On June 17, 2025, the Colorado Air Pollution Control Division will begin a 30 -day
public comment period for Fundare Resources Company, LLC - Razor 11 Central
Production Battery. A copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
Fundare Resources Company, LLC - Razor 11 Central Production Battery -
Notice Period Begins: June 17, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Fundare Resources Company, LLC
Facility: Razor 11 Central Production Battery
Well Production Facility
SENE quadrant of Section 11, Township 10N, Range 58W
Weld County
The proposed project or activity is as follows:
This project consists solely of a modification to the storage tank covered under point 001.
This modification includes an update to the site -specific emission factors for VOC and HAPs as well
as decreasing the total permitted throughput from 310,250 bbl of crude oil/year to 80,000 bbl of
crude oil/year. This permit action results in emission decreases for all pollutants at this emissions
point.
This project is located at a facility in the Northern Weld County Ozone nonattainment area, which
was reclassified to "serious" as of July 24, 2024. As of the reclassification date, this facility became
an existing major source. This project will establish new synthetic minor limits below 50 tpy of
VOC.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):

• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.
A copy of the application, the division's analysis, and a draft of construction permit number

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
