The Board of County Commissioners of Weld County, Colorado, met in regular session
in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Administration Building, Greeley, Colorado, June 11, 2025, at the hour
of 9:00 a.m.
6 Roll Call: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Perry L. Buck, Chair

Commissioner Jason S. Maxey
Commissioner Lynette Peppler
Commissioner Kevin D. Ross

Minutes: Commissioner Maxey moved to approve the below listed Minutes of the
Board of County Commissioners meeting, as printed. Commissioner Peppler seconded
the motion and it carried unanimously.
1. Minutes from May 28, 2025
El Certification of Hearings: Commissioner Ross moved to approve the below listed
Hearing Certificates. Commissioner Peppler seconded the motion, which carried
unanimously.
1. USR24-0029 — Vima Partners, LLC, c/o Tri-State Generation and Transmission
Association, Inc.
2. USR24-0027 — Coors Energy Company, c/o ENGIE Distributed Renewables
Development, LLC
3. USR25-0002 — Central Colorado Water Conservancy District
4. ZPAG25-0002 — Reid and Samantha Lohr

Amendments to Agenda: There were no amendments to the Agenda.
Consent Agenda: Commissioner James moved to approve the Consent Agenda, as
printed. Commissioner Maxey seconded the motion and it carried unanimously.
Presentations and Proclamations:
1. World Elder Abuse Awareness Day — June 15, 2025: Chair Buck read the
proclamation for the record. Tami Grant, Deputy Director of the Department of
Human Services, thanked the Board for their support in recognizing World Elder
Abuse Awareness Day. She stated the Adult Protection Services (APS) Division
staff investigate, advocate, and intervene to protect at -risk elderly adults from
mistreatment and harm. She cited research and statistics concerning the abuse,
neglect, violence, and stated exploitation of elders is a major issue world-wide.
Ms.Grant indicated the APS team investigated 1,028 allegations, in 2024,and she
introduced community partners and staff who were present for the record. The
Board expressed their appreciation for staff and the community partners who work
diligently to for the protection of vulnerable and at -risk senior citizens in Weld
County. (Clerk's Note: The group gathered for a photo opportunity.)
Warrants:
1. a General Warrants: Commissioner Maxey moved to approve the General
Warrants, as printed. Commissioner Ross seconded the motion and it carried
unanimously.
Bids:
1. a Approve Bid #B2500078, Guardicore Maintenance and Support —
Department of Information Technology: Toby Taylor, Purchasing Department,
stated staff recommends selecting the lowest bidder who met specifications,
Trace3 Government, for a total amount of $105,150.26. Commissioner James
moved to approve said bid. The motion was seconded by Commissioner Maxey
and it carried unanimously.
2. El Present Bid #B2500072, Keenesburg Domestic Water Well and Pumping
System — Facilities Department: Mr. Taylor stated one (1) bid was received and
staff will make a recommendation on June 25, 2025.

New Business — General:
1. IR Consider Contract ID #9543 Service Agreement for Purchase of Security
Access Door System Controls for Department of Public Safety
Communication Expansion Project Pursuant to Colorado State Cooperative
Pricing Agreement Terms and Conditions with NASPO ValuePoint Master
Agreement Participating Addendum, and Authorize Chair to Sign —
Long Building Technologies, Inc., dba Justice Systems Corporation:
Mr. Taylor stated the Facilities Department desires to purchase access door
system controls, as a result of the expansion project for the Department of Public
Safety Communications. He explained Sections 5-4-80 and 5-4-100 of the Weld
County Code allows the procurement from Long Building Technologies, Inc.,
dba Justice Systems Corporation, by utilizing Cooperative Agreement #198297
and Addendum #99SWC-NV23-16267, for the proxy card security access system
that integrates with existing infrastructure throughout the County for continuity of
equipment and software. Mr. Taylor indicated staff recommends approval of said
agreement and addendum, for $74,517.46. Commissioner Ross moved to approve
said agreement and authorize the Chair to sign. The motion was seconded by
Commissioner James and it carried unanimously.
2. El Consider Standard Form of Agreement and Rates for Case Management
Agency (CMA) Professional Services Between Department of Human
Services and Various Providers, and Authorize Chair to Sign Agreements
Consistent with Said Form: Jamie Ulrich, Director of the Department of Human
Services, requested approval of the Case Management Agency (CMA) Services
form and rates for the 2025-2026 fiscal year. Commissioner James moved to
approve said form and rates. The motion was seconded by Commissioner Peppier
and it carried unanimously.
3. Consider Standard Form of Agreement and Rates for Foster Care
Respite Services Between Department of Human Services and Various
Providers, and Authorize Chair to Sign Agreements Consistent with Said
Form: Ms. Ulrich requested approval of the Foster Care Respite Services form
and rates for the 2025-2026 fiscal year. Commissioner Peppier moved to approve
said form and rates. The motion was seconded by Commissioner James and it
carried unanimously.
4. a Consider Standard Form of Agreement and Rates for Therapeutic Foster
Care Respite Services Between Department of Human Services and Various
Providers, and Authorize Chair to Sign Agreements Consistent with Said
Form: Ms. Ulrich requested approval of the Therapeutic Foster Care Respite
Services form and rates for the 2025-2026 fiscal year. Commissioner Ross
moved to approve said form and rates. The motion was seconded by
Commissioner Maxey and it carried unanimously.

5. EiConsider Contract ID #9511 Memorandum of Understanding for
Partnership to Support Formerly Incarcerated Individuals to Obtain Class A
Commercial Driver's License (CDL A) and Authorize Chair to Sign —
FreeWorld: Ms. Ulrich stated the non -financial memorandum of understanding
(MOU) allows for a partnership with FreeWorld to support formerly incarcerated
individuals to obtain a Class A commercial driver's license (CDL A).
Commissioner Maxey moved to approve said MOU and authorize the Chair to
sign. The motion was seconded by Commissioner Ross. Commissioner Peppler
commented on the program being a great opportunity, based on her personal
experience as a former CDL Trainer. There being no further discussion, the motion
carried unanimously.
6. a Consider Contract ID #9527 Notice of Funding Allocation (NFA) Modified
Work Plan for Workforce Innovation and Opportunity Act (WIOA) Workforce
Training Grant Administration Program, and Authorize Chair, Department of
Human Services, and Workforce Development Board to Sign: Ms. Ulrich
stated the modified work plan for the Notice of Funding Allocation (NFA) extends
the performance period to September 30, 2025, for the Workforce Training Grant
Administration Program to expend the remaining funds. Commissioner Ross
moved to approve said NFA modified work plan and authorize the Chair to sign.
The motion was seconded by Commissioner Peppler and it carried unanimously.
7. IF1 Consider Contract ID #9540 Individual Provider Contract for Purchase of
Foster Care Services in a Foster Care Home and Authorize Chair to Sign —
Michael and Jennifer Bauer: Ms. Ulrich stated the contract is for a provisional
kinship foster care home located in Greeley, Colorado, and recommended
approval. Commissioner Maxey moved to approve said contract and authorize the
Chair to sign. The motion was seconded by Commissioner Peppler and it carried
unanimously.
8. a Consider Contract ID #9559 Individual Provider Contract for Purchase of
Foster Care Services in a Foster Care Home and Authorize Chair to Sign —
Jacob and Ashley Walker: Ms. Ulrich stated the contract is for a fully certified
foster care home located in Frederick, Colorado, and recommended approval.
Commissioner James moved to approve said contract and authorize the Chair to
sign. The motion was seconded by Commissioner Peppler and it carried
unanimously.
9. a Consider Contract ID #9560 Individual Provider Contract for Purchase of
Foster Care Services in a Foster Care Home and Authorize Chair to Sign —
Scott and Katie McKay: Ms. Ulrich stated the contract is for a fully certified kinship
foster care home located in Eaton, Colorado, and recommended approval.
Commissioner Maxey moved to approve said contract and authorize the Chair to
sign. The motion was seconded by Commissioner Ross and it carried unanimously.

10. a Consider Contract ID #9561 Individual Provider Contract for Purchase of
Foster Care Services in a Foster Care Home and Authorize Chair to Sign —
Laura Cerda: Ms. Ulrich stated the contract is for a provisional kinship foster care
home located in Greeley, Colorado, and recommended approval.
Commissioner Peppler moved to approve said contract and authorize the Chair to
sign. The motion was seconded by Commissioner Ross and it carried unanimously.
11. IE Consider Contract ID #9541 Professional Services Agreement for
Security Services at 2025 Weld County Fair and Authorize Chair to Sign —
All -Season Events and Security, LLC: Mikayla Gabel, CSU Extension Service
of Weld County, stated the Weld County Fair Board recommends approval of the
agreement with All -Season Events and Security, LLC, to provide security services
at the 2025 Weld County Fair, in the amount of $16,200.00. Commissioner Ross
moved to approve said agreement and authorize the Chair to sign. The motion was
seconded by Commissioner Maxey and it carried unanimously.
12. a Consider Contract ID #9542 Professional Services Agreement for
Mounted Shooters at 2025 Weld County Fair and Authorize Chair to Sign —
Colorado Regulators: Ms. Gabel stated the Weld County Fair Board
recommends approval of the agreement with Colorado Regulators, for the
Mounted Shooters event at the 2025 Weld County Fair, at no cost.
Commissioner Maxey moved to approve said agreement and authorize the Chair
to sign. The motion was seconded by Commissioner Ross and it carried
unanimously.
13. El Consider Contract ID #9545 Professional Services Agreement for Horse
and Carriage Services at 2025 Weld County Fair, and Authorize Chair to
Sign — Mountain Shadow Carriages, LLC, c/o Darin Henry: Ms. Gabel stated
the Weld County Fair Board recommends approval of the agreement with
Mountain Shadow Carriages, LLC, c/o Darin Henry, for horse and carriage services
at the 2025 Weld County Fair, in the amount of $6,250.00. Commissioner Ross
moved to approve said agreement and authorize the Chair to sign. The motion was
seconded by Commissioner Peppier and it carried unanimously.
Public Comment: No public input was offered.
Let the Minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Clerk to the Board. There being no further business, this
meeting was adjourned at 9:25 a.m.
