Molly, My name is Debbi Hill, I am writing this in response to the notice that we recently received, regarding the application for a USR by our adjoining neighbor Brian Rector. My husband and I were pretty sure that something was going on, due to the fact that Mr. Rectors employees were feverishly cleaning the property up and organizing the equipment. However, we were surprised when we received the postcard notifying us of the application, since he has been operating without the permit for a few years. We realize that he was being fined, but apparently the small amount of fine was not enough to make him feel the need for the USR. During the years he has resided there, we have notified the county several times of his blatant disregard for the neighbors. He routinely cleans his cement tanks by blowing the cement dust into the air, where it wafts over our property and livestock. It leaves a coating of fine dust in our home and on vegetation. We are aware that this dust can contain silica and other cancer -causing compounds. We also have seen a loader there in the past scraping dirt and loading it onto a trailer, that was then taken down the road to a well site, emptied and returned to get another load. The county was told of this practice and informed us that we would have to contact them while this was happening so that they could possibly send someone out to witness it. How convenient was the fact that it occurred after hours or on weekends. I also let the county know that I was in contact with the EPA and the COGCC and with their guidance have a plan of action for future incidents. Another concern is the amount of equipment/trucks that are being stored on the property. We have a neighbor to the north that also has a trucking business. He was required to comply with a number of things before he was issued a permit, including a drainage system and limiting him to 3 trucks on his property at a time. We could only hope that Mr. Rector would do the same. My husband has been in communication with Mr. Rector and was told that he (Mr.Rector) was in the process of buying a piece of property elsewhere to store trucks and equipment on and that he wanted to be a good neighbor, but so far, we have seen no difference. We are aware that the county receives a large amount of revenue from the Oil and Gas Industry, however, please consider your property owners, long- term residents and tax -payers in this decision as well. 1 In closing, I would like to request that if the USR is granted, Would the county please require Mr. Rector to have a screening of mature trees on the perimeter of the property to gather as much dust as possible and also to minimize the decrease in our property value. Case#USR25-0008 Before the permit was submitted the current owners had the majority of their semis and other oilfield equipment at the location when it was zoned AG. The comings and goings of employees, semis and other oilfield equipment was very early morning and late nights, and the noise was what seemed constant. Not until a neighbor turned them in for all the noise at all hours and movement around the property did the county step in to investigate. There are already two other trucking companies on CR 44 and CR 53; and Hired Gun's yard is also right across the street from my property. My concern is that the company applying for this permit will not be using the location for just storage and parking of oilfield equipment. CR 53 is already very busy, high speed and traffic road and adding more semis to the already busy road will cause more accidents. The noise from the semis, semi jake brakes and the running of the other equipment at all hours is Loud. There are five homes around this area alt with livestock. I moved to the country to get away from the noise and the traffic. Sadly, my home is on a very busy, high-speed road and close to the road as it sits. The added noise, movement of vehicles and machinery right across the street will not help with that. I understand that the proposal will add to the county's revenue, but this will not help the private homeowners, value of homes or peace of mind to have Less movement or noise around their homes.
