Approve Regulating, Warning, and Guiding Traffic During Rescheduled Temporary
Closure of 78 Between County Roads 29 and 31 for Approximately Five (5) Days,
for Culvert Replacement
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, pursuant to C.R.S. §42-4-106(6)(a), "...local authorities, with their respective
jurisdiction may, for the purpose of road construction and maintenance, temporarily close
to through traffic or to all vehicular traffic any highway or portion thereof for a period not
to exceed a specified number of work days for project completion and shall, in conjunction
with any such road closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
Whereas, on the 10th day of February, 2025, pursuant to said Statute and upon the basis
of traffic and personnel investigations, the Board determined that conditions existed which
made it necessary to temporarily close County Road 78, between County Roads 29
and 31, to through traffic and to regulate, warn and guide vehicular traffic by posting signs
thereon, with said closure being effective February 18, 2025, for approximately
four (4) days, through February 21, 2025, for a culvert replacement, and
Whereas, Department of Public Works staff informed the Board that inclement weather
caused unanticipated delays and requested the Board reschedule the temporary closure,
and
Whereas, on the 26th day of February, 2025, pursuant to said Statute and upon the basis
of traffic and personnel investigations, the Board has determined that conditions exist
which make it necessary to reschedule said temporarily closure of County Road 78,
between County Roads 29 and 31, to through traffic and to regulate, warn and guide
vehicular traffic by posting signs thereon, with said rescheduled closure being effective
March 3, 2025, for approximately five (5) days for a culvert replacement.
Now, therefore, be it resolved that the Board of County Commissioners of Weld County,
Colorado, deems it necessary to regulate, warn, and guide vehicular traffic on County
Roads and any intersections thereof, and it hereby authorizes and orders the posting of
such traffic control devices as shall be reasonably necessary to regulate, warn, and/or
guide traffic thereon for the safety of the general public and that said traffic control devices
shall conform to the Federal Manual on Uniform Traffic Control Devices.
Be it further resolved that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the temporary closure of County Road 78,
between County Roads 29 and 31, be, and hereby is, rescheduled, with said rescheduled
closure being effective March 3, 2025, for approximately five (5) days for a culvert
replacement, that standard official traffic control devices shall be erected at said closure
giving notice of the restrictions.

the 26th day of February, A.D., 2025:

Weld County Public Works is requesting permission to close WCR 78 between WCR 29 and WCR 31
from 3/3/2025 thru 3/7/25 for a culvert replacement.
The dates originally approved by the board for this closure was 2/18/25 thru 2/21/25 but was postponed
due to inclement weather.
