comment period for DCP Operating Company, LP - Pintail Compressor Station. A copy
of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
DCP Operating Company, LP - Pintail Compressor Station - Weld County

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: DCP Operating Company, LP
Facility: Pintail Compressor Station
Natural Gas Compressor Station
SW 'A Section 25, T4N, R66W
Weld County
The proposed project or activity is as follows:
DCP Operating Company, LP submitted a permit application for the construction of a new
255 million standard cubic feet per day natural gas compressor station in the severe ozone
nonattainment area. The following point sources are included in this permit issuance:
- Point 002: Four (4) 300 barrel fixed roof produced water storage vessels connected via liquid
manifold
- Point 004: Routine and Predictable Venting
- Point 005: Reciprocating Compressor Rod Packing Venting
- Point 006: Centrifugal Compressor Seal Gas Venting
This compressor station will take natural gas from surrounding sources and compress it to pipeline
pressures prior to sending it down the line for further processing. The incoming gas will go through
an inlet slug catcher where condensate liquids are removed and sent to an onsite pressurized bullet
tank for storage before being transported downstream for further processing. Produced water
liquids are removed and stored in four 300 bbl onsite atmospheric storage tanks connected via
liquid manifold. Produced water is hauled offsite via atmospheric tank trucks. VOC/HAP emissions
from the produced water tanks will be directed to an enclosed combustion device. After the slug

catcher, inlet gas is compressed via a single electric motor driven centrifugal compressor,
dehydrated via a triethylene glycol dehydration unit, and sent to a gas plant via pipeline for
further processing. Two redundant BTEX Vapor Recovery Units (VRUs) control low-pressure gas
streams at this facility, including the overhead emissions from the dehydration unit condenser, seal
gas venting from the centrifugal compressor, and rod packing venting from the condensate VRU
described below. An electric VRU is backed up by a condensate VRU to control the overhead
emissions from the dehydration unit flash tank and overhead emissions from the pressurized
condensate bullet tank. These gas streams are further compressed and recycled to the field
upstream of the facility inlet. Routine or predictable emissions will also occur for equipment at this
facility, including storage tank venting, and blowdowns and purging of compressors, pigging units
and other equipment.
This facility is considered a synthetic minor source of VOC under the NANSR and Title V programs
This permit is being sent to public comment because new synthetic minor limits are being
requested.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
