Site -specific sampling showed higher emission factors for VOC than were listed in the previous permit issuance, therefore updated emission factors have been reviewed and approved for this project. Additionally, the operator has requested a throughput increase from 0.57 MMscf/year to 0.60 MMscf/year. This project results in slight emission increases for NOx and VOC. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to the following reason(s): • This source is requesting a federally -enforceable limit on the potential to emit to avoid other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
