaking advocate, but also has
access to the language line to assist when the victim's native language is not English, to ensure there is
n ot a barrier to the victim being properly served.

The Weld County Sheriff's Office works with A Woman's Place (AWP), creating a safe place for
women to go to escape dangerous living conditions. Advocates continue working with staff
from AWP to fully restore our relationship with them and have made progress. AWP is a
valuable resource in Weld County because it is the only woman's shelter located within Weld
County. The Victim Advocates also work with St. Vrain Safehouse in Longmont, Alternatives
to Violence in Loveland, Crossroads Safehouse in Ft. Collins, and the Guadalupe Shelter in
Greeley. Several of these locations allow families and can help with pet boarding during
difficult times

26. What controls and processes does your agency have for writing checks? The answer
should include information on: who in the agency is authorized to request a check, who is

Two methods are used; warrants and revolving fund checks. This is a function of the Weld County
Accounting Department, supervised by Controller Chris D'Ovidio, in accordance with Weld County
Code. Warrants are issued by the accounting department and approved by the Board of County
Commissioners. Revolving fund checks are for emergency expenditures and travel expenses. A check
is requested by a department head and approved by the accounting department. No one within the
VSU is authorized to sign any checks on behalf of Weld County.
27. What process does your agency have in place to reconcile financial information with the
quarterly VALE financial report?
A quarterly Weld County payroll report is generated from the time accounting software managed by
the Weld County Human Resources Department, showing the actual paid salary and fringe benefit of
the staff who is VALE funded. This report is utilized to complete VALE fund quarterly report. In
addition, the Weld County Sheriff's Office budget manager reviews the general ledger financial
reports on a monthly basis, monitoring the account for revenue and expense and reconciling the
general ledger account to the VALE financial report.

There is no change from last year's awarded funding. Although there have been increases in salaries,
no increased funding was requested due to the overall decreased availability of VALE funds.
29. How will future funding needs for this project be met?
The victim services unit will continue to be funded by Weld County, a VOCA grant, and the VALE
grant. Weld County is no longer providing services to the 8 municipalities previously served and has
reduced staffing levels to two full time advocates as a cost saving measure.
30. Are project services eligible for the 19th Judicial District Crime Victim Compensation

VALE PROJECT MANDATED GOALS
GOALS AND OBJECTIVES:
Goal 1, objectives 1 and 2, are mandatory for all applicants. Fill in # of victims and any "other" categories you will report
(under crimes). **This number should match question 14 on the Part I Application.**
GOAL 1 (standard): This project will provide direct services that assist crime victims with emotional and physical
needs to stabilize their lives, provide a measure of safety and security, and/or enhance victims' experience with the
criminal justice system.
OBJECTIVE 1 (standard): To provide services to the following estimated unduplicated number of Weld County crime
victims during the 12 -month grant period.
Although a person may be a victim of multiple crimes in one criminal episode, they can be counted only once
using the predominant crime.
Definitions:
Victims: primary and secondary victims
Primary victim: The person against whom the crime was committed, except in the case of homicide, and DUI/DWI
deaths where the primary victims are the survivors of the victim. In domestic violence crimes, children of the
primary victims (who are receiving services) are also considered to be primary victims.
Secondary Victims: Persons other than primary victims receiving services because of their own reaction or needs
resulting from a crime.
Unduplicated Count: New and continuing victims served by the project . Continuing victim is a person served in the
prior grant year who is continuing to receive services in the new grant year.
