Approve Federal Highway Safety Improvement Program (HSIP) Local Agency
Application for Intersection Conflict Warning Systems (ICWS) at Various Locations
and Authorize Department of Public Works to Submit Electronically
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with a Federal Highway Safety Improvement
Program (HSIP) Local Agency Application for Intersection Conflict Warning Systems
(ICWS) from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Works, to the
Colorado Department of Transportation, Region 4 Office, for various locations further
identified below, and
• Intersection of County Roads 13 and 34
• Intersection of State Highway 14 and County Road 29
• Intersection of State Highway 392 and County Road 55
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Federal Highway Safety Improvement Program (HSIP) Local Agency
Application for Intersection Conflict Warning Systems (ICWS) from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Public Works, to the Colorado Department of
Transportation, Region 4 Office, for the various locations identified above, be, and hereby
is, approved.
Be it further resolved by the Board that Elizabeth Relford, Grants and Projects Support
Officer, on behalf of the Department of Public Works, be, and hereby is, authorized to
electronically submit said application.

Conflict Warning Systems (ICWS) — Various
Locations
During a meeting on February 11, 2025, the Board agreed to consider a Weld County
Highway Safety Improvement Program (HSIP) grant application on their next available
Board agenda. The attached HSIP funding request project is to purchase and install
intersection conflict warning systems (ICWS) signals in three different locations in the
county. The intersections include: WCR 13/34; CO 14/WCR 29; and CO 392/WCR 55.
The ICWS is endorsed by FHWA as a low cost safety improvement to warn motorists
approaching an intersection of the potential conflicts with other approaching vehicles.
The total project cost is estimated to be $375,000. The federal HSIP grant request is
90% of the total cost or $337,500. The county is required to provide the 10% local
match ($37,500), unless the project is also located on the state system. Therefore,
since two locations include the state system, the 10% match requirement will be
divided accordingly between the state (6.7%) at $25,000 and the county (3.7%) at
$12,500.
The grant funds are intended to be used for the cost of hiring a contractor through a
competitive bid process to purchase and install the equipment. The grant deadline is
February 21, 2025.

2) Documented crash history (if available, otherwise CDOT crash database will be used for
evaluation using the most recent available three to five years of crash data):
Weld County contracts with DiExSys to assist with providing the county's crash data analysis,
which was used for this application. Weld County collected five year crash data (2019-2023)
for three intersection locations:
1. WCR 13 at WCR 34 = 14 crashes, 12 with injuries
2. CO 392 at WCR 55 = 13 crashes, 11 with injuries
3. CO 14 at WCR 29 = 13 crashes, 8 with injuries
All three intersection locations meet the HSIP crash criteria for documented crashes. Please
see the attached crash data reports.

4) Description/Illustration of existing safety concern:
All three of these intersections are experiencing a combination of safety concerns,
especially vehicles traveling through the intersections resulting in broadside crashes. Please
see the intersection pictures. All three intersection locations are greater than the expected
mean with existing crash history.
5) Description/Illustration of proposed improvement and the extent to which it addresses
the crash problem:
The proposed project improvement is to install Intersection Conflict Warning Systems (ICWS)
at all three intersection locations. The ICWS is endorsed by FHWA as a low cost safety
improvement and are used to warn motorists approaching an intersection of the potential
conflicts with other approaching vehicles. For this application, three (3) independent ICWS's
would be installed at each location to warn motorists on the State Highways and WCR 13
with signing and flashing beacons when a potential conflicting vehicle is approaching from
the county road system. These signals will help provide drivers the ability to recognize
approaching traffic to improve driver decision making.
The benefit cost ratio has been calculated for the construction of these signals at each
location, and are as follows:
1. WCR 13/WCR 34 BCR by Injuries = 27.49; BCR by Crashes: 16.08
2. CO 392/WCR 55 BCR by Injuries = 19.08; BCR by Crashes: 15.57
3. CO 14/WCR 29 BCR by Injuries = 12.02; BCR by Crashes: 9.97

To maximize HSIP funding, Weld County believes it is important to install the IWCS signals
at these three intersections to continue to monitor and evaluate traffic patterns and driver
behavior. The WCR 13 (Colorado Boulevard) and WCR 34 intersection was listed on Weld
County's 2024 Crash Analysis as the sixth most dangerous Weld/Weld intersection in the
county. In addition, the CO 392 and WCR 55 intersection was ranked number 1 in the 2024
Crash Analysis for the Weld/CDOT intersection list. Please see attached intersection lists.
The CO 14 and WCR 29 intersection was analyzed as part of CDOT's Colorado Highway 14
Safety Study. This location sees a pattern of injury and on -road crashes, and according to
the Total Crashes and Severity of Crashes Saftety Performance Functions it falls within the
Level of Service Safety (LOSS) III. This means it has a moderate to high potential for crash
reduction. This application supports the Study recommendation for this location to install
IWCS to alert vehicles approaching from the east and westbound directions.
