Site Context & Compatibility
•
•
Purpose: To enhance operational efficiency by reducing
transportation distances for materials.
• Currently, materials are stored over 13 miles away at
WCR 49 and WCR 46.
• New location will reduce impact to residents and roads
Location Compatibility:
• Surrounded by ag operations and oil & gas facilities
8
Meets Zone District Intent
•
•
The site is in the Agricultural (A) Zone
District, which supports ag activities,
natural resource extraction, and energy
development.
The proposed use aligns with the zone's
intent by:
• Supporting energy development
• Not interfering with surrounding
agricultural operations
•
•
•
•
•
Consistent with Comprehensive Plan
Agricultural Heritage: Avoids prime ag land and supports
natural resource development.
Private Property Rights: Respects neighboring landowners
and private property rights.
Economic Growth: Supports economic stability and reduces
regional truck mileage.
Health & Safety: Dust control, stormwater management,
limited hours, and traffic mitigation all support public welfare.
Additional Goals Met:
• Maintains rural density
• Respects water resource practices
• Recognizes lawful agricultural operations as non -nuisance

Traffic & Access Summary
•
•
•
•
•
•
•
Existing gravel access drive from CR 47, shared
with DCP Midstream Compressor Station.
Updated access permit anticipated
Access gate internal to site (not off CR 47)
Only 2 full-time employees.
Daily average of up to 20 people, with 50-55
people approximately once per month. (for a
monthly employee meeting).
Post construction 20 vehicles/day:
• Light Duty: 5vehicles/day
• Semi -Trucks: 15 vehicles/day
Semi -truck trips spread evenly over 10 -hour
shifts (off-peak)
Traffic split: 70% from Colt/Maverick (south and
east), 30% from West Pony (northeast)
Traffic & Access Summary, continued
•
•
•
•
•
•
Traffic Impact Study (TIS) conducted.
Sight Distance: Meets all state standards
(550-935 ft) in all directions
Level of Service (LOS): All nearby
intersections remain LOS A or B — no
degradation from existing conditions
Turn Lanes: No new auxiliary lanes
required due to minimal project traffic
Fire Department Review: Chief Kane of
the Galeton FPD approved the project
and appreciated the minimal traffic
impact to Intersection CR 74 & CR 47
Engineering/Development Services
Review: Met with the Dev. Services team
on 5/29; minimal project traffic does not
trigger improvements.

Max noise levels remain under County thresholds:
•
•
On WCR 47 and 74: at 55 mph trucks have an avg.
noise emission of 84 dB(A) measured 50' away
from the source
• Max. allowed: 90 dB(A)
On private drive within the site: speeds at or
below 25 mph, avg. noise level drops to 76 dB(A)
or less as measured 50' away from the source
• Max. allowed: 80 dB(A)
•
•
Construction will be the most intensive period of
activity but will only take 30 days
Noise Control Measures:
• Staggered truck arrivals (2/hour over 10 -hour
shift for up to 20 semi -truck trips/day)
• No overnight parking or idling
• Daytime -only operations
• Short-term loading/unloading only

Other Environmental Health Considerations
•
•
•
•
Water: Bottled water; no permanent
potable tap (less than 2 full-time
employees on site)
Sanitation: Portable toilets with regular
servicing
Waste: Noon-site disposal; all trash
hauled off -site
Air: Dust abatement via water truck and
speed control (coordinated with Weld
County approved vendors, as needed)

Community Outreach
• Voluntary community outreach letter sent at
the beginning of design process in May 2024:
• 14 parcels/2O owner records
• 10 total owners
• Included detailed maps and information
on the proposed project's operational
needs and site design layout.
• Amended the site design to address
initial concerns from neighboring
landowners and operators such as DCP
Midstream.
• Additional neighboring property owner
comments received on 4/29 and addressed
by Chevron in an in -person meeting on 5/2.
• We've notified both mineral interest owners
and did not receive any comments.
16
Development Standards & Conditions of Approval
• Provided by Staff on 5/9
• No concerns or conflicts with the
Development Standards or
Conditions.
• Will coordinate to ensure USR Map
revisions meet requirements.
