On May 28, 2025, the Colorado Air Pollution Control Division will begin a 30 -day public
comment period for PDC Energy, Inc. - Nelson K 27-63HN. A copy of this public notice
is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
PDC Energy, Inc. - Nelson K 27-63HN - Weld County
Notice Period Begins: May 28, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: PDC Energy, Inc.
Facility: Nelson K 27-63HN
Well Production Facility
NWSW quadrant of Section 27, Township 4N, Range 66W
Weld County
The proposed project or activity is as follows:
PDC Energy, Inc. (PDC) submitted this permit application to obtain traditional construction
permit coverage for the four (4) 400 barrel fixed roof condensate storage vessels (point 001, permit
24WE0811) which was previously permitted under a GP01. Additionally, PDC submitted this
application to obtain coverage for a new low pressure (LP) venting source (point 005, permit
24WE0812) at this facility. The facility is located in the severe ozone nonattainment area and is
synthetic minor for VOC NANSR and TV -OP, as well as n -hexane and total HAPs.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
