On October 20, 2025, the Colorado AR Pollution Control Division will begin a 30 -day
public comment period for POCO Holdco, LLC - Long 22-B Pad. A copy of this public
notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Or Quality Control Commission
regulations. The notice must be available for public inspection fora period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment

Notice is hereby given that an application fora proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: POCO Holdco, LLC
Facility: Long 22-B Pad
Well Production Facility
NENW quadrant of Section 22, Township 1N, Range 65W
Weld County
The proposed project or activity is as follows:
The operator, POCO Holdco, LLC, has submitted a request for an initial construction permit
through a transfer of ownership, specifically related to gas venting from high/low pressure
separators (HLP). This project will be designated as a new synthetic minor source of volatile
organic compounds (VOCs), in accordance with the Nonattainment New Source Review (NANSR)
requirements.
General Permit D7 (GP07) for condensate truck loadout, General Permit 01 (GP01) for condensate
storage tanks, General Permit 08 (GP08) for produced water storage tanks, and two permit -exempt
engines are included in this transfer of ownership project. These components do not require public
notice and are incorporated solely to update the facility record.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division wilt receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
