Approve 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) Program
Application for Jail Campus Public Space Emergency Response Plan and
Equipment, and Authorize Sheriffs Office to Submit Electronically
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with the 2025 Edward Byrne Memorial Justice
Assistance Grant (JAG) Program Application for Jail Campus Public Space Emergency
Response Plan and Equipment from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Sheriff's
Office, to the Colorado Department of Public Safety, Division of Criminal Justice, Office
of Adult and Juvenile Justice Assistance, commencing October 1, 2025, and ending
September 30, 2026, with further terms and conditions being as stated in said application,
and
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Edward Byrne Memorial Justice Assistance Grant (JAG) Program
Application for Jail Campus Public Space Emergency Response Plan and Equipment
from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Sheriffs Office, to the Colorado
Department of Public Safety, Division of Criminal Justice, Office of Adult and Juvenile
Justice Assistance, be, and hereby is, approved.
Be it further resolved by the Board that Sonja Kohlgraf, Sheriffs Office, be, and hereby
is, authorized to electronically submit said application.

Brief description of the problem/issue:
The Sheriffs Office would like to apply for the FY2025 Edward Byrne Memorial Justice Assistance Grant.
The purpose of these funds and the established goal for JAG 2025 is to support implementation of sustainable programs
or to provide resources that prevent and control crime and improve the criminal justice system.
The State anticipates that approximately $3.3million will be available for the 2025 JAG subgrant application.
The Sheriffs Office would like to submit an application for the following equipment which will be used for Public Space
Emergency response training and deployment
1) Shellback Level IV Active Shooter Kits, Armor Plates and Carrier ($519) (Quantity 10) Ttl $5,190
2) Shellback Level IIIA Ballistic Helmet ($699) (Quantity 10) Ttl $6,990
3) North American Rescue M-FAK Mine First Aid Kit ($83) (Quantity 10) Ttl $830
Estimated total cost $13,010
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
• Approve to apply for JAG 2025 grant funding for the above stated equipment and allow the WCSO Finance
Manager to certify and submit the application on the BOCC behalf.
• Do not approve the application for the grant funding and forego the opportunity to increase public and deputy
safety.
• Schedule a work session to discuss further.
Recommendation:
The proposal has been reviewed by Sheriff Reams and is recommended for approval.

completed or steps that will be taken to address the identified need or problem. and anticipated outcomes.
Additionally. explain how the projectiplan will address one or more of the JAG Board priorities and 'or the

Project/Plan Summary:
It is proposed that the Weld County Jail procure equipment in the form of rapidly deployed body armor,
ballistic helmets, and medical trauma bags to address developing emergency situations.
The proposed equipment and training serve to further public safety at the Weld County Jail Campus by
providing the appropriate and necessary tools to address unfolding critical incidents in the public spaces of
the jail lobby. parking lot, training areas, and areas occupied and traversed by the public when accessing
jail services. Specifically aimed in response to active assailants, actives shooters, and traumatic injury
response, the requested equipment would allow responding deputies to quickly don ballistic armor ballistic
helmets, and trauma bags to address evolving threats and provide immediate aid to citizens.

What unmet need are you trying to address? :
Jail and Detentions facilities often spend their time, training, and resources on internal security, and not
public space security, leaving a gap in public safety responses in -he public spaces associated with jail
buildings where the public accesses services. In the current threat environment across the county, public
entities are seeing increasing rise of threats, actions, and the need for response in these spaces. As one

The Weld County Sheriff's Office has begun implementing equipment and training to address this need, to
include active response training with ballistic shields, though the scope and speed of the response can be
accelerated with grant funding to procure the necessary equipment. Additional equipment increases the
level of safety of responding deputies, giving them confidence in their response to active aggression,
increasing the speed and scope of the response to ensure threats are addressed and aid provided to save
lives.

4. Provide a timeline for implementation of the plan.
5. Discuss how your agency will collect and report on the data necessary to complete the BJA

Implementation Plan:
If funded, the equipment would be purchased, trained with deputies on shift and at monthly trainings, and
deployed on the grounds at the Weld County Jail in storage lockers, co -located with the existing gun
lockers near employee exits to the public grounds, allowing for a swift response as available deputies
access their weapons, ballistic shields, ballistic helmets, and trau aria bags in a centralized location for a
quick response to the evolving threat.
Deputies are already trained in active response and basic medical aid, accelerating the timeline of
deployment of equipment. The equipment selected is predominately one -size fits most, offering ease of
access and use by any available armed deputy for deployment. Three areas have been identified for the
stationing of equipment for quick application, allowing for: The 1 -West Gun Locker area (4 Sets), the 2 -
West Gun Locker area (3 -Sets), and the 2 -East Gun Locker area (3 Sets), which are collocated with
existing employee exits and already stationed equipment.

Jail Operations Lieutenant Mark Pollard will be responsible for the plan, to be implemented, immediately
upon reception of the requested equipment after purchase, no later than 3 months after procurement.
Quarterly reporting on procurement and progress of training and deployment, utilizing the Bureau of
Justice Assistance's Project Management Tool as required.

How does the purchase of goods/equipment/gear leverage resources and collaboration, and avoid
duplication?
Collaboration:
The purchase of the requested equipment leverages trained responders and resources already assigned
to Security functions at the Weld County Jail. giving the ability to more adequately response to active
events more effectively without drawing from, or waiting for, Police or Patrol resources. Many of these
same items are available to our Patrol resources, but they are not co -located to the Jail Campus and
would not be immediately available for use and application, creating a lag time in effective response.
- Sustainability/Other Resources
1. Explain why you are requesting JAG funds for this project. (e.g.., did you experience a loss of funding,
did an emergent issue arise, were other attempts to request funding unsuccessful, etc.)? If no other
attempts were made to secure resources for this project. please explain.
2. Describe your plan to secure other resources to sustain the project long-term.
Sustainability/Other Resources:
JAG funds are requested to bolster and accelerate the existing commitment the Weld County Sheriffs Office
has to this project. As an emerging threat, current resources are allocated to Patrol Equipment to address
existing public safety needs, and consideration of equipment is not prioritized in the Jail and Detentions setting
in the historical threat environment. Failure to secure JAG funding may significantly delay the allocation of
resources to this project through the standard budgeting process. Long-term sustainability will be through the
standard budgeting process, where multi -year replenishment rotation will be established to spread the
budgetary impact year of replacement over multiple years.

10 @ $519 = $5190 Shellback armor includes a carrier and two
ballistic plates rated for rifle round protection, meeting NIJ
standards, allowiig for quick donning for response.
10 @ $699 Shellback Ballistic Helmet is armored for pistols
rounds and meets NIJ standards, allowing for quick donning for
response.
10 @ $83 A compact medical kit to address immediate critical
trauma care, with tourniquet, gloves. combat gauze. and other
wound care supplies.
Application must contain a detailed budget and budget narrative for anything listed under
Consultants / Contracts. List each consultant, contractor, or type of service with the proposed fee (by
eight -hour day or hourly rate). If the applicant agency is contracting with an outside agency to conduct
the day-to-day operations of the project. the total cost should be in Consultant/Professional Services.
Rates (honoraria are not an allowable expense) for individual professional services must be based on
an hourly rate (including preparation and travel time), and must have explicit. separate prior approval
from DCJ. Rates for individual consultants .annot exceed $650 per day or $81.25 per hour.
Justification is required to establish a "usual or "going rate" for similar services. Some consultants
provide services at a flat rate rather than an hourly rate. If that is the case, identify the service to be
provided. including all covered expenses such as travel, and the rate for each "unit" of service. One
example is polygraph exams that cost the same no matter where the polygrapher must travel to
perform the exam. There are other federal regulations that pertain to some professional
services/consultant rates. Contact DCJ if you have questions.
Professional services should be procured competitively. Sole source contracts must be justified Rnd
must have specific prior written approval from DCJ before eA cJtIon of any contract. separate from
approval to fund the project. Sole source contracts of $250,000 or over require federal pre -
approval. Refer to the Administrative Guide for Federal Justice Grant Programs or contact DCJ for
additional guidance. Consultants must be able to sign the Certi=ication of Debarment. OJP Form 406
1/1 (see section J of the Certified Assurances for details).
Budget Narrative and Justification: Explain why proposed consultant services cannot or should not
be provided by project staff. Explain how the hourly rate or flat rate was determined. For each
consulting organization added. indicate the number of people to be assigned to the project, number of
hours per person per day to be spent on the project, and a breakdown of the contract price by major
cost item (i.e., supplies. rent. equipment, travel, contracted services).
