for this location.
In addition, when the facility converts CT 7 and 8 to hydrogen and more than 10,000 lbs. are stored on
site, a Tier II report will be required.

The DWR has reviewed the 1MJUSR25-08-1647 Major Amendment to Use by Special Review Permit
No USR-1647 referral for a 1041 major facility of a public utility (Fort Saint Vrain Generating
Facility and natural gas pipelines) to add two natural gas fired combustion turbines and associated
facilities in the heavy industrial and agricultural zone districts. This referral does not appear to
qualify as a "subdivision" as defined in section 30-28-101(10)(a), C.R.S. Therefore, pursuant to the
State Engineer's March 4, 2005 and March 11, 2011 memorandums to county planning directors, this
office will only perform a cursory review of the referral information and provide informal
comments. The comments do not address the adequacy of the water supply plan for this project or
the ability of the water supply plan to satisfy any County regulations or requirements. In addition,
the comments provided herein cannot be used to guarantee a viable water supply plan or
infrastructure, the issuance of a well permit, or physical availability of water. The proposed water
supply is the existing municipal service, identified in the referral documents to be Central Weld
County Water District, which has provided a Will Serve Letter to Xcel Energy regarding their use of
Tap 240. This office has no comments on the proposed water supply.
