On September 17, 2025, the Colorado Air Pollution Control Division will begin a 30 -day
public comment period for Noble Energy, Inc. - Boulter Johnson Erickson HBR T4N-
R64W-S10 L01. A copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
Noble Energy, Inc. - Boulter Johnson Erickson HBR T4N-R64W-S10 L01 -
Notice Period Begins: September 17, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Noble Energy, Inc.
Facility: Boulter Johnson Erickson HBR T4N-R64W-S10 L01
Well Production Facility
NESE quadrant of Section 10, Township 4N, Range 65W
Weld County
The proposed project or activity is as follows:
Project includes the addition of one new low pressure separator resulting in emission
increases for all pollutants at the facility. APEN reportable increases include VOC and N -hexane
only. This facility is an existing synthetic minor source in the Severe nonattainment Ozone area and
will remain a synthetic minor source with the addition of this project.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
