Syrcuit is planning to develop a Solar Energy Facility (SEF) on 20.7 acres of land north of
County Road (CR) 66 and east of CR 53. A small portion of this SEF will be within 500 feet
of your home.
Solar projects and operations are regulated in Weld County by the Weld County Code
and approved by the Board of County Commissioners (BOCC). In 2021, the BOCC
implemented stringent regulations on solar operations which includes the requirement
that solar companies submit a permit and seek approval for their projects. Applications
must have separate public hearings in front of both the Planning Commission and the
BOCC prior to any approval being granted. These same regulations require solar
companies to perform outreach to nearby homeowners and to conduct a community
meeting to hear feedback.

Additionally, Section 23-4-1030.C.3 of the weld C unty Code requires a proposed SEF to
be at least 500 feet from an existing residential building/home. However, there are
exceptions to this siting requirement. One exception is for the owners of these
residential buildings/homes to provide informed consent for the proposed SEF. The
other exception is if the solar operator develops an adequate landscaping or
fencing/screening plan, then the 500 -foot siting requirement may be waived by the
BOCC.
Syrcuit is committed to installing fencing and screening as part of the project to address
visual impacts to nearby homeowners.
You are receiving this letter because Syrcuit plans to submit an SEF application to the
BOCC for approval sometime between September and November 2024. Section 23-4-
1030.C.3 of the weld County Code states:
The Improved Area of the SEF shall conform to the setback requirements of the
underlying zone. Additionally, the improved area must be at least five hundred
(500) feet from existing residendal buildings and residential lots of a platted
subdivision or planned unit development. The residential setback requirement
may be reduced if appropriate screening through landscape or an opaque fence is
installed, or upon submittal to weld county of a waiver or informed consent
signed by the residence owner agreeing to the lesser setback.
Syrcuit is seeking your informed consent to this proposed SEF. If you choose to provide
consent, this letter will be included in the application materials and may be made public.
You are not required to consent to the development proposed near your home. If you do
not consent, Syrcuit will likely continue with the application process and seek approval
based on development of a fencing/screening plan submitted with the application.
Syrcuit would rather work to earn your consent.
To obtain your informed consent, an operator is required to provide you with
information about the nature, timeline, and scope of the SEF that is proposed near your
home, and the potential impacts that you may experience because of this development.
Syrcuit must also be available to answer questions from you about this informatioi.
Syrcuit is providing this information to you so you can make an informed decision about
whether to give your consent to this proposed SEF. To ensure you fully understand the

implications of providing your consent., Syrcuit is providing you with the following

1e Description of the physical siting of the proposed SEF, including legal description,
and a map showing the proximity to your home; (see Exhibit A)

will be installed around the SEF to reduce any visual impacts from your home;
(see Exhibit B)
3. A lighting statement detailing when lights will be on location and how these lights
will be controlled to ensure no nuisance to nearby houses; (see Exhibit C)
4. A noise statement detailing how noise will be managed to ensure no nuisance to
nearby houses; (see Exhibit D)
5. A dust and weed mitigation plan showing how dust and weeds will be controlled
on the location, including traffic onto and off of the SEF; (see Exhibit F)
6. A list of the development standards that Syrcuit will implement on this SEF,
including traffic route information; (see Exhibit G)
7. A description, proposed timeline, and expected duration of different operations
that are planned; (Unknown at this time but will be provided as soon as
informatior becomes available)
8. A point of contact for you to obtain additional information from Syrcuit; (see top
of this letter)
