The Weld County Board of Health met on September 23, 2025, at 9:00 a.m. in the second -floor
hearing room of the Weld County Department of Public Health and Environment and by via
Microsoft Teams.
Those present included:
Board Members: Tom Cope, Joyce Smock, Aron Lam, Lonnie Ford, Michael Wailes, Linda Kautz and
Bree Lukens.
Others: Katie Sall, Alex Clemments, Nick Trautner, Dr. Annareli Morales from Environmental Health,
Weld County Department of Public Health and environment.
Others: Larry Friend and Joel Velasco property owners attended.
Others: Brianne Harlow TerraGenesis CEO. Dan Niebler and James Richardson McDonald Farms
representatives were also present.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Tom Cope to approve the
agenda. Lonnie Ford seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the August 26, 2025, meeting. A motion was made to approve
by Tom Cope, Lonnie Ford seconded the motion, and the motion was carried unanimously.
ADMINISTRATIVE REPORT: No report given.
Biosolids New:
Denali Water Solutions- Katie Sall presented two new biosolid applications. No public comments or
concerns were received. Environmental Health recommends approval.

A motion was made by Tom Cope to approve new biosolid permits. Lonnie Ford seconded the
motion, and the motion was carried unanimously.
Member of the public arrived after the motion was made but Board of Health made a return to
discuss his concerns.
Mr. Larry Friend whose property is near proposed application site expressed his comment or
concerns about area of application, he started by asking when applications will start? and what type
of vehicles will be used during applications? His questions were answered by TerraGenesis
representative, and she will explain more about the application process as well as inform him dates
of possible applications on land near his property after the meeting.

Public comment or concerns were presented by Mr. Joel Velasco whose property is near proposed
application site. He expressed his concerns about chemicals sprayed on soils, he does farming and
is concerned about soils contamination, he asked what is it being applied? and method of
application? he mentioned to members that he would like to get more educated on domestic
septage and agreed to discuss it with McDonald Farms representatives, board members also
recommended him to read the Weld County Code regarding biosolid/septage regulations .
Environmental Health recommends approval. A motion was made by Lonnie Ford to approve the
renewal Bree Lukens seconded the motion, and the motion was carried unanimously.

solutions. Lonnie Ford seconded the motion, and the motion was carried unanimously.
PRESENTATIONS: Dr. Annareli Morales, PhD, Ak. Quality Policy Analyst Weld County Department of
Public Health and Environment. Dr. Annareli presented Carbon Management.
She presented a power point explaining how carbon cycle work.
Carbon is the building block of life on earth, it's primary stored in the atmosphere, oceans, living
organisms, and fossil fuels. Carbon moves from the atmosphere to plants through photosynthesis,
then to animals when they eat the plants, and beck to the air through respiration and
decomposition. Energy use like transportation, buildings, and industry releases carbon into the air
that was previously stored underground as fossi fuels (coal, oil, natural gas)
This term refers to the reduction of carbon dioxide (CO2) in two primary ways. Removing the CO2
that is already in the atmosphere. Eliminating continued emissions of CO2 into the atmosphere from
energy use.
Some of the biological strategies for removing CO: from the atmosphere are Reforestation: plant more
trees, preserve mature forests. Agricultural or Soil Carbon Capture: enhancing natural carbon storage or
"sequestration" in soil. Biochar: processed organic waste used as a soil additive. Carbon Mineralization:
chemical reactions between rock and CO:
Technology for removing CO: already in the atmosphere
Direct Air Capture: acts like an air filter that selectively captures CO: molecules. Captured CO: can be
stored underground preventing its re-release into the atmosphere. Current technology can remove a
very small fraction of CO, Like taking out less than 1 teaspoon of water per year from a full 80 -gallon
bathtub, but remember, the faucet (annual emissions) is still running.
Technology for capturing CO:emissions from industrial sources
Carbon Capture and Storage (CCS)
Capture CO: emissions from an existing facility's flue gas emissions. Unless the storage facilky is co -
located with the source, the CO: is transported to a suitable storage site, typically by pipeline. At the
storage site, CO: is deposited or "injected" permanently in underground rock formations through a deep
well, typically over a mile deep.
Carbon Management in Colorado
Capture and storage projects are being evaluated around the state. Companies in Weld County are
innovating CO: removal technologies
Carbon Storage Solutions in Windsor captures CO: from the Front Range Energy ethanol plant
Global Thermostat in Brighton is developing DAC technology
Charm Industrial in Fort Lupton converts agricultural and forestry waste biomass into bio-oil
Biochar Now in Berthoud is developing biochar (type of fertilizer) technology.
Staff Discussion:
Nick asked BOH members if they were interested in any specific topics for future presentations,
Linda Kautz mentioned that a field trip to any of the facilities Dr. Annareli mentioned on her
presentation would be of interest.
Nick & Katie mentioned that new septic regulations will be presented next month's meeting.
Meeting was adjourned at 10:14 am. Next meeting is October 28, 2025.
