That the proposal is consistent with Chapter 22 of this Code and any other applicable code provision or ordinance in effect. 2. That the proposal is consistent with the intent of the district in which the use is located. 3. That the uses which would be permitted will be compatible with the existing surrounding land uses. 4. That the uses which would be permitted will be compatible with future development of the surrounding area as permitted by the existing zoning and with the future development as projected by Chapter 22 of this Code or Master Plans of affected municipalities. 5. That the application complies with Articles V and Xl of this Chapter if the proposal is located within an Overlay Zoning District or a Special Flood Hazard Area identified by maps officially adopted by the County. 6. That if the use is proposed to be located in the A (Agricultural) Zone District, the applicant has demonstrated a diligent effort has been made to conserve prime farmland in the locational decision for the proposed use. 7. CCWCD, the Groundwater Management Subdistrict (GMS), and the Well Augmentation Subdistrict are governed by a 15 — member Board of Directors. Board of Directors began purchasing senior water rights shortly after the formation of GMS in 1973. This water is used to fill reservoirs, recharge ponds and direct supply to the South Platte River. Some of the earliest stock certificates date back to 1980. The District and two Subdistricts have assembled a water portfolio that contains rights in twenty-three different ditch companies. WELD COUNTY USR25-0002 SWEET VALLEY PIT - CCWCD WHERE THE FUTURE FLOWS CCWCD's augmentation plans requires an annual water supply of approximately 75,000 acre-feet. Central is still actively building out the full compliment of augmentation supplies necessary to achieve full allocation for all members on an annual basis. Since the two augmentation plans were approved in the mid -2000's by the Division 1 Water Court, annual member water allotments have averaged approximately 50`)/0. The water storage from this gravel mine/pit will be a valuable resource and will complement Central's existing 22,000 acre-feet of lined gravel pit storage, located at various locations in the South Platte Basin. The benefits of the proposed use are to increase water yields on irrigation for farms in the immediate area as well as Weld County. WELD COUNTY USR25-0002 SWEET VALLEY PIT - CCWCD WELD COUNTY USR25-0002 SWEET VALLEY PIT - CCWCD • DRMS Permit M-2024-015 — Received Approval on December 11, 2024 • Mining Plan —Area to be mined and reclaimed (includes areas disturbed that will be re -seeded) is 147.83 acres. The total USR permit area is 150.66 acres. WELD COUNTY USR25-0002 SWEET VALLEY PIT - CCWCD Mining will begin in Phase 1 a and Phase 1 of the North Cell. Pit run will be extracted using dozers, excavators, loaders, haul trucks, scrapers and be placed on a conveyor to be transferred to the processing facility. Dust control will include watering with a water truck on haul roads and stockpiles and/or chemical stabilizer (magnesium chloride) on haul roads. The first reclaimed reservoir will be the north cell (Heritage Reservoir). Phase 2a and Phase 2 will proceed next for the South Cell mining and continue until completion of the 2"d reclaimed reservoir (Trailblazer Reservoir). Weed control will be provided by mowing, disking, and spraying during the mining and reclamation of the property. Reclamation Plan — Reclamation will occur as mining progresses leaving 3:1 slopes for the finished reservoirs (same as the mining slopes). Groundwater modeling has also been completed.
