The lease comps in the grid above include market lease rates for comparable, industrial spaces with similar property characteristics while having smaller building footprints and similar effective ages. Additionally, both the subject and lease comp #1 feature a similar dock/drive-in count of (1) and similar clear heights of 22', while lease comp #2 has a superior dock/drive-in count of (4). After considering downward adjustments for the comps' smaller unit size, the subject's indicated lease rate is $9.75/sf NNN, as reflected in the proforma below. It is a 6,396-sf improvement located on a 60,960-sf (1.4 - ac) parcel. The building is finished with a retail equipment display in the front and warehouse in the rear. It is occupied by Arapahoe Rental with the building owner also owning the business. Abatement Request: The petition for abatement or refund of taxes was submitted by Stevens & Associates, the authorized agent as indicated by agency agreement with Suzie Stewart, a managing member of Cardwell Legacy LLC. The petitioner requested a value of $680,000 ($106/sf). The property value was discussed with Michael Kaufman of Stevens & Associates. He supplied two industrial warehouse leases to support the reduction in value. The 7/15/2022 sale of the subject property for $1,104,000 was presented to Mr. Kaufman. He responded advising they would not be withdrawing the abatement. Description and Analysis: The Cost, Market and Income approaches to value were all considered when reviewing the subject value, with the market approach given greatest weight. The subject sale is included in the comparable market sales. This sale was confirmed with the owners of the subject property, Suzie and Jim Stewart, who advised they believed the purchase price was representative of the market value. The subject value was appealed in 2024 through assessor and CBOE appeals. The CBOE appeal was denied upon petitioner request. The 2023 abatement was filed after the assessor level appeal. Cost Approach: The subject is located on 60,960-sf of land valued at $5.20/sf totaling $316,992. The land value is supported by market land sales comparable to the subject which range from $6.02/sf to $6.98/sf. Comparable property 1 is located at 6340 W 10th St in Greeley. It is a 7,875-sf improvement located on a 39,437-sf parcel. It was constructed in 1979 and the building is finished with a retail area and a warehouse area. It is inferior to the subject in age and land size. It sold for $1,375,000 ($175/sf) on 08/02/2022. The contract date is 06/01/2022. Comparable property 2 was purchased by the owner of the subject property and is located at 3101 W Eisenhower Blvd in Loveland. It sold for $1,104,000 ($173-sf) on 07/15/2022. The contract date is 04/11/2022. Comparable property 4 is located at 7360 Greendale Rd in Windsor (Larimer County). It is a 6,384-sf improvement located on a 26,748-sf parcel. It was constructed in 2014 and the building is finished with a retail area and a warehouse area. It is inferior to the subject in land size, and superior in age and location. It sold for $1,310,000 ($205/sf) on 2/14/2020. Comparable property 5 is located at 14274 Longs Peak Ct in Mead. It is a 6,300-sf improvement located on a 40,947-sf parcel. It is finished as a warehouse and could be converted to mixed retail and warehouse finish with minimal expense. It is similar to the subject in age, land area and building size. It sold 12/5/2019 for 880,000 ($140/sf). The comparable sales support the assessor value, with the subject sale given the most weight. Income Approach: The income approach was analyzed for comparison to the market approach. Market data collected for the appraisal base period provided for the following assumptions when converting property income to a value: Vacancy 5%, Management & Reserve expenses 8%, capitalization rate 6.5%. Market leases were reviewed with three leases selected as most comparable to the subject property. The leases are all NNN leases and range from $12 to $16.32 per square foot. $13/sf was selected for the income proforma and using the 6.5% Cap rate after deduction of vacancy and expenses, a value of $1,118,021 ($175/sf) is supported for the subject property. Reconciliation and Summary: The assessor value of $1,032,015 ($161/sf) is supported by the market and income approach. Due to the age of the existing improvements and the subjective nature of calculating and applying depreciation from all causes, the cost approach was given less weight when determining the value. I recommended denial of the petition and the subject property value be maintained at $1,032,015.
