Weld County Department of Public Health and Environment Second Floor Hearing Room 210 & via Microsoft Teams The Weld County Board of Health met on March 25, 2025, at 9:00 a.m. in the second -floor hearing room of the Weld County Department of Public Health and Environment and by via Microsoft Teams. Those present included: Board Members: Tom Cope, Lonnie Ford, Michael Wailes, Linda Kautz, and Bree Lukens. Due to technical difficulties with teams' log in Aaron Lam and Anthony Gallardo were not able to log in to online meeting but are counted as present for their attempt and time taken to attend virtually. Others: Katie Sall from Environmental Health, Weld County Department of Public Health and environment. APPROVAL OF AGENDA The meeting was called to order at 9:00 AM. A motion was made by Tom Cope to approve the agenda. Michael Wailes seconded the motion, and the motion was carried unanimously. APPROVAL OF MINUTES The board approved the minutes of the February 25, 2025, meeting. A motion was made to approve by Michael Wailes, Tom Cope seconded the motion, and the motion was carried unanimously. ADMINISTRATIVE REPORT: No report given. PRESENTATIONS: Greg Prahl, MPH, Epidemiologist, Weld County Department of Public Health and Environment presented updates on Measles. Measles is a vaccine preventable, febrile (fever causing) illness caused by a virus Measles morbillivirus (MeV). The signs & symptoms include: 7-14 days post infection: Prodrome — high fever, cough, rash on inside of mouth (Koplik's spots), runny nose, red, watery eyes (conjunctivitis). 3-5 days after prodrome onset — maculopapular rash, flat discolored areas (macules), raised bumps (papules), not itchy at first it starts at head and spreads downwards (looks like a "bucket of measles" was dumped on someone) Complications include: ear infections, diarrhea, croup, in cases of severe infections 20% of unvaccinated people are hospitalized, 5% of people develop pneumonia,1 out of 1,000 cases develop encephalitis and 1-3 per 1,000 cases die, causes immune -amnesia 11-74% of different antibodies can be wiped out, can take 2-3 years to rebuild memory immune cells, leaving children vulnerable to other infections, children with measles die at higher rates for years after infection than their non -infected peers, also Subacute sclerosing panencephalitis (SSPE) a progressive neurological disorder of children and young adults that affects the central nervous system (CNS), average of 7 years after a person has measles (even if they are fully recovered), almost always fatal and 7-11 out to 100,000 people who had measles. Treatment: No cure, No antivirals, Supportive treatment for symptoms or secondary infections like fever reducer and antibiotics for pneumonia, Vitamin A (in certain cases). Measles spreads: Airborne large respiratory droplets, can stay in the air for up to 2 hours, it is highly contagious >90% secondary attack rate among susceptible contacts, the infectious period is 4 days before rash onset to 4 days after rash onset, humans are only known host. Prevention: Vaccination two doses of MMR (Measles, Mumps, Rubella) or MMRV (Measles, Mumps, Rubella, Varicella) given at 12-15 months old & 4-6 years, vaccine is 97% effective at preventing disease. NO evidence that the MMR vaccine causes autism. Severe adverse events are rare but can happen usually occur at significantly lower rates than complications from disease. Key takeaways: Mortality: two deaths per 1,000 measles cases vs 397 deaths TOTAL in vaccine adverse events reporting system. Encephalitis: 1 case per 1,000 measles cases vs 1 case per 3 million vaccinations. SSPE 8.5 cases per 1 million measles case vs 0-0.7 cases per 1 million vaccinations. Pneumonia: 1 case per 20 measles case (most common cause of death in children from measles) vs 2 cases per 1 million vaccinations. Colorado has only had 6 reported cases from 2014-2023, none reported cases were in Weld County, and majority were unvaccinated or had unknown vaccination status. The communities typically effected are the rural communities, migrant/refugee and certain religious groups due to lack of access to care, distrust of government or because "it's a childhood illness". As of 3/21/25 there have been: 351 cases 42 hospitalizations and 2 deaths reported in Texas and New Mexico, the outbreak began in a county with highest rates of vaccine exemptions in Texas — only 6 cases across Texas and New Mexico have been vaccinated with at least one dose. Data shows that outbreak started 2/5/2025 reporting 6 cases growing to 24 cases by 2/11/25 crossing state lines first case reported in New Mexico 2/11/25, the first death of an unvaccinated, otherwise healthy child from Texas was reported 2/26/25, measles continued to spread and by 2/28/25 Texas had reported 146 cases in 9 counties, the second death in New Mexico was reported 3/6/25. Current numbers are 351 confirmed cases - 42 in New Mexico and 309 in Texas. Weld County overall is well protected, working alongside CDPHE to monitor situation, training on responding to measles. Staff Discussion: Katie asked board members if any specific program that they would like to have a presentation, members requested to have an update on the medical van.
