Section 31-12-108.5, the following constitutes the annexation impact report (the "Report") for the Brodal Tract Annexation (the "Subject Property"). The legal description of the Subject Property to be considered for annexation to the Town of Keenesburg is as follows: Legal Description of Subject Property: A PARCEL OF LAND LOCATED IN THE SOUTHWEST QUARTER OF SECTION 23, TOWNSHIP 2 NORTH, RANGE 64 WEST OF THE SIXTH PRINCIPAL MERIDIAN, TOWN OF KEENESBURG,COUNTY OF WELD, STATE OF COLORADO, DESCRIBED AS FOLLOWS: COMMENCING AT THE SOUTHWEST CORNER OF SECTION 23, MONUMENTED BY FOUND REBAR WITH 3-1/4 INCH ALUMINUM CAP (STAMPING ILLEGIBLE) IN A MONUMENT BOX; THENCE NORTH 44°15'04" EAST, A DISTANCE OF 42.32 FEET, TO THE INTERSECTION OF THE EAST LINE OF COUNTY ROAD 57 WITH THE NORTH LINE OF COUNTY ROAD 18, BOTHBEING 60 -FOOT - WIDE RIGHT-OF-WAYS, SAME BEING A POINT ON THE INTERIOR CORNER OF ERGER ANNEXATION NO.3 BY ORDINANCE NO. 2018-04, 5, 6, AND THE POINT OF BEGINNING; THENCE ALONG SAID EASTERLY RIGHT-OF-WAY LINE, SAME BEING THE EASTERLY BOUNDARY OF ERGER ANNEXATION NO. 3, NORTH 00°53'44" WEST, A DISTANCE OF 1018.67 FEET; THENCE ALONG THE SOUTHWESTERLY BOUNDARY LINES OF ERGER ANNEXATION NO.2BY ORDINANCE NO. 2018-04, 5, 6, THE FOLLOWING TWO (2) COURSES AND DISTANCES: 1) NORTH 89°27'28" EAST, A DISTANCE OF 620.60 FEET; 2)SOUTH 01°24'44" EAST, A DISTANCE OF 1018.56 FEET, TO THE NORTH LINE OF SAID COUNTY ROAD 18, SAME BEING ON THE BOUNDARY OF SAID ERGER ANNEXATION NO. 3; THENCE ALONG SAID RIGHT-OF-WAY AND ANNEXATIONLINES, SOUTH 89°26'18" WEST, ADISTANCE OF 629.78 FEET, TO THE POINT OF BEGINNING, CONTAINING A CALCULATED AREA OF 636,784 SQUARE FEET OR 14.619 ACRES, MORE OR LESS. Pursuant to C.R.S. § 31-12-108.5, the following information is submitted to the Board of County Commissioners: 1) Annexation map(s) identifying the Subject Property and the adjacent territory and the present boundaries of the Town in the vicinity of the Subject Property are enclosed herewith (together, the "Annexation Map"), and is made part of this Report. a. The Annexation Map shows the boundaries (present and proposed) of the Town of Keenesburg in the vicinity of the proposed annexation. b. The Annexation Map shows the present streets in the vicinity of the proposed annexation. County Road 18 and County Road 51 are included as part of the Subject Property. There are proposed plans by the Town of Keenesburg to extend streets within the Subject Property. All the present streets in the vicinity of the Subject Property are shown in the Annexation Map or the Preliminary Development Plan, as that term is defined below. The Town currently does not provide any utility water or sewer utilities to the Subject Property, and we do not have any current plans to provide these utilities to the Subject Property. Gas utility service for this area is provided by Atmos Energy. This area is currently provided with electric service by United Power. We do not currently have a map of any utilities in this area. c. The legal description for the property is Lot C Recorded Exemption RE -3024, which is part of the southwest quarter of Section 20, Township 2 North, Range 64 W of the 6th P.M. The parcel contains 146.9 Acres. The parcel is currently not addressed. The parcel number is 130520000014. The land is currently dryland farmland. The listed owners are Meadow Ridge Holdings LLC, Western Land & Water Group LLC, Barry Fehr, and Cory Fehr. 2) We are finalizing the Town standard Annexation Agreement. 3) Following the effective date of the annexation of the Subject Property, the Town will provide public works services to the public streets that are adjacent to, and which provide access to the Subject Property. In addition, the Town will provide municipal taw enforcement and other municipal services it currently provides to other properties within the Town (collectively, "Town Services") to the Subject Property. 4) Town Services will be provided to the Subject Property. 5) Portions of the Subject Property are currently within the boundaries of the following districts: a. AIMS JUNIOR COLLEGE b. CENTRAL COLORADO WATER (CCW) c. HIGH PLAINS LIBRARY d. S.E. WELD FIRE e. SCHOOL DIST RE3J-KEENESBURG f. SOUTHEAST WELD CONSERVATION g. WELD COUNTY 6) The Subject Property is anticipated to develop in accordance with the Town's Light Industrial, which does not permit residential development. As such, the annexation of the Subject Property is not anticipated to have any effect on the local public school district system, and no additional capital construction by the school district is anticipated to be required.
