HomeMy WebLinkAbout20250959.tiffRecord of Proceedings Minutes Board of County Commissioners Weld County, Colorado Wednesday, April 9, 2025 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 9, 2025, at the hour of 9:00 a.m. le Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey Commissioner Lynette Peppler Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Chief Financial Officer, Cheryl Pattelli ID Minutes: Commissioner James moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner Peppler seconded the motion and it carried unanimously. 1. Minutes from March 26, 2025 e Certification of Hearings: Commissioner Ross moved to approve the below listed Hearing Certificates. Commissioner Maxey seconded the motion, which carried unanimously. 1. PCSC25-0003 — Abbey Van Horn 2. USR24-0026 — CAW Equities, LLC, c/o Ready Mixed Concrete, LLC 3. USR23-0046 - 6045 County Road 6 Trust Amendments to Agenda: There were no amendments to the Agenda. 2025-0959 BC0016 Page 2 Wednesday, April 9, 2025 www.weld.gov El Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as printed. Commissioner Peppier seconded the motion and it carried unanimously. Warrants: 1. El General Warrants: Commissioner Maxey moved to approve the General Warrants, as printed. Commissioner Peppler seconded the motion and it carried unanimously. Bids: 1. a Approve Bid #2500040, Various Services for Core and Non -Core Child Welfare — Department of Human Services: Toby Taylor, Purchasing Department, stated the Human Services Advisory Commission (HSAC) reviewed the 40 bids that were received, and recommends 32 vendors be awarded for either full or partial services. Commissioner James moved to approve said bid. The motion was seconded by Commissioner Maxey and it carried unanimously. 2. a Approve Bid #2500042, Various Services for Core and Non -Core Child Welfare — Department of Human Services: Mr. Taylor stated HSAC reviewed the eight (8) bids that were received and recommends four (4) vendors be awarded for either full or partial services. Commissioner Maxey moved to approve said bid. The motion was seconded by Commissioner James and it carried unanimously. 3. a Approve Bid #2500043, Various Services for Core and Non -Core Child Welfare — Department of Human Services: Mr. Taylor stated HSAC reviewed the ten (10) bids that were received and recommends all ten (10) vendors be awarded for either full or partial services. Commissioner James moved to approve said bid. The motion was seconded by Commissioner Maxey and it carried unanimously. 4. a Present Bid #B2500036, Grounds Building Construction Services — Facilities Department: Mr. Taylor stated twelve (12) bids were received and staff will make a recommendation on April 23, 2025. New Business — General: 1. Consider Contract ID #9259 Master Services Agreement for Learning Management System (LMS) Online Bilingual CPR and First -Aid Certification for Kinship Families, and Authorize Chair to Sign — 360Training.com, Inc.: Jamie Ulrich, Director of the Department of Human Services, stated the agreement provides online access to bilingual (English and Spanish) CPR and First -Aid certification for foster care kinship families. Commissioner Peppier moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Ross and it carried unanimously. 2025-0959 BC0016 Page 3 Wednesday, April 9, 2025 www.weld.gov 2. a Consider Contract ID #9261 Memorandum of Understanding for Workforce Innovation and Opportunity Act (WIOA) Reemployment Service and Eligibility Assessment (RESEA) Program, and Authorize Chair and Department of Human Services to Sign: Ms. Ulrich stated the memorandum of understanding (MOU) outlines the roles and responsibilities of each party to successfully implement services under the RESEA Program to provide qualified unemployed insurance claimants in Weld County with appropriate reemployment services. Commissioner Ross moved to approve said MOU and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried unanimously. 3. 1E1 Consider Contract ID #9265 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Chris and Debra Chavez: Ms. Ulrich stated the contract is for a new provisional foster care kinship home located in Longmont, Colorado. Commissioner Maxey moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Peppler and it carried unanimously. 4. IR Consider Contract ID #9274 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Tommy and Jimmie Richmond: Ms. Ulrich stated the contract is for a new fully certified foster care home located in Greeley, Colorado. Commissioner Ross moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 5. a Consider Contract ID #9280 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Ken and Debbie Hadrick: Ms. Ulrich stated the contract is for a new provisional foster care kinship home located in Frederick, Colorado. Commissioner James moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 6. a Consider Contract ID #9295 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Shana Mercer: Ms. Ulrich stated the contract is for a new provisional foster care kinship home located in Greeley, Colorado. Commissioner Peppler moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Ross and it carried unanimously. 7. IlE1 Consider Contract ID #9296 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Wesley Hammond and Lori Peden: Ms. Ulrich stated the contract is for a new provisional foster care kinship home located in Greeley, Colorado. The motion was seconded by Commissioner Peppler and it carried unanimously. 8. a Consider Contract ID #9279 Agreement for Foster Care Respite Services and Authorize Chair to Sign —Tommy and Jimmie Richmond: Ms. Ulrich stated the agreement is for a new foster care respite provider located in Greeley, Colorado. Commissioner James moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 9. a Consider Acceptance of Donation for $5,000.00 from Sunrise Community Health to Weld County Department of Public Health and Environment for 2025 Community Health Survey Reward Incentive Program: Jason Chessher, Director of the Department of Public Health and Environment, requested the Board's acceptance of $5,000.00 from Sunrise Community Health to incentivize participation in the 2025 Community Health Assessment Survey that is conducted once every three (3) years. He further provided statistical data that reflects the success of the 2025 Community Health Survey Reward Incentive Program. Commissioner Maxey moved to approve acceptance of said donation. The motion was seconded by Commissioner Peppler and it carried unanimously. 10. IE Consider Emergency Temporary Closures of Various County Roads: Amy Mutchie, Department of Public Works, stated due to urgent needs of emergency operations the various County Roads (CRs) identified for the record were closed on April 6, 2025, and staff anticipates the roads to remain closed through April 11, 2025, as a result of the Bishop Well incident. Commissioner James moved to approve said temporary closures on an emergency basis. The motion was seconded by Commissioner Ross and it carried unanimously. Public Comment: No public comments were offered. Let the Minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
