Sifting as the Redistricting Commission
Public Hearing of the Board of County Commissioners of Weld County, Colorado,
sitting as the Redistricting Commission, to receive input from the public regarding
changing the boundary lines of Commissioner Districts in Weld County, Colorado,
as proposed by the Weld County Redistricting Advisory Committee pursuant to
Colorado Revised Statutes §§ 30-10-306 et. seq.
A public hearing was conducted on August 4, 2025, at 5:00 p.m., with the following
present:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Jason S. Maxey
Commissioner Lynette Peppler
Commissioner Kevin D. Ross
Also present:
Clerk to the Board, Esther Gesick
County Attorney, Bruce Barker
Assistant County Attorney, Matthew Conroy
The following business was transacted:
I hereby certify that pursuant to a Notice dated July 28, 2025, and duly published July 30,
2025, in the Greeley Tribune, a Public Hearing of the Board of County Commissioners of
Weld County, Colorado, sitting as the Redistricting Commission, was conducted to
receive input from the public regarding changing the boundary lines of Commissioner
Districts in Weld County, Colorado, as proposed by the Weld County Redistricting
Advisory Committee pursuant to Colorado Revised Statutes §§ 30-10-306, et. seq.
Matthew Conroy, Assistant County Attorney, relayed the expected timeline for completion
of the public record, explained the Board would then sit as the Redistricting Commission
to adopt a map, and then convene as the Board of County Commissioners to adopt the
map.
Barb Whinery, City of Greeley resident, shared the Redistricting Advisory Committee
(RAC) was appointed to be a non-partisan committee with diverse demographic
representation to conduct meetings throughout the County and presented three (3) maps
for consideration. She commented the two (2) maps submitted by Commissioners James
and Maxey appear similar to the current map, shared her belief that each district should
have a touch point in Greeley, and indicated her support of the South Platte map, which
ensures various 'Communities of Interest.'

Lane Mattox, City of Greeley resident and member of the advisory committee, stated he
had a positive experience participating in the process and shared they were a
knowledgeable group including the discussions regarding effectiveness of district
drivability. He further indicated his support for all three (3) original maps drawn by the
independent, non-partisan group. Mr. Mattox stated the elected officials should not have
the ability to draw their own district lines as he views it as a conflict of interest. In response
to Chair Buck, Mr. Mattox declined to offer a specific map selection. In response to
Commissioner James, Mr. Mattox shared the Committee's thought process in regard to
the 'Communities of Interest.'
Christine Kauffman, City of Greeley resident, shared her respect for the work of the
Committee and stated the Board should consider the recommendations of the Committee
to honor their hard work.
Ann LaPlante, City of Greeley resident, addressed public comments made at a previous
meeting, indicated the grouping of the Towns of Gilcrest, Platteville, and LaSalle, is not
enough reason to support the Lone Tree map; whereas, she believes the Tri-Town area
is a cohesive 'Community of Interest.'
Edwin Grant, City of Greeley resident, relayed a story of citizen complaints concerning
the City of Greeley's traffic enforcement and how citizens are impacted by political
decisions.
Judy Nordstrom, City of Greeley resident, inquired with Commissioners Maxey and
James as to why they felt compelled to provide additional maps. In response,
Commissioner Maxey expressed his appreciation of the RAC, stated his proposal
originated out of his curiosity, stated his map is different from the current map, and
indicated his belief that the three (3) maps presented by the RAC are similar to the current
map with explained commonalities. Commissioner Maxey further detailed differences in
the maps along 10th Street and U.S. Highway 34 in the City of Greeley, addressed the
southwest part of the county with State Highway 52 the delineation, which is similar to
U.S. Highway 34, near Kersey. Commissioner James responded wanted to utilize the
mapping tool to explore an opportunity for better representation based on his familiarity
with the communities residing in the Towns of LaSalle and Johnstown. He acknowledged
the transportation impacts in the areas south of State Highway 52 and Interstate 76 are
not well represented or well received, therefore, as a result he withdrew his proposed
map.
Bonnie Kittle, City of Greeley resident, inquired and was provided with the date, time, and
meeting location to announce the adoption of the Commissioner District Map.
There being no further discussion, the hearing was completed at 5:25 p.m.

The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 18th day of August, A.D., 2025:
