A public hearing was conducted on July 7, 2025, at 9:00 a.m., with the following present:

The following business was transacted:
El I hereby certify that pursuant to a Notice dated June 25, 2025, and duly published
June 27, 2025, in the Greeley Tribune, a public hearing was conducted to consider the
request of Daniel and Gloria Timmons, for a Limited Event Permit, LEP25-0001, for a
fundraising campaign associated with Allegiance Ranch and Equine Rescue, Inc., in the
A (Agricultural) Zone District.
e Molly Wright, Department of Planning Services, presented a brief summary of the
proposal for the annual Heroes and Horses Hoedown event, proposed for July 19, 2025,
from 6:00 p.m. to 10:30 p.m., and summarized the Performance Standards that have
been met. She stated the applicant has also applied for a Special Event Permit for alcohol
sales and consumption, and staff recommends approval.
(Clerk's Note: an application for a Special Event Permit from Allegiance Ranch and
Equine Rescue, Inc., was simultaneously considered with this item, reference Docket
#2025-54.)
El In response to Commissioner Maxey, Gloria Timmons, applicant, introduced herself
for the record, stated the Heroes and Horses Hoedown is their annual fundraising event
to benefit Allegiance Ranch and Equine Rescue, Inc., indicated there will be a DJ and
dance floor, and described the speaker placement and sound levels. She stated there

has never been a complaint from her surrounding neighbors in the seven (7) years they've
had the event.
el After further discussion between Commissioner James and Commissioner Maxey
regarding the residential noise limit, Matthew Conroy, Assistant County Attorney,
discussed noise enforcement methods and stated the County Attorney's Office has no
concerns. Commissioner Maxey moved to strike Performance Standard #1.O from the
Resolution. Mr. Conroy further discussed noise standards and enforcement, and
Commissioner Maxey stated he would like to discuss an Ordinance to allow for waivers
for Limited Event Permits.
e No public testimony was offered concerning this matter.
El Commissioner James moved to approve the request of Daniel and Gloria Timmons
for Limited Event Permit, LEP25-0001, for a fundraising campaign associated with
Allegiance Ranch and Equine Rescue, Inc., in the A (Agricultural) Zone District, based on
the recommendations of Planning staff. The motion was seconded by
Commissioner Peppler and it carried unanimously.
Mr. Conroy stated Section 14-9-60.K of the Weld County Code allows a noise
exemption for a temporary assemblage.
There being no further discussion, the hearing was completed at 9:26 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 21st day of July, A.D., 2025:
