WELD COUNTY COUNCIL
August 18, 2025
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, August 18, 2025, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by Vice -President Elijah Hatch. Councilmembers James Welch,
Jeff Reck and Terry DeGroot were present, constituting a quorum of members. Councilmember
Nancy Tefcsten had an excused absence. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA
Councilmember Welch made a motion to approve the agenda, seconded by Councilmember
DeGroot, and the motion carried.
APPROVAL OF DOCUMENTATION:
Approval of July Minutes
Councilmember Welch made a motion to approve the July minutes, seconded by
Councilmember Reck, and the motion carried.
Approval of 2n° quarter Report to the People
Councilmember Welch made a motion to approve the 2n° quarter Report to the People,
seconded by Councilmember Reck, and the motion carried.
REVIEW PROGRAM:
Dan Joseph - Director of Environmental Health
Mr. Joseph has worked for the health department for 25 years.
Public health is the science of protecting and improving the health of people and their
communities which includes:
• Preventing epidemics and the spread of disease
• Promoting healthy behaviors
• Assessing the quality of accessibility of health services
• Monitoring the health of the population
• Responding to disasters
• Protecting against environmental, food and water hazards
Its mission is to serve Weld County by cultivating partnerships to promotes public health and
environmerrtal quality through the delivery of relevant, innovative and cost-effective services.
Mr. Joseph said part of the department's vision is to ensure everyone in Weld County has the
opportunity to live their healthiest lives.

Councilmember Reck made a motion to approve bills, it was seconded by Councilmember
DeGroot and carried. The bills were paid as follows:

• WCDPHE is formally accredited by the Public Health Accreditation Board (PHAB).
• Accreditation was obtained in November of 2016, and reaccreditation was
obtained in 2022 (for another 5 years).
• The main purpose of pursing accreditation is overall quality improvement and
alignment with national best practices.
