HomeMy WebLinkAbout20250887.tiffResolution Approve Application for 2026-2027 Hazardous Materials Emergency Preparedness (HMEP) Grant and Authorize Chair and Department of Finance to Sign Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, the Board has been presented vvith an Application for the 2026-2027 Hazardous Materials Emergency Preparedness (HMEP) Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to the Colorado Department of Public Safety, Division of Homeland Security and Emergency Management, with further terms and conditions being as stated in said application, and Whereas, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated he -ein by reference. Now, therefore, be it resolved by the Board of County Commissioners of Weld County, Colorado, that the Application for the 2026-2027 Hazardous Materials Emergency Preparedness (HMEP) Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to the Colorado Department o- Public Safety, Division of Homeland Security and Emergency Management, be, and hereby is, approved. Be it further resolved by the Board that the Chair, Cheryl Pattelli, Chief Financial Officer, and Rusty Williams, Weld County Controller, be, and hereby are, authorized to sign said application. Gesick, Clerk to the Board c : O E t3/4'l Out), A CT (cP/R34/cb) 09/ tS/25 2025-0887 EM0021 BOARD OF COUNTY COMMISSIONERS PASS -AROUND REVIEW PASS -AROUND TITLE: Hazardous Materials Emergency Preparedness Grant Application DEPARTMENT: Emergency Management DATE: Feb 25, 2025 PERSON REQUESTING: Roy Rudisill Brief description of the problem/issue: Commissioners, attached is the grant application for the Hazardous Materials Emergency Planning Grant. The funding supports the positions in OEM for chemical safety planing, training and exercise. The application covers two years, 2026 and 2027. The total federal funding requested is $589,983.00 with a required county match of $117,996.60 I've worked with Jenifer Oftelie to make sure we have proper information for salaries and benefits for the application, understating the some of the costs are estimated. We will also make sure we have the matching dollars budgeted as we go through the budget process. The application will be electronically submitted to DHSEM upon your approval at a BOCC meeting. This applica:ion dose not grantee us full funding. The funding is not from Homeland Security and is through PHMSA, it is understood that the current federal administration is reviewing all funding programs. The grant application deadline is approaching, and I feel it appropriate to submit the application. I would like to add this application to the BOCC agenda for approval What options exist for the Board? Consequences: Reduced grant funding will impact the OEM budget Impacts: the responsibility of the current work will not go away if the funding is not requested I believe this funding will continue. Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years): funding is requested for two years Recommendation: I recommend the BOCC allow us to apply for the grant, this does not guarantee funding or the total amount of funding.
