A public hearing was conducted on August 4, 2025, at 9:00 a.m., with the following present: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey Commissioner Lynette Peppier Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Assistant County Attorney, Matthew Conroy The following business was transacted: (Clerk's Note: The audio/video for this public hearing begins at time stamp 11:30.) I hereby certify that pursuant to a Notice posted July 24, 2025, a public hearing was conducted to consider the request of A Woman's Place, Inc., for a Special Event Permit on Parcel Numbers 105512300059, 105512300058, and 105512000041. Matthew Conroy, Assistant County Attorney, reviewed the proposed site location and stated the Weld County Chair and County Attorney provided a waiver of the application deadline, allowing the applicant to submit the application less than 30 -days prior to the event. He shared that during the referral review process, the Department of Planning Services presented concerns regarding the building listed in the Special Event Permit Questionnaire for restroom facilities not being permitted properly nor having an adequate septic system. Mr. Conroy stated there were no other concerns presented during the referral review period and staff recommends conditional approval, dependent upon the septic system issue being resolved prior to the first event. Katie Shilts, applicant, introduced herself for the record and reiterated her request for approval of the Special Event Permit. She stated that A Woman's Place, Inc., is the non-profit of choice for the World Long Drive event, which is a specialized type of golf competition focused on hitting the golf ball the farthest. Commissioner Ross stated he has previously attended this event and expressed that the fundraiser is fora good cause. In response to Commissioner Peppler, Mr. Conroy confirmed the restroom requirements. Commissioner James expanded approval of the Special Event Permit would be conditional upon the Department of Public Health and Environment's requirements regarding restroom facilities. Commissioner James moved to conditionally approve the request of A Woman's Place, Inc., fora Special Event Permit on Parcel Numbers 105512300059, 105512300058, and 105512000041, based on the recommendations of staff. The motion was seconded by Commissioner Maxey and it carried unanimously. There being no further discussion, the hearing was completed at 9:17 a.m. The Board of County Commissioners of Weld County, Colorado, approved the above and foregoing Hearing Certification, on motion duly made and seconded, by the following vote on the 18th day of August, A.D., 2025: Peery L.
