Hearing Certification Docket No. 2025-66 Board of County Commissioners Weld County, Colorado Change of Zone, COZ25-0006, from the A (Agricultural) Zone District to the 1-2 (Medium Industrial) Zone District—Affordable Owner, LLC A public hearing was conducted on October 1, 2025, at 10:00 a.m., with the following present: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey — Excused Commissioner Lynette Peppler Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Jan Warwick County Attorney, Bruce Barker Department of Planning Services Representative, Diana Aungst Development Review Representative, Mike McRoberts The following business was transacted: (Clerk's Note: The hearing was delayed to allow the applicant time to arrive.) I hereby certify that pursuant to a Notice dated August 13, 2025, and duly published August 15, 2025, in the Greeley Tribune, a public hearing was conducted to consider the request of Affordable Owner, LLC, for COZ25-0006, from the A (Agricultural) Zone District to the 1-2 (Medium Industrial) Zone District. Bruce Barker, County Attorney, made this a matter of record. Diana Aungst, Department of Planning Services, presented a brief summary of the proposal, and described the sign posting and location of the site. She shared 20 referrals were sent out, 12 agencies responded with comments or concerns which are addressed in the Conditions of Approval (COA), and eight (8) agencies did not respond. She relayed the site previously did not have frontage onto the public right-of-way; however, a Lot Line Adjustment of 2.25 acres was added to provide frontage on County Road (CR) 11, which is maintained by the City and County of Broomfield. Ms. Aungst reviewed the criteria for approval and stated the site is surrounded primarily by A (Agricultural) zoned lands, with Industrial uses to the north, and 15 USRs within one (1) mile of site. She relayed Notice was sent to five (5) surrounding property owners (SPOs), and no correspondence was received back. She stated the site is within the Future Land Use Map of the City of Northglenn, and within the three (3) mile referral areas of the City of Northglenn, Thornton, Broomfield, Dacono and Adams County, and the Town of Erie. She further stated the Central Weld County Water District provides potable water and there is an existing septic cc:pL(tE/nN/vAIKR) 2025-2683 ►t/Kt/25 PL0590 Hearing Certification (COZ25-0006) —Affordable Owner, LLC Page 2 system. Ms. Aungst shared it has been determined transportation is adequate, and since the site is located in a Weld County Opportunity Zone, a site plan review would be required for any future or expanded commercial or industrial use development. Ms. Aungst entered the favorable recommendation of the Planning Commission into the record, as written, and displayed images of the site and surrounding views. Mike McRoberts, Department of Planning Services, Development Review, confirmed the statements made by Ms. Aungst. Curtez Hawkins, Baseline Engineering, represented the applicant, and in response to Chair Buck, indicated they had not had contact with any of the Commissioners regarding this case. Zack Johnson, Outrig.com/Affordable Owner, LLC, represented the applicant, stated the company's highest investments are in Weld County, and they design and run high-end mobile home storage. In response to Chair Buck, Mr. Johnson confirmed they are called Weld County's#1 RV, and he expressed his apologies for the scheduling confusion which delayed the hearing. Mr. Hawkins narrated a PowerPoint presentation (Exhibit E) which depicted the compatibility of surrounding land uses. No public testimony was offered concerning this matter. The Board reviewed the Conditions of Approval. The Board agreed to all of the aforementioned changes. In response to Chair Buck, Mr. Hawkins indicated they have reviewed, and agreed to abide by, the Conditions of Approval, as presented. Commissioner Ross moved to approve the request of Affordable Owner, LLC, for COZ25-0006, from the A (Agricultural) Zone District to the 1-2 (Medium Industrial) Zone District, based on the recommendations of Planning staff and of the Planning Commission, with the Conditions of Approval, as presented. The motion was seconded by Commissioner James, and it carried unanimously.
