Lupton Combustion Turbines - Notice Period Begins: October 28, 2025 Notice is hereby given that an application for a proposed project or activity has been submitted to the Colorado Air Pollution Control Division for the following source of air pollution: Applicant: Public Service Company of Colorado Facility: Ft. Lupton Combustion Turbines Combustion Turbine Station for Power Generation 15002 Weld County Road 16, Ft. Lupton, Co 80202 Weld County The proposed project or activity is as follows: Removal of existing turbines and construction of new turbine. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to the following reason(s): • This source's permitted emission rate(s) exceed(s) the public comment threshold(s) of 25 tons per year in a nonattainment area and/or 50 tons per year in an attainment area. (Regulation Number 3, Part B, Section III.C.1.a.) The division has made a preliminary determination of approval of the application.
