On August 25, 2025, the Colorado Air Pollution Control Division will begin a 30 -day
public comment period for Bonanza Creek Energy Operating Company, LLC - North
Platte 14-36 Production Facility. A copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Bonanza Creek Energy Operating Company, LLC
Facility: North Platte 14-36 Production Facility
Well Production Facility
SWSW Quadrant of Section 36, Township 5N, Range 63W
Weld County
The proposed project or activity is as follows:
Bonanza Creek Energy Operating Company, LLC, has submitted modifications for the
following Points at the North Platte 14-36 Canal Road Booster Station (123-9AC9), also referred to
as the North Platte 14-36 Production Facility:
Point 022 (LPGFL): gas venting from heater treater separator - updated emission factors and limits
based on required sampling (Permit 13WE1092)
Point 024 (CLE-E11): Caterpillar G3606 A4 engine (SN: JFE01319) - updated fuel consumption and
fuel gas heating value (Permit 21WE0735)
Point 027 (CLE-E13): Caterpillar G3606 A4 engine (SN: JFE01433) - updated fuel consumption and
fuel gas heating value (Permit 21WE0736)
Point 029 (CLE-E14): Caterpillar G3606 A4 engine (SN: JFE01228) - updated fuel consumption and
fuel gas heating value (Permit 21WE0737)
During review of the application, Bonanza noted an additional application had been submitted on
March 5th, 2025 to update the control device for the following points on Permit 13WE1092:
Point 003 (CNDTK-01): ten (10) 400 bbl fixed -roof storage vessels for storage of condensate

Point 007 (L-01): condensate loadout from storage tank
Point 022 (LPGFL): gas venting from heater treater separator
Point 026 (PWT-01): two (2) 300 bbl fixed -roof storage vessels for storage of produced water
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• the Division has determined that public comment is warranted because: Even though the
overall project increase is < 25 tpy, and no new synthetic minor limits have been
established, this application is considered "major mod avoidance" since uncontrolled
emissions increases are greater than a major modification, but controlled emissions make it
a minor modification. The Division requires public comment for cases such as this since the
facility is taking a synthetic minor limit to avoid major mod requirements.
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
