Application for Retail Liquor Store (County) License and Biennial Renewal — Crow
Valley Liquor, Inc., dba Crow Valley Liquors
A public hearing was conducted on April 7, 2025, at 9:00 a.m., with the following present:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Jason S. Maxey
Commissioner Lynette Peppler
Commissioner Kevin D. Ross
Also present:
Acting Clerk to the Board, Houstan Aragon
County Attorney, Bruce Barker
Assistant County Attorney, Matthew Conroy
The following business was transacted:
I hereby certify that pursuant to a Notice dated March 26, 2025, and duly published
March 28, 2025, in the Greeley Tribune, a public hearing was conducted to consider the
request of Crow Valley Liquor, Inc., dba Crow Valley Liquors, for a Retail Liquor Store
(County) License at 37937 State Highway 14, Briggsdale, Colorado 80611, and for
biennial renewal of said license if approved.
le Matthew Conroy, Assistant County Attorney, presented a brief summary of the
application for a new Retail Liquor Store (County) License and the request for biennial
renewal of said license, if approved. He shared there was previously a license at this
location, but the applicant pursued a new license instead of a transfer, staff did not present
any concerns throughout the referral period, staff determined the applicant is of good
moral character, Commissioner Maxey and the Clerk to the Board's Office conducted a
site inspection on Friday, March 28, 2025, and staff recommends approval.
ID Commissioner Maxey provided a brief overview of the inspection, reviewed the legal
neighborhood, and stated due to some remodeling, there was a couple of questions
regarding the diagram, which was updated and now matches the physical premises.
Commissioner Maxey thanked the property owner and the applicant for being present at
the inspection.

Matthew Conroy, Assistant County Attorney, clarified the location of the premises
described on the legal notice published in the Greeley Tribune and reiterated the request
for approval of the Retail Liquor Store (County) License and biennial renewal.
IE No public testimony was offered concerning this matter.
e Commissioner James moved to approve the request of Crow Valley Liquor, Inc.,
dba Crow Valley Liquors for a Retail Liquor Store (County) License at 37937 State
Highway 14, Briggsdale, Colorado 80611, and for biennial renewal of said license if
approved, based on the findings as listed in the Resolution and the recommendations of
staff. The motion was seconded by Commissioner Ross and it carried unanimously. There
being no further discussion, the hearing was completed at 9:48 a.m.

and foregoing Hearing Certification, on motion duly made and seconded, by the following
