On April 29, 2025, the Colorado Air Pollution Control Division will begin a 30 -day
public comment period for Bison IV Operating, LLC - Critter Creek 15 SE Pad. A copy
of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
Bison IV Operating, LLC - Critter Creek 16 SE Pad - Weld County
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Bison IV Operating, LLC
Facility: Critter Creek 16 SE Pad
Well Production Facility
SESE Quadrant of Section 16, Township 11N, Range 63W
Weld County
The proposed project or activity is as follows:
Bison IV Operating, LLC requests this modification to decrease the requested throughput
and subsequent emission limits for the crude oil tank and produced water tank while maintaining
previously approved emission factors for both sources in order to bring permitted emissions limits
below the newly applicable serious ozone nonattainment major source thresholds.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
