Approve Special Event Permit and Authorize Chair to Sign — Allegiance Ranch and
Equine Rescue, Inc.
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado siatute and the Weld County Home Rule Charter, is vested with the authority of
administerng the affairs of Weld County, Colorado, and
Whereas, Allegiance Ranch and Equine Rescue, Inc., presented to the Board of County
Commissioners of Weld County, Colorado, an application for a Special Event Permit for
the sale of maR, vinous, and spirituous liquors for consumption by the drink on the
premises only, subject to the rules and regulations found in Article 5, Title 44, C.R.S., for
an everrt scheduled for one day only on July 19, 2025, from 6:00 p.m. to 10:30 p.m.,
outside the corporate limits of any town or city in the County of Weld at the location
described as follows:
Rliegiance Ranch and Equine Rescue, 3448 County Road 4, Erie, Colorado
�516; being further described as Lot 4, Block 2 of Ranch Eggs, Inc.,
Subdivision, Filing #2; being part of Section 34, Township 1 North, Range
98 West of the 6th P.M., Weld County, Colorado
Whereas, pursuant to Exhibit 5-H of the Weld County Code, said applicant has paid the
sum of $100.00 to the County of Weld for a Special Event Permit, and
Whereas, said applicant has paid the sum of $25.00 to the Colorado Department of
Revenue for a Special Event Permit.
Now, therefore, be it resolved that the Board of County Commissioners of Weld County,
Colorado, having examined said application and the other qualifications of the applicant,
does hereby grant Special Event Permit Number 2025-14 to said applicant to sell malt,
vinous, and spirituous liquors for consumption try the drink on the premises only, at retail
at said location; and the Board does hereby authorize and direct the issuance of said
permit by the Chair of the Board of County Commissioners, attested to by the Clerk to the
Board of Weld County, Colorado, which permit shall be effective on July 19, 2025, from
6:00 p.m. to 10:30 p.m., providing that said permittee operates in strict conformity to all
of the laws of the State of Colorado and the rules and regulations relating thereto, per
ARicle 5, Title 44, C.R.S., heretofore passed by the Board of County Commissioners of
Weld County, Colorado, and any violations thereof shall be cause for revocation of the
permit.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign

A Special Event Permit issued under this article may be issued to an organization, whether or not
presently licensed underArticles 4 and 3 of this title, which has been incorporated under the laws of
this state for the purpose of a social, fraternal, patriotic, political or athletic nature, and not for pecuniary
gain or which is a regularly chartered branch, lodge or chapter of a national organization or society
organized for such purposes and being non profit in nature, or which is a regularly established religious
or philanthropic institution, and to any political candidate who has filed the necessary reports and
statements with the Secretary of State pursuant to Article 45 of Title 1, C.R.S. A Special Event permit
may be issued to any municipality owning arts facilities at which productions or performances of an
artistic or cultural nature are preserrted for use at such facilities.

1. DESCRIPTION OF THE NATURE OR PURPOSE OF THE EVENT:
This annual event is our most important fundraiser of the year. Proceeds from the event supports rescued
horses and funds life-changing therapeutic horsemanship programs for veterans, active military, and first
responders. The event features a catered dinner, open bar, dancing, live and silent auctions, a flag
retirement ceremony, and more.
2. EXPLAIN, IN DETAIL, THE NATURE OF YOUR ORGANIZATION, ITS FUNCTION,
AND WHO OR WHAT BENEFITS FROM ITS OPERATIONS (ATTACH A SEPARATE
PAGE IF NECESSARY):
Allegiance Ranch is a 501(c)3 nonprofit organization rehabilitating at risk horses and providing equine-
assisted programs for veterans, active duty military, and first responders. Our mission is to help heroes
and horses by offering a safe place for healing, developing a sense of purpose, and establishing
meaningful connections befinreen horses and humans. Proceeds from our fundraising efforts help feed
and care for our herd of rescue horses and fund free horsemanship clinics, riding lessons, and
therapeutic programs for our heroes.

There will be 2-4 individuals (volunteers, some of whom are veterans and/or police officers) assigned bo
security who are responsible for patrolling the property and event. One individual will be stationed at the
sole entrance to the event. Other individuals will patrol the event area and perimeter of the property. The
security team will rotate as needed. IDs will be checked upon entrance to the event.
7. WHERE WILL SURPLUS ALCOHOL BE STORED AND LOCKED DURING THE
EVENT:
Surplus alcohol will be stored in an enclosed trailer immediately adjacent to the bar area. Access to the
trailer will be limited to the bartender(s).

8. HOW WILL ALCOHOL BE OBTAINED (DESCRIBE, IN DETAIL, WHERE ALCOHOL

Beer and liquor is being provided and donated by Pour Tap House, a local business. A limited amount of
alcohol (wine and seltzers) will be purchased by Allegiance Ranch at Costco and DaveCo in Thornton.
9. WHAT METHOD WILL BE USED FOR CHECKING THE IDENTIFICATION FOR
PROPER AGE OF ATTENDEES (IDENTIFICATION CHECKED AT THE QOOR, AT THE
BAR, ETC.) AND HOW 1AlILL UNDERAGE PATRONS BE IDENTIFIED SO AS NOT TO
BE SERVED ALCOHOLIC BEVERAGES (STAMPS, MARK ON THE HAND,
WRISTBANDS, ETC.):
As guests enter the event, team members will check identification for proper age and assign green or
blue bracelets to show they are of age. Underage guests will be assigned RED bracelets.

10. IF THIS EVENT IS BEING HELD OUTDOORS, HOW WILL THE EXTERIOR
BOUNDARIES OF THE PREMISES BE MARKED AND CONTROLLED (FENCED,
ROPED, ETC.):
The perimeter of the property is fenced on all sides and will be monitored throughout the event. The area
where the event takes place and where guests may consume alcohol is marked by additional roping and
barriers are used to secure the entry and exit to the event area. The entry/exit is monitored at all times.
11. WHAT TYPE OF ENTERTAINMENT, IF ANY, WILL BE PROVIDED FOR THIS
EVENT:
Music is provided by Erik Branine of MJX Denver (DJ service).
12. HOW, AND BY WHOM, WILL THE CONDUCT AND LEVEL OF INTOXICATION OF
ATTENDEES BE MONITORED:
A member of our volunteer oommunity, an Erie Police Officer, will provide guidance and training to our
team members on the protocol for any guests who appear to be intoxicated. A trained bartender(s) from
Pour Tap House will also be at the bar and available to assist with monitoring and refusing to serve
patrons who appear to be intoxicated.

Catering to be provided by Word of Mouth Catering, who has catered this event for us each year since
2020. The caterer will provide staff to manage the buffet and ensure proper refrigeration and heat for the

WASTE MATERIALS:
Trash and recycling bins will be available throughout the event space. Excess waste items that are not
recycled will be picked up by our residential service provider or disposed of at Front Range Land Fill in
Erie. Recycling will be picked up by our residential service provider.

BETWEEN ROADS/HIGHWAYS AND PARKING LOTS:
There are two sectbns of the property near the entrance where cars will be parked. These two areas are
approximately equivalent to one acre. Access to the property is on one road, which is also a dead end
(County Road 4). CR 4 is accessed from CR 7 to the west. Overtlow parking will be available in our arena
and at the corner of CR 7 and CR 4 at the Rocky Mountain Rabbit Rescue. A golf cart will be available to
transport those who need assistance from the overflow parking area.
20. IN CASES OF LARGE OUTDOOR EVENTS: 1) HAVE EMERGENCY RESPONDERS
BEEN NOTIFIED, 2) WILL THERE BE A FIRST AID STRUCTURE, AND 3) HAVE
AMBULANCE SERVICES BEEN CONTRACTED FOR AN ON-SITE AMBULANCE
DURING THE EVENT:
We will notify local law enforcement, fire, and ambulance services of the event. There will be a first-aid kit
on site and a nurse (volunteer) available if needed.

There are 4 street light style lamps on the property overlooking the event space. We will also have string
lights strung throughout the event and parking areas. Power is from the private home/property.

The DJ provides a sound system consisting of three speakers. Our closest neighbors will be notified of
the event and potential noise/traffic impacts. We are on a 5-acre lot bordered by a housing development
to the east. We will hand out flyers to the homes on the east border notifying them of the event. Sound/
music will be turned down at 10 p.m. and off completely by 10:30 p.m.
