Approve Ratification of Appointment to High Plains Library District Board of
Trustees
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the High Plains Library District ("HPLD") has been created by action of eight
'Establishing Bodies', namely, the Town of Ault, the Town of Eaton, the City of Evans, the
City of Fort Lupton, the City of Greeley, the Town of Hudson, the RE -8 School District
Board of Education, the Weld County Board of County Commissioners, and all of the
State of Colorado, and
Whereas, the High Plains Library District Board of Trustees is comprised of seven (7)
Trustees seats, one (1) of which is currently available for replacement, and
Whereas, C.R.S. §24-90-108(2)(c), provides that the Establishing Bodies have authority
to ratify trustees recommended for appointment to the High Plains Library Board of
Trustees, and
Whereas, pursuant to C.R.S. §24-90-108(2)(c), recommendation of the replacement
library trustee must be made by a Committee designated for that purpose, and
Whereas, pursuant to that Joint Motion and Stipulation to Approve Settlement and
Dismiss Remaining Claims entered into by the Establishing Bodies and ordered by the
Court in Weld County District Court Case No. 2014 CV 30358, a trustee selection
committee (the "Committee") met on October 7, 2025, to interview trustee candidates,
and
Whereas, by email dated October 7, 2025, the Committee has recommended the
following individual for appointment to the High Plains Library District Board of Trustees,
for the term length specified below:
• Patty Bodwell: 4 -Year Term from January 1, 2026, through
December 31, 2029, for Region 6 (Towns of New Raymer, Grover, and
Kersey)
Whereas, the above -named individual appears to be qualified to serve on the High Plains
Library District Board of Trustees and represent the various interests within the High
Plains Library District adequately.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the appointment of Patty Bodwell to the High Plains Library District Board
of Trustees, be, and hereby is, ratified, with the respective term to expire as described
above.

The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 15th day of October, A.D., 2025:

The majority of the Establishing Bodies chose to forego the interview for the High Plains Library District Trustee, Region
6, with no one asking for an interview. Therefore, you may proceed with the ratification process. You will find an
amended sample ratification attached.
