public comment period for Crestone Crestone Peak Resources Operating, LLC - Vogl
Geist McCoy 5H -F267 (East). A copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Crestone Crestone Peak Resources Operating, LLC
Facility: Vogl Geist McCoy 5H -F267 (East)
Well Production Facility
SENW quadrant of Section 5, Township 2N, Range 57W
Weld County
The proposed project or activity is as follows:
Process description: The Vogl Geist McCoy 5H -F267 (East) facility is an oil and gas production
facility located in Weld County, Colorado. The seven (7) wells on site each producing through
high/low pressure separators. Condensate and produced water storage tank emissions are routed to
enclosed combustors for control. Condensate is transferred out of the facility either by pipeline or
truck. Produced water is transported from the facility by trucks. The storage tank battery consists
of eight (8) 500bb1 condensate storage tanks and four (4) 250 -barrel water storage tanks. Gas from
the low-pressure side of the separators is routed to the buffer house where liquid is knocked out.
The low-pressure gas is then routed to the sales line via vapor recovery units (VRU). In the event
the VRUs are offline, gas is sent to enclosed combustors for control.
Major stationary source considerations: Source is not considered a major source of criteria
pollutants and project by itself is not considered a major stationary source. As a result, changes
are not subject to NANSR review.

The operator is establishing new synthetic minor limits on the PTE of HAPs (n -Hexane).
Consequently, changes are subject to a 30 -day public comment period.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.).
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
