Ross — Excused Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker CDBG Program Manager, Elizabeth Relford El The following business was transacted: I hereby certify that pursuant to a Notice dated February 13, 2025, and duly published February 16, 2025, in the Greeley Tribune, a public hearing was conducted to respond to proposals and questions related to the 2025 Annual Action Plan, which is to be submitted to the U.S. Department of Housing and Urban Development (HUD) in order to receive Community Development Block Grant (CDBG) Entitlement funds, and said plan will identify the needs of low- and moderate -income persons, as well as other needs in the community and develop a strategy to address the needs of the County. Bruce Barker, County Attorney, made this a matter of record. Elizabeth Relford, CDBG Program Manager, presented a brief summary of the Annual Action Plan for HUD, which is a one-year plan to identify the needs of the community and develop strategies to address those needs, as part of the fifth and final year of the Consolidated Action Plan. She outlined mandates to receive funding from HUD for 2025, part of which is soliciting the public for input on projects that align with goals stipulated in said plan. Ms. Relford explained the three (3) national objectives that requires the CDBG Program to align for the benefit of low- and moderate -income individuals, prevent or eliminate slums and blight, and address urgent needs. She indicated the funding received from HUD will not be known until later this year, which is typically around the month of May, and clarified the projected dollar amounts are based on the amount received for 2024. Cynthia Martin, CDBG Analyst, explained the CDBG Advisory Committee considered presentations from six (6) municipalities, two (2) of which are new to the program and are excited to start collaboration concerning infrastructure improvements, public facilities, housing rehabilitation and preservation. Fi Ms. Relford followed up by indicating there are 25 communities that participate in the entitlement program through the County, as recommended by the advisory committee for approval by the Board, and stated the projects that are approved will be part of the 2025 Annual Action Plan. There being no further discussion, the hearing was completed at 9:22 a.m. The Board of County Commissioners of Weld County, Colorado, approved the above and foregoing Hearing Certification, on motion duly made and seconded, by the following vote on the 19th day of March, A.D., 2025: Perry L.
