HomeMy WebLinkAbout20251434.tiffResolution Approve Standard Form for Workforce Innovation and Opportunity Act (WIOA) Modification Letters and Delegate Standing Authority to Department of Human Services to Sign Any Modification Letter Consistent with Said Form Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, the Board has been presented with a Standard Form for Workforce Innovation and Opportunity Act (WIOA) Modification Letters between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Labor and Employment, with further terms and conditions being as stated in said standard form, and Whereas, after review, the Board deems it advisable to approve said standard form, a copy of which is attached hereto and incorporated herein by reference, and to delegate standing authority to the Director or Interim Director of Employment Services of Weld County (ESWC), or the Director or Deputy Director of the Department of Human Services, to sign any modification letters consistent with said form. Now, therefore, be it resolved by the Board of County Commissioners of Weld County, Colorado, that the Standard Form for Workforce Innovation and Opportunity Act (WIOA) Modification Letters between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Labor and Employment, be, and hereby is, approved. Gesick, Clerk to the Board 2025-1434 HR0097 BOARD OF COUNTY COMMISSIONERS PASS -AROUND REVIEW PASS -AROUND TITLE: Colorado Department of Labor and Employment Modification Letter Signature Delegation DEPARTMENT: Human Services DATE: May 20, 2025 PERSON REQUESTING: Jamie Ulrich, Director, Human Services Brief description of the problem/issue: Periodically the Weld County Department of Human Services (WCDHS) receives Modification Letters as communication items from the Colorado Department of Labor and Employment (CDLE) regarding changes to the period of performance dates associated with the Workforce Innovation and Opportunity Act (WIOA) funding. These letters require a signature by the Workforce Center Director confirming receipt of the notification in order for the Department to initiate a Notice of Funding Allocation (NFA) Work Plan to officially make the change. Once the revised NFA is drafted based on the Modification Letter communication, it is presented to the Board of County Commissioners for formal approval and signature by the Chair. At this time, WCDHS is requesting that signing and submittal authority for CDLE Modification Letters be delegated to the Weld County Workforce Center Director. This will help expedite the initiation of the related NFA that will be presented to the Board for formal approval and signature. What options exist for the Board? • Approval for the Weld County Workforce Center Director to sign and submit Modification Letters. • Deny approval for the Weld County Workforce Center Director to sign and submit Modification Letters. Consequences: The Weld County Workforce Center Director will not have delegation to sign Modification Letters. Impacts: WCDHS will not be able to expedite Modification Letters back to CDLE to initiate a NFA for formal approval and signature by the Board.
