This modification includes an update to the site -specific emission factors for VOC and HAPs as well as decreasing the total permitted throughput from 310,250 bbl of crude oil/year to 80,000 bbl of crude oil/year. This permit action results in emission decreases for all pollutants at this emissions point. This project is located at a facility in the Northern Weld County Ozone nonattainment area, which was reclassified to "serious" as of July 24, 2024. As of the reclassification date, this facility became an existing major source. This project will establish new synthetic minor limits below 50 tpy of VOC.
