May 4 , 1973 Glenn Billings , Chairman Weld County Commission County Courthouse Greeley, Colorado 80631 Dear Glenn: The Land Use sub-committee of the Planning Council of the Forward Together program has asked me to pass along a few thoughts to you concerning a proposed Comprehensive Plan. I think most of their ideas were communicated during the hearing at the 4-H Building, but they are most concerned that the following major points be given further consideration before the plan is finally adopted. Basically, the overall concept o£ planning and the use of planning documents to order the growth of northern Colorado is acceptable to this group. With that in mind they are concerned that not only Weld County adopt a Comprehensive Plan, but that the entire northern Colorado region be encouraged to proceed as rapidly as possible with the development of a master development outline that can be adopted and put into use before time runs out on us. Obviously, this regional concept dictates that the Weld County Comprehensive Plan as it is being proposed at the present time take into consideration what sort of Comprehensive Plan would be adopted in Larimer County. Compati- bility of the two documents is a keynote to their concerns. Fitting into the Comprehensive Plan for a county are the master plans for the several cities within the county that have undertaken to estab- lish a planning process of their own. The group is concerned that these city plans be compatible with the County Comprehensive Plan and that the county retains some controls over property outside of corp- orate limits of the city' s but immediately contiguous to them. The concern in this matter is basically summed up by saying that the Committee is concerned that uses of agricultural land not be dictated by city dwellers totally and that the county retains some veto power if at all possible, in such matters as annexation, zoning and restric- tive designations for such uses as green belts and parks . We appreciate your consideration of these matters and the points raised by Carl Felte in his presentation at the public hearing.
