Approve Sales Quote for Purchase of Used Equipment and Authorize Controller to
Sign Any Necessary Documents — 4Rivers Equipment, LLC
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, pursuant to Section 5-4-50.C of the Weld County Code, Purchasing Policy, the
Board of County Commissioners permits the purchase of used equipment that are not
biddable, and
Whereas, the Board has been presented with a Sales Quote from 4Rivers Equipment,
LLC, for the Purchase of One (1) Used Articulated Haul Dump Truck for the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Departments of Fleet Services and Public Works, as further
identified below:
• 2024 John Deere 410 P -Tier Articulated Dump Truck,
Serial Identification Number: 1 DW410AVPFB07648 for $601,102.70
Whereas, the Director of the Department of Fleet Services inspected the equipment and
found it to be in good condition, and
Whereas, the Director of the Department of Public Works concurs the equipment will
meet the needs of the department without purchasing brand-new equipment, and
Whereas, the Chief Financial Officer has advised the Board there are funds in the 2025
budget to purchase the equipment, and
Whereas, after review, the Board deems it advisable to approve said Sales Quote from
4Rivers Equipment, LLC, a copy of which is attached hereto and incorporated herein by
reference, for the purchase of a used piece of equipment as described above, for the total
cost of $601,102.70.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that Sales Quote from 4Rivers Equipment, LLC for the Purchase of One (1)
Used Articulated Haul Dump Truck for the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the
Departments of Fleet Services and Public Works, as further described above, for the total
cost of $601,102.70, be, and hereby is, approved.
Be it further resolved by the Board that Rusty Williams, Weld County Controller, be, and
hereby is, authorized to sign any necessary documents.

The Weld County Fleet Services Department is desiring to purchase one (1) used 2024 John Deere 410P
Articulated Haul Truck to replace a like unit that is currently being leased.
Weld County Code Section 5-4-50 titled Purchasing Policy allows the Board of County Commissioners to
purchase an item of used equipment which, by its very nature is not biddable as a practical matter.
Fleet Services recommends purchasing the used 2024 John Deere 410P Articulated Haul truck for a price
of $601,102.41 total.

Public Works has requested that Fleet Services procure a Soil Stabilizer to meet vehicle needs
for their Dust Mitigation Division operations. This purchase is to be funded by Public Works as
part of the Public Works fund balance program. Fleet Services has found a piece of equipment
that meets Public Work's needs. A quote and recommendation letter with the procurement
method is attached.
Also, Public Works has requested that Fleet Services procure a Haul Truck to meet vehicle
needs for their Mining Division operations. This purchase is to be funded by Public Works as
part of the Public Works fund balance program. Fleet Services has found a used piece of
equipment that meets Public Work's needs. A quote and recommendation letter with the
procurement method is attached.

The Board can approve this request to replace an aged -out piece of equipment to keep dust
mitigation operations running efficiently or, they can deny this request and have fleet continue
put money towards keeping this piece of equipment in operation.

or they can deny this request and continue to lease this machine.
Recommendation to the board:
Fleet Services and Public Works recommend purchasing the replacement machines.
