HomeMy WebLinkAbout20252344.tiffRecord of Proceedings Minutes Board of County Commissioners Weld County, Colorado Monday, August 18, 2025 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, August 18, 2025, at the hour of 9:00 a.m. Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey Commissioner Lynette Peppier Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Controller, Rusty Williams Minutes: Commissioner Ross moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner Peppier seconded the motion and it carried unanimously. 1. Minutes from August 4, 2025 Certification of Hearings: Commissioner Maxey moved to approve the below listed Hearing Certificates. Commissioner Peppier seconded the motion, which carried unanimously. 1. Special Event Permit —A Woman's Place, Inc. 2. Public Hearing of the Board of County Commissioners of Weld County, Colorado, sitting as the Redistricting Commission, to receive input from the public regarding changing the boundary lines of Commissioner Districts in Weld County, Colorado, as proposed by the Weld County Redistricting Advisory Committee pursuant to Colorado Revised Statutes §§ 30-10-306, et. seq. Amendments to Agenda: There were no amendments to the Agenda. 2025-2344 BC0016 Page 2 Monday, August 18, 2025 www.weld.gov Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion and it carried unanimously. Warrants: 1. General Warrants: Commissioner Maxey moved to approve the General Warrants, as printed. Commissioner James seconded the motion and it carried unanimously. 2. Commissioner Warrants — Perry L. Buck: Commissioner James moved to approve the Warrant, as printed. Commissioner Ross seconded the motion, and upon a roll call vote of four (4) to zero (0), the motion carried with Commissioner Buck abstained. 3. Commissioner Warrants — Jason S. Maxey: Commissioner Ross moved to approve the Warrant, as printed. Commissioner Peppier seconded the motion, and upon a roll call vote of four (4) to zero (0), the motion carried with Commissioner Maxey abstained. Bids: 1. Approve Bid #B2500099, White Bond Paper — Printing and Supply, Department of Finance: Toby Taylor, Purchasing Department, explained the bid was advertised with letter, legal, and tabloid sized white bond paper, both in 20 -pound and 24 -pound weights. He stated the associated costs for 20 -pound letter, legal and tabloid -sized paper are $37.00, $63.00, and $47.00, per case; and the associated costs for 24 -pound letter -sized paper is $41.85 per case. Mr. Taylor stated staff recommends a partial award to Staples Contract and Commercial, LLC, for the total amount of $46,795.00, for 20 -pound letter, legal and tabloid -sized paper; and a partial award to Quill, LLC, for the total amount of $2,281.05, for 24 -pound letter -sized paper. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Peppier and it carried unanimously. 2. Conduct Oral Auction for Oil and Gas Lease and Authorize Chair to Sign — W1/2 NW1/4, NW1/4 SW1/4 of S20, T10N, R62W: Rusty Williams, Weld County Controller, stated one (1) bid was received from Prairie Operating Company, LLC, to lease 120 mineral acres, for the amount of $950.00 per mineral acre, for a total of $114,000.00. Commissioner Maxey moved to approve said lease and authorize Chair to sign. The motion was seconded by Commissioner James and it carried unanimously. 2025-2344 BC0016 Page 3 Monday, August 18, 2025 www.weld.gov New Business — General: 1. Consider Contract ID #9835 Memorandum of Agreement for Purchase of Property Interest for Acquisition of Right -of -Way and Easements for Design -Build Project of High Plains Boulevard (aka County Road 9.5) Between County Roads 32 and 34, and Authorize Chair to Sign — Mark and Linda Getman: Cameron Parrott, Department of Public Works, stated the agreement with Mark and Linda Getman allows the County to purchase right-of-way and permanent slope easements in the southeast corner of the intersection at County Roads 9.5 and 32, in the amount of $117,800.00. Commissioner Ross moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Maxey, carried unanimously. 2. Consider Cancellation of Board of County Commissioners Meeting Scheduled for September 17, 2025: Commissioner Ross moved to approve cancelling the meeting of September 17, 2025, due to the Board attending the 10 - County Budget Conference. The motion was seconded by Commissioner Maxey and it carried unanimously. New Business — Ordinances: 1. First Reading of Code Ordinance #2025-11, In the Matter of Repealing and Reenacting, with Amendments, Chapter 23 Zoning of the Weld County Code (Miscellaneous) — To Be Continued to 9/15/2025: Maxwell Nader, Department of Planning Services, requested the First Reading be continued to September 15, 2025, to allow the Planning Commission to hear the matter and make their recommendation. Commissioner James moved to continue the First Reading of Code Ordinance #2025-11 to September 15, 2025, at 9:00 a.m. The motion was seconded by Commissioner Peppier and it carried unanimously. Public Comment: No public comment was offered. Let the Minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
