BOARD Or PUBLIC WELFARE IM WELD COUNTY
The Board convened at 12100 noon on Wednesday, May 23, 1973, with the following
people presents Mr. Glenn K. Billings, Chairman, Mr. Ferry S. Ashley and Mr.Roy
Moser, members of the Board, Mr. Barton Buss, Chief financial Officer for Wald
County, Mr. Eugene McKenna, Welfare Department Director, and alias Jewell Coffman,
secretary filling in for Mrs. Roberta Eermansen, who was absent.
The April, 1973 Caseload Status Report was distributed and discussed. Mr. McKenna
pointed out that the April activity showed a seasonal decrease in unemployed father
cases (ADC-U1 while other caseloads, except for rood Stamps, continued to decrease
slightly or remain about the same. There was a decrease of 23 in the ADC-U case-
load, while rood Stamps increased by 82 families during April. The April rood Stamp
activity did not show significant migrant family participation primarily becauasof
the weather. The total Public Assistance expenditures for April amounted to $447,209.
This amount was 824,149 less than the previous month. This was due to the decrease
in utility allowances effective for April. Mr. McKenna commented that the load con-
tinues to stabilise or go down to some degree. This is due to recipients getting jobs.
He commented we hoped we could hold the line on this and more adequately help those who
do qualify for assistance.
Mr. McKenna reported on rood Stamp activity and stated the office had been open on
Monday nights for approximately ono month. The activity has been wry, very slow.
One reason for this, Mr. McKenna felt, was that it had not been publicised, and that
the migrant influx was delayed because of the weather. Originally the Board author-
ised this for three months. Mr. Hcl<enuna suggested we continue to do this for the cur-
rant month and the *oath of June. MMr. Billings commented that if it did not show
enough benefit, it should be discontinued after June. It was agreed that the office
being opened Monday nights needed to be justified.
Mr. McKean told the Board members of the planned change in public assistance pay-
roll dates from the 20th to the 1st of the month. This change is planned to take
place for the month of August. The payrolldates would be from the 1st of the month
to the 5th of the month. It will be advantageous to change the payroll to the 1st
of the south since this is the tie, most of the bills come duet rant, utilities,
etc. It is felt we can saw on some General Assistance money by changing the pay-
roll date. This will aloe be more in conformity with the other counties in the state.
This change will be for all payrolls except Old Aga Pension, which will remain the 20th
of the month. Under the constitution this payroll has to remain on that date. The
computer cost for the changeover will be about $127.00. There are more pluses than
minuses in making the change.
Mr. McKenna told the Board members he would be on vacation the week of Juno 18-22.
Mr. McKenna told the Board members Department staff have been working with Mr. Sox
since May 22, giving him many comments and suggestions pertaining to the proposed new
welfare building, and will eventually got a proposal to the Board about the interior
layout of the building. Mr. Billings commented he felt all the problems were ironed
out, including the land. They are still within $3.30 per square feet. It is felt
the site on Worth 11th Avenue will be the location.
