Hearings will not be scheduled for USR23-0041 until the following items have been addressed: 1. Documentation provided from the Colorado Division of Reclamation, Mining, and Safety (DRMS) that excludes the proposed boundary for DRMS File M-2022-034. 2. A Partial Vacation of USR23-0018 to exclude the property boundary identified by Northeast quarter of the Southwest quarter of Section 25, Township 4 North, Range 66 West has been submitted and approved by the Board of County Commissioners. Planning staff has reviewed a Partial Vacation map and is awaiting a Conditional Approval of a release from DRMS. 3. Explain the proposed use and business name. Phillips 66 (P66) is proposing to build the Pintail Compressor Station, a new compressor station located off Weld County Road (WCR) 35, approximately one-half mile north of the intersection of WCR 35 and WCR 40, in the NESW of Section 25, Township 4 North, Range 66 West. Access to the site is on the east side of WCR 35, and the site will be located approximately 1,000' to the east of WCR 35. The proposed natural gas compressor station is required to expand and enhance the existing natural gas being collected from nearby gathering systems and will compress the gas for delivery to pipelines for processing at existing P66 gas plants. P66 currently is under contract to purchase the 38 -acre section of land within Parcel 105725000016 where the facility will be located. The Pintail Compressor Station site is planned to be comprised of the following: a compressor station approximately 600' x 450', containing one (1) main gas compressor fully housed in a metal building, one (1) 90,000 gallon slug catcher and one (1) 90,000 gallon condensate tank both mounted on concrete pedestal supports, one (1) electrical PDC (power distribution center) building elevated on concrete piers, one (1) TEG dehydration contactor tower and process skid with electric heater reboiler, three (3) separate types of Vapor Recovery Units (VRU's), one (1) enclosed combustor, supporting facility equipment such as process coolers, scrubbers, filters, coalescers, separators, pig launchers & receivers, storage tanks, meters, piping, and ancillary equipment to be located as indicated on the provided Site Plan; a substation approximately 200' x 110', containing one (1) 35 MVA 115/13.8 kV transformer and one (1) 20 MVAR capacitance bank; a detention pond approximately 300' x 100'; and a five -acre temporary construction laydown yard. Gas will be transported to and from the facility by an existing and proposed system of pipelines. P66 is in the process of working with Weld County Oil and Gas Energy Department (OGED) on Location Assessment for Pipeline (LAP) permits for the pipelines associated with the Pintail Compressor Station. The Compressor Station will be an unmanned facility during operations except for periodic visits by P66 employees or contractors for maintenance and monitoring. The location will be remotely monitored by P66 around the clock to allow for an immediate response to any indications of spills or releases. The entire facility will be graveled and fenced. Lighting will be kept to the minimum amount required and will utilize downcast lighting. The proposed operation includes various compression equipment that will be used to compress and transport natural gas. The equipment being proposed includes, but is not limited to, compressors, vapor recovery units, separators, dehydrators, storage tanks, and additional supporting compression equipment. Construction of the Pintail Compressor Station will commence once the applicable approvals are issued and will take approximately nine months to achieve mechanical completion. Vehicle traffic will increase during construction and then be reduced to one or two vehicles per day during operations. In addition to the USR from Weld County, P66 will obtain additional required federal, state, or local approvals, as applicable, for the facility. Explain the need for the proposed use. The Denver-Julesburg (DJ) Basin produces varying amounts of natural gas that need to be routed via a system of pipelines through a number of compressor stations in Weld County, Colorado. A compressor station helps the transportation process of natural gas from one location to another. Natural gas, while being transported through a pipeline, needs to be constantly pressurized in certain distance intervals. The gas in the Pintail Compressor Station will be pressurized by an electric motor driven centrifugal compressor. The proposed Pintail Compressor Station will be owned and operated by P66. The Pintail Compressor Station is required to expand and enhance the existing natural gas being collected from nearby gathering systems and will compress the gas for delivery to pipelines for processing at existing P66 gas plants. P66 currently is under contract to purchase a 38 -acre section of land within Parcel 105725000016 where the facility will be located. There is one residence southwest of the Pintail Compressor Station within 2,000 feet of the disturbance area. 5. Describe the surrounding land uses of the site and how the proposed use is compatible with them. There are 21 parcels within 1500 feet of Parcel 105725000016. The parcels surrounding the location are also zoned AG. The proposed facility is compatible with the surrounding land use. 6. Describe the hours and days of operation (i.e., Monday through Friday 8:00 a.m. to 5:00 p.m.). The Pintail Compressor Station will operate 24 hours a day, seven days a week, 365 days a year. 7. Describe the size of any stockpile, storage or waste areas. During operation, only critical spare parts and additional safety equipment will be stored on site. The storage and use of paraffin solvents, corrosion inhibitors, and methanol may be possible. If necessary, the listed chemicals will be stored in properly labeled chemical totes with built-in secondary containment and SDS paperwork onsite. However, specific types, volumes, and locations are still under development at this time. P66 stores topsoil onsite during construction and uses it as needed during construction. After construction, P66 spreads out the topsoil pile on location. 13. Describe the method and time schedule of removal or disposal of debris, junk and other wastes associated with the proposed use. All waste will be stored, handled, transported, treated, recycled, or disposed of in accordance with federal, state, and county regulations, to prevent any significant adverse environmental impact on air, water, soil, or biological resources. During operations, roll -off dumpsters will be located on site and serviced by a licensed waste disposal contractor. Waste generated at the facility is expected to be minimal. Construction of the Pintail Compressor Station will commence once the applicable approvals are issued and will take approximately nine (9)months. 15. Describe the proposed and existing lot surface type and the square footage of each type (i.e. asphalt, gravel, landscaping, dirt, grass, buildings). Although P66 is entering into an agreement to purchase approximately 38.8 acres of the existing parcel, only 8.9 acres will be developed for the Pintail Compressor Station. Most of the facility will consist of compacted gravel or road base material, except for the various equipment and tank concrete foundations. The remaining areas will be vegetated with native grasses. The proposed surface of the location will be approximately 6.0 acres of road base/gravel with an access road that is approximately 2.25 acres of road base/gravel. 16. How many parking spaces are proposed? How many handicap -accessible parking spaces are proposed? No public parking will be onsite. No public access will be allowed. 17. Describe the existing and proposed fencing and screening for the site including all parking and outdoor storage areas. The location will be fenced with a gated access point. The fencing will be six-foot high, chain link with two feet of additional barb wire at the top. The proposed compressor would be housed within a metal building. Additional pieces of equipment such as tanks, pipelines, and meters will also be located on site, outside of any buildings. All equipment will be painted a natural color to blend into the surrounding landscape. 18. Describe the existing and proposed landscaping for the site. P66 is still working through the final design of the Pintail Compressor Station to determine if any landscaping would be required. 19. Describe reclamation procedures to be employed as stages of the operation are phased out or upon cessation of the Use by Special Review activity. Upon successful completion of construction, disturbed soil areas will be seeded with native grasses to support vegetation growth, soil stabilization and to prevent erosion. At final reclamation, all equipment will be removed from the site, all underground lines removed, and soil is reclaimed back to original grade. All site reclamation will be in conformance with the Weld County Code as well as ECMC rules and regulations. 20. Describe the proposed fire protection measures. The LaSalle Fire Protection District would be the emergency response district that could be dispatched in the unlikely event of an incident. Water or other fire retardants would be transported to the site, if necessary. The P66 emergency response team will be the first line of response for emergency situations and will coordinate with local responders as outlined in the Emergency Response Plan with Tactical Response Plan (TRP) Card. Explain how this proposal is consistent with the Weld County Comprehensive Plan per Chapter 22 of the Weld County Code. P66 is familiar with Weld County's regulations as they relate to oil and gas operations. It is P66's intent to build and operate the Pintail Compressor Station in a manner that is not detrimental to the public health, safety, welfare, the environment, and wildlife resources, or detrimental to the character of the surrounding area. The proposed use shall be consistent with the Comprehensive Plan. The location, site, design, and operation characteristics of the proposed use shall be compatible with the existing and future land uses within the general area in which the proposed use is to be located, and will not create significant n oise, traffic or other conditions or situations that may be objectionable or detrimental to other permitted u ses in the vicinity. P66 understands that reasonable conditions may be placed on uses by special review to protect public health, safety, welfare, the environment, and wildlife resources. The site shall be physically suitable for the type and intensity of the proposed land use. The proposed land use will not adversely affect traffic flow or parking in the neighborhood. • P66 will ensure and monitor compliance with all County, State, and Federal laws and rules • P66 will respect private property rights by minimizing or mitigating adverse land use impacts and providing mutual accommodation of the surface owners • P66 will mitigate, minimize, and avoid adverse impacts to adjacent and future land uses and ecological resources wherever possible • P66 will protect and enhance the health, safety, and general welfare of the citizens of Weld County by ensuring that the County's infrastructure and groundwater resources are protected • P66 will respect our agricultural heritage by performing interim and final reclamation in conformance with Weld County code This particular location was chosen by P66 and is important for the following reasons: • • • • • • • Proximity to existing and future locations of well pads and existing pipelines No nearby residences Appropriate size of parcel for compressor footprint Existing access Some surrounding vegetation Landowner willing to sell property Proximity to existing and future locations of well pads and existing pipelines makes location ideal from a hydraulic perspective 22. Explain how this proposal is consistent with the intent of the zone district in which it is located. (Intent statements can be found at the beginning of each zone district section in Article III of Chapter 23 of the Weld County Code.) The Pintail Compressor Station will be located within the Agricultural Zone District and is designated as Urban -Non Urban Mix Development Classification per the Comprehensive Plan layer of the Weld County Property Portal. The proposed project will have minimal impact on existing residential uses and is compatible, complementary, and consistent with surrounding land uses. There are no existing on -site oil and gas facilities, ditches, powerlines, or railroads. There is an existing 50' pipeline ROW that runs along the northernmost edge of the property and is located east of a high-pressure natural gas pipeline. 23. Explain how this proposal will be compatible with future development of the surrounding area or adopted master plans of affected municipalities. All planned equipment will be inside the compressor station's existing disturbance area and no additional ground will be disturbed. 24. Explain how this proposal impacts the protection of the health, safety and welfare of the inhabitants of the neighborhood and the County. P66 is committed to being a good neighbor to the surrounding landowners and all Weld County residents. The proposed Pintail Compressor Station is not anticipated to result in on -site nuisances. Dust will be kept to a minimum by maintaining crushed gravel surfaces, keeping vehicle speeds to a minimum, and watering if necessary. P66 will also maintain the facility to limit erosion through the implementation of a site -specific stormwater plan and CDPHE stormwater permit, as applicable. Noxious weeds will be monitored and mitigated during construction and operations. The facility will be designed to minimize any obtrusive visual, odors, or noise issues. This will be accomplished through a combination of landscaping, fencing, and noise barriers that are all currently under development for the facility. Lighting will be the minimum required for safe operations and lights will be downcast. The site will be kept clean of any debris and trash, which will promptly be disposed of at approved facilities. P66 is committed to working with the County and surrounding landowners to address any potential nuisance issues through the USR process and operational life of the facility. 25. During construction, potable water will be provided by the contractor for its work crews. No potable water will be required for the operation of the facility. 2. Discuss the existing and proposed sewage disposal system. What type of sewage disposal system is on the property? If utilizing an existing on -site wastewater treatment system, provide the on -site wastewater treatment permit number. Of there is no on -site wastewater treatment permit due to the age of the existing on -site wastewater treatment system, apply for a on -site wastewater treatment permit through the Department of Public Health and Environment prior to submitting this application.) If a new on -site wastewater treatment system will be installed, please state "a new on -site wastewater treatment system is proposed." (Only propose portable toilets if the use is consistent with the Department of Public Health and Environment's portable toilet policy.) During construction the contractor will provide and maintain portable toilets for the construction crews. The facility will not have permanent restroom facilities. If restroom facilities are needed during the operation of the facility, portable toilets will be used. All portable toilets will be maintained by a licensed contractor. 3. If storage or warehousing is proposed, what type of items will be stored? During operation, only critical spare parts and additional safety equipment will be stored on site. 4. Describe where and how storage and/or stockpile of wastes, chemicals, and/or petroleum will occur on this site. The storage and use of paraffin solvents, corrosion inhibitors, and methanol may be possible. If necessary, the listed chemicals will be stored in properly labeled chemical totes with built-in secondary containment and SDS paperwork onsite. However, specific types, volumes, and locations are still under development at this time. 5. If there will be fuel storage on site, indicate the gallons and the secondary containment. State the number of tanks and gallons per tank. There is no planned fuel storage on -site. Potential storage tanks for other materials include: 1. If there will be washing of vehicles or equipment on site, indicate how the wash water will be contained. There will not be any washing of vehicles or equipment on site. 7. If there will be floor drains, indicate how the fluids will be contained. Floor drains are used in the compressor building to route any large lube oil leaks to a compressor skid drain sump, API 12F double walled 300 bbl tank. Floor drains are also incorporated on the dehy skid and BTEX VRU building and both are piped to an area drain sump, API 12F fiberglass double walled 90 bbl tank. Both tanks are buried below grade with only the roof of the tank exposed above ground. Any liquids collected in the tanks are pumped and trucked out. 8. Indicate if there will be any air emissions (e.g. painting, oil storage, etc.). P66 is working with the CDPHE to obtain applicable air permits required for the facility. Permit applications have been submitted to the CDPHE and are currently under review. P66 will comply with all CDPHE permit requirements during the construction and operation of the facility. 9. Provide a design and operations plan if applicable (e.g. composting, landfills, etc.). The USR Map of the Pintail Compressor Station design is included with this USR application. 10. Provide a nuisance management plan if applicable (e.g. dairies, feedlots, etc.). P66 will make every effort to minimize and mitigate any anticipated impacts the proposed project will have on public health and the environment, keeping in mind the operation standards of Sec. 23-4-1210 of the Weld County Code. The facility is proposed at a location that limits impacts to the environment and surrounding landowners. P66 is committed to working with the County and landowners to address and mitigate environmental concerns. Specific details on how these concerns will be addressed are provided below. Noise Control The proposed operations are subject to and will comply with the noise regulations set forth by C.R.S. Section 25-12-101 et seq In determining noise mitigation, P66 has taken into consideration specific site characteristics, such as nature and proximity of adjacent development, prevailing weather patterns including wind directions, topography, and any mechanized equipment on -site. The main compressor package is anticipated to be the primary source of noise associated with the operation of the site. The compressor will be located within a fully enclosed metal building that will provide sound attenuation to limit noise impacts off site. Finally, P66 will be conducting baseline noise surveys of the surrounding area in early August 2023. Once the data is collected and the report is complete, the sound study report can be made available upon request. Based on the planned sound insulation, existing and proposed fencing and landscaping, and PHILLIPS 66 PINTAIL COMPRESSOR STATION Page 14 WELD COUNTY / USE BY SPECIAL REVIEW existing noise in the area, excess noise is not anticipated to be an issue with the proposed Pintail Compressor Station. Lighting Lighting for the Pintail Compressor Station is designed to comply as closely as possible with the Sec. 23-4- 1210.D of the Weld County Code. Sources of light shall be shielded so that light rays will not shine directly at nor cause a nuisance to adjacent properties. Nearest public and private roads are adequate distance to prevent and either direct or reflected light from creating a traffic hazard to operators of motor vehicles. No colored lights will be used which may be confused with or construed as traffic control devices. Lighting will be kept to the minimum amount required and will be directed downward, fully cutoff with flat lenses. Visibility The Pintail Compressor Station will be fenced, with a gated access point. The proposed compressor would be housed within a steel building. Additional pieces of equipment such as tanks, pipelines, and meters will also be located on site. All equipment will be painted a natural color to blend into the surrounding landscape. Safety The entire facility will be graveled and fenced. An electronic access gate will be installed to limit access to P66 employees and authorized users. A site -specific emergency response has been prepared and is provided with this application. Additionally, this facility will be incorporated into P66's existing Weld County Emergency Response Plan that provides guidelines when responding to emergency for any facility located in Weld County, Colorado. Wildlife No protected species or their habitats were found to occur within the facility footprint, including High Priority Habitat. If wildlife issues or concerns are identified during construction or operations, P66 environmental personnel will coordinate with the Colorado Department of Parks and Wildlife. Floodplain Restrictions There are no floodplain restrictions affecting the proposed site. Air and Water Quality P66 is working with the CDPHE to obtain applicable air permits required for the facility. Permit applications have been submitted to the CDPHE and are currently under review. P66 will comply with all CDPHE permit requirements during the construction and operation of the facility. In addition to the air permits, P66 will obtain approvals from the CDPHE for stormwater impacts associated with the construction and operation of the facility. This will include the development of a site - specific construction stormwater management plan. A drainage report is included with this application and includes water quality details associated with the operations of the facility. P66 will work with the County and the CDPHE to ensure all water quality requirements are met. By minimizing water quality impacts and complying with CDPHE air permitting requirements, the facility is not anticipated to impact significant natural features in the area. Box 421959 Houston, TX 77242-1959 Phillips 66 Pintail Compressor Station Ambient Sound Level Survey — Weld County August 11, 2025 Phillips 66 Company (Phillips 66) contracted Principal Environmental, LLC (TruHorizon) to investigate the anticipated sound impact of facility operations on the surrounding environment at the Pintail Compressor Station, located in Weld County, Colorado. The following document provides the results and models conducted for the sound impact assessment. Executive Summary Sound levels from facility operations have been modeled for the Pintail Compressor Station using field data from TruHorizon's existing library of industry -standard equipment mixed with information supplied by Phillips 66 representatives. An ambient survey conducted from Sunday, August 3, 2025, through Tuesday, August 5, 2025, has established baseline conditions for A - weighted noise levels at the Pintail Compressor Station. A cumulative average ambient sound level of 45.1 dB(A) was measured over the duration of the ambient sound level survey. Weld County Code Ordinance Section 14-9-40 sets maximum permissible noise levels. For the purposes of this sound impact assessment, in accordance with Weld County Code Ordinance Section 14-9-40, an A -weighted threshold level of 50 dB has been adopted. Table 1 shows projected A -weighted sound levels at each side and corner of the property boundaries around the Pintail Compressor Station location. Table 1. Ordinance Summary TruHorizon is working from segments of the Weld County Code Ordinance Sec. 14-9-40 and Sec. 14-9-50 which were supplied by a Phillips 66 representative. These sections of the Weld County Code Ordinance are used to address noise regulations by setting forth permissible noise levels and standardized measurement practices. The predicted sound levels can then determine if mitigation is required. TruHorizon utilized DataKustik CadnaA version 2023 MR1 software for the calculation and assessment of noise propagation to generate the models in the report. Field measured sound levels may vary from model -projected sound levels due to high dependency on ambient conditions. Wildlife, vehicle traffic, air traffic, human activity and other variables will skew field measured sound levels. Weather conditions such as wind speed, wind direction, temperature and humidity can influence sound intensity in a given direction. Wind can affect the propagation of sound by several decibels depending on the wind speed, direction and cloud cover. Attachment 1 details typical decibel levels for various types of sound for reference and comparison. All models are oriented in the northern direction unless stated otherwise. Predictive modeling of C -weighted sound data is not included in the International Standard ISO 9613 (Acoustics — Attenuation of sound during propagation outdoors.) All contractors and visitors are responsible for providing their employees with the appropriate training on and use of PPE while on P66 locations. In addition, all contract personnel entering a P66 location to perform work must understand and abide by P66's contractor expectations relating to environmental, health, and safety requirements. The primary hazards that any person must be aware of while on a P66 production location include, but are not limited to, the potential for release of hydrocarbon gases and/or liquids from production equipment/tanks, heavy truck and equipment traffic, loud noise, high pressures, and the potential for a flash fire. These hazards can vary depending on the work being performed. d) SDS: Depending on the operations taking place on location, chemicals stored on -site may vary. Phillips 66 Pintail Compressor Station SECTION 6 - SPILL RESPONSE AND CLEAN-UP a) Spill Response The Company's emergency response and resource management approach is based on the concept described below. • Incidents are routinely handled by local personnel and resources. The P66 Facility Operator is the initial P66 Incident Commander (IC) and will assign responsibilities based on personnel availability and operational necessity. Any fire district/department personnel, if called to the scene, will assume the role of IC for the incident. First responders will be the IC an all incidents they respond to. The P66 IC will work within unified command with fire district first responders. Once on -site, the Facility Supervisor will assume the role of P66 IC. This level of response may require evacuation of P66 personnel, personnel accountability, and establishment of site security. Only fire departments and law enforcement agencies can issue public evacuation orders. • If an incident, because of its magnitude, duration, public interest, or financial exposure exceeds the capability of the facility management team, additional Company and outside resources may be activated to support response activities. The IC is typically the Facility Supervisor or the next level of supervision. Immediate notification will be made up to the Division Operation Vice President. • If the emergency, because of its magnitude, duration, public interest, or financial exposure exceeds the capability of the Region/Division management team, corporate incident support resources will be activated to supplement the response effort. These corporate resources may include elements of the Corporate Crisis Management Team. An area's ability to manage an incident is dependent on many factors including the incident's size, complexity, duration and location, as well as government involvement, media attention, financial exposure, and the facility management's own capabilities. The IC will have the authority to bring on contractors to respond to any emergency response, when required. The specific contractor and resources needed for the response will vary by the magnitude of the incident and location. Commonly used contractors used by P66 in Weld County include: • Burnt Mountain Energy Services: 720-299-4201 • Black Eagle: 970-532-0600 • Tasman Geosciences: 303-487-1228 • 1888 Industrial Services: 970-834-1817 b) Spill Reporting The person reporting a spill may be required to supply the minimum spill assessment information to provide a complete understanding of the incident as possible to local, state, or federal agencies if applicable. Some initial spill response actions and information that may be reported are presented below: • A spill/release will be reported to the Weld County LEPC if released material is property of P66 and meets the reporting thresholds mandated by Section 304 of the Emergency Planning and Community Right -To -Know Act (EPCRA). • A spill/release will be reported to the CDPHE if released material is in the custody of a third party for spills meeting CDPHE reporting thresholds or are of any size that impact or threaten to impact waters of the state, a residence or occupied structure, livestock or public byway. An example would be an oil hauler over filling a truck and spills product onto the ground next to a flowing irrigation ditch. • Once a spill is determined reportable, there is a 24 -hour deadline to make initial notification to the LEPC and CDPHE depending on the product ownership. Spills/releases in the custody of P66 will be reported by a Company representative. Spills/releases in the custody of a third party will be reported by the responsible company's EHS Department to the appropriate agency and to P66. These regulatory guidelines will be strictly followed by P66 and any contractors operating under P66 guidance during all activities at the P66. Phillips 66 Pintail Compressor Station SECTION 7 - REPORTABLE QUANTITIES a) Reportable Quantities Mandated by Section 312 of the Emergency Planning and Community Right -To -Know Act (EPCRA) — also known as SARA Title III — the Tier II form captures information about the types, quantities, and locations of hazardous chemicals at a given facility. The form also lists contact information for the facility's designated emergency point - of -contact. • Any facility that is required to maintain MSDSs (or SDSs) under the Occupational Safety and Health Administration (OSHA) 49 CFR 1910.1200 regulations for hazardous chemicals stored or used in the workplace. • Facilities with chemicals in quantities that equal or exceed the lists of lists thresholds must report. • Propane, benzene, propane and methane are on the lists of lists and are known to be in crude oil. In addition, diesel is on the lists of lists and may be stored on oil and gas sites during construction and development. b. Reportable Requirements If your facility will meet the requirements under 40 CFR Part 370, you must submit your Tier II report to the State of Colorado every year before March 1st SECTION 8 - EVACUATION INFORMATION a. Evacuation Plan Procedures (public) The procedure to be used in alerting the public in the event of than incident which could pose a threat to life or property will be arranged and coordinated with first responders and Weld County Emergency Management. In the event of an actual emergency, the following steps will be immediately taken: 1. The P66 representative will immediately notify first responders (911), to warn the public of a potential chemical exposure. 2. First responders may conduct door to door evacuation notices in addition to reverse 911 and utilizing the Integrated Public Alert and Warning System (IPAWS). 3. The P66 responsible for employees and contract personnel will monitor essential and non -essential personnel traffic on or near the incident site. 4. General: a. The area included within the radius of exposure is considered to be the zone with the maximum potential hazard, per the Emergency Response Guide (ERG). When it is determined that conditions exist which create an additional area (beyond the initial zone of maximum potential hazard) vulnerable to possible hazard, public areas in the additional hazardous area will be evacuated. b. In the event of a incident, after the public areas have been evacuated and traffic stopped, it is expected that local civil authorities will have arrived and within a few hours will have assumed direction of and control of the public, including all public areas. c. P66 will cooperate with these authorities to the fullest extent and will exert every effort by careful advice to such authorities to prevent panic or rumors. P66 will dispatch appropriate personnel to the disaster site as soon as possible. The company's personnel will cooperate with and provide such information to civil authorities as they might require. Phillips 66 Pintail Compressor Station SECTION - 9 TRAINING AND EXERCISES The National Incident Management System (NIMS) guides all levels of government, nongovernmental organizations and the private sector to work together to prevent, protect against, mitigate, respond to and recover from incidents. NIMS provides stakeholders across the whole community with the shared vocabulary, systems and processes to successfully deliver the capabilities described in the National Preparedness System. NIMS defines operational systems that guide how personnel work together during incidents. P66 plays a vital role in the Incident Management System. P66 has a significant impact on local, regional, and national economic recovery, and is part of the whole community and essential to the function of the Community Lifelines. To maximize P66's impact and willingness to participate in incident operations, P66 should coordinate and integrate with first responders into a Unified Command (UC)—including planning, training, and preparedness exercises. In addition, it is also recommended all P66 employees who will respond to an incident have training in ICS 100, ICS 200, and ICS 700 at a minimum, for company and agency emergency response interoperability to manage a response. Exercises are an important component to test an organization's response readiness, training and familiarity with various emergency response scenarios, participation and engagement with local and or state agencies, and to develop lessons learned to improve emergency response capabilities. P66 will work with the Weld County OEM, first responders, and other applicable agencies to schedule training and exercises as required. SECTION 10 COORDINATION WITH FIRST RESPONDERS a) In the event of an emergency requiring First Responders, Unified Command will be established between the P66 appointed company man on location and First Responders present. Unified Command post will be established based on conditions present at time of incident. b) P66 EHS representative and first responders identified in this Emergency Action Plan have reviewed the EAP and have discussed coordination efforts in the event of an emergency situation requiring first responder assistance.
