El E R- I M N) I-% L L ns 1 Li.) i 13 Z5 2025-0030 Air Pollution Control Division a Notice Of A Proposed Reopening of a Title V Operating Permit Warranting Public Comment Website Title: Bonanza Creek Energy Operating Company, LLC - State Pronghorn 41-32 Central Production Facility (COGCC #438946) - Weld County Notice Period Begins: December 16, 2024 NOTICE is hereby given that the Colorado Air Pollution Control Division, 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530 has initiated a reopening to modify an Operating Permit for the following source of air pollution: Applicant: Bonanza Creek Energy Operating Company, LLC 555 17th Street Suite 3700 Denver, CO 80202 Facility: State Pronghorn 41-32 Central Production Facility (COGCC #438946) NENE Section 32 T5NR61 W Kersey, CO 80644 The Division has initiated a reopening of the Operating permit issued to Bonanza Creek Energy Operating Company, LLC for the State Pronghorn 41-32 Central Production Facility (COGCC #438946) in Weld County, CO. The Bonanza Creek Energy Operating Company, LLC State Pronghorn 41-32 Central Production Facility (CPF) (COGCC #438946, AIRS ID: 123/9D4B) (herein, Source) facility at this site is an Oil and Gas Centralized Production Facility. The sources addressed in this operating permit include 16 Condensate Oil Tanks (1100 bbl Capacity each), Four (4) Produced Water Tanks (1100 bbl each), low pressure gas from the heater treaters (2), and vapor recovery towers (VRTs) and inlet seperators during VRU downtime, condensate truck loadout, ROPE emissions, and 1 Waukesha compression engine, as well as the various insignificant activities listed 2.02 1 I flit COLORADO Department of Public Health 6 Environment in Appendix A. The gas and oil from the offsite production pads is sent via pipeline to the CPF. The overhead process gas from the process separators (at each well pad) is sent to a slug catcher, where fluids are separated from the gas. Gas from the slug catcher is sent to an inlet separator, where gas and oil are further separated, and gas is then sent to compression, then sales. Oil from the slug catcher and inlet separator is sent to the heater treaters.Oil from the process separators (at each well pad) are sent to the heater treaters. Gas produced from the heater treaters is recovered by the Vapor Recovery Unit (VRU) and sent to the sales gas pipeline. Condensate from the heater treaters is sent to the Vapor Recovery Towers (VRTs). VRT vapors are captured by the VRU and sent to the sales gas pipeline. Water from the heater treaters and offsite production separators is sent to the Produced Water Tanks. This reopening was triggered to address the parametric monitoring necessary to assure compliance with the 95% destruction efficiency required for the Condensate Loadout point (AIRs 016). This permitting action resulted in no change in emissions A copy of the EPA order, including supplemental information, the Division's analysis, and a draft of the modified Operating Permit 20OPWE420 are available on the Division's website. Based on the information submitted by the applicant, the Division has prepared the draft modified operating permit for approval. Any interested person may contact the Division at cdphe_apcd_title_v@state.co.us to obtain additional information. Any interested person may submit written comments to the Division concerning 1) the sufficiency of the preliminary analysis, 2) whether the modified permit should be issued, 3) the ability of the proposed activity to comply with applicable requirements, 4) the air quality impacts of, alternatives to, and control technology required on the source or modification, and 5) any other appropriate air quality considerations. Pursuant to Colorado Regulation No. 3, Part C, Section XIII.A.6, only those portions of the permit for which there is cause to reopen are subject to Public Comment. Those portions of the permit affected by the reopening are summarized in Appendix F of the permit. Any interested person may submit a written request to the Division for a public comment hearing before the Colorado Air Quality Control Commission (Commission) to receive comments regarding the concerns listed above as well as the sufficiency of the preliminary analysis and whether the Division should issue the modified permit. If requested, the hearing will be held before the Commission within 60 days of its receipt of the request for a hearing unless a longer time period is agreed upon by the Division and the applicant. The hearing request must: 1) identify the individual or group requesting the hearing, 2) state his or her address and phone number, and 3) state the reason(s) for the request, the manner in which the person is affected by the proceedings, and an explanation of why the person's 2.02 2 I S COLORADO Department of Public Health 6 Environment interests are not already adequately represented. The Division will receive and consider the written public comments and requests for any hearing for thirty calendar days after the date of this Notice.
