The Board of County Commissioners of Weld County, Colorado, met in regular session
in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Administration Building, Greeley, Colorado, June 2, 2025, at the hour of
9:00 a.m.
• Roll Call: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem — Excused
Commissioner Jason S. Maxey
Commissioner Lynette Peppier
Commissioner Kevin D. Ross

• Minutes: Commissioner Ross moved to approve the below listed Minutes of the
Board of County Commissioners meeting, as printed. Commissioner Peppier seconded
the motion and it carried unanimously.
1. Minutes from May 19, 2025
• Read Ordinances by Audio: Commissioner Ross moved to read the below listed
Code Ordinance by audio. The motion was seconded by Commissioner Maxey and it
carried unanimously.
1. Code Ordinance #2025-09
Ei Amendments to Agenda: There were no amendments to the Agenda.
Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as
printed. Commissioner Ross seconded the motion and it carried unanimously.

Presentations and Proclamations:
1. a Recognition of Services, Department of Public Works — Allen Barton:
Chair Buck read the certificate for the record. Nate Gibson, Department of Public
Works, shared it has been his privilege to work alongside Allen Barton for his entire
career and reminisced with heart -felt stories that exhibited Mr. Barton's character
and integrity. Allen Barton thanked the Board for their recognition, stated his career
with Public Works has gone by quickly, and expressed there is no better place to
work than Weld County. Curtis Hall, Director of the Department of Public Works,
echoed the sentiments of Mr. Gibson and further extended his deep appreciation
for Mr. Barton's willingness to do anything needed for the citizens of Weld County.
In turn, each Commissioner, extended their gratitude for his service, and wished
him the best for his retirement and future endeavors. (Clerk's Note: The group
gathered for a photo opportunity.)
2. IR Reunification Month — June 2025: Commissioner Peppier read the
certificate for the record. Tami Grant, Deputy Director of the Department of Human
Services, thanked the Board for their recognition, highlighted the team effort it
takes to keep families together, and stated the national theme for 2025 is
"Reunification Superheroes". She emphasized the partnership with families to aid
and mitigate injury or harm concerns without removal of the children is the first
level of intervention, when possible; however, when circumstances do not allow for
a child to remain safely in the care of their parents and enter foster care, the
primary goal is to work towards reunification. Ms. Grant invited the Board to an
event on June 18, 2025, from 4:00-6:00 p.m., at the Link Library located in Greeley,
Colorado. She shared statistics concerning reunification efforts in Weld County
and further introduced staff who were present for the record. In turn, each
Commissioner thanked staff and community partners who work in tandem to
strengthen families in the communities of Weld County and acknowledged the
importance of reunification for the long-term benefits and stability of children which
allows them to thrive. (Clerk's Note: The group gathered for a photo opportunity.)
Warrants:
1. a General Warrants: Commissioner Ross moved to approve the General
Warrants, as printed. Commissioner Maxey seconded the motion and it carried
unanimously.
2. a Commissioner Warrants — Scott K. James: Commissioner Maxey moved
to approve the Warrant as printed. Commissioner Ross seconded the motion
carried, with Commissioner James excused.

3. a Commissioner Warrants — Jason S. Maxey: Commissioner Ross moved to
approve the Warrant, as printed. Commissioner Peppler seconded the motion, and
upon a roll call vote of three (3) to zero (0), the motion carried with
Commissioner Maxey abstained.
Bids:
1. El Approve Bid #B2500024, Weld County Regional Communications Center
(911) Console Furniture — Department of Public Safety Communications
(Continued from 5/28/2025): Rose Everett, Purchasing Department, stated staff
recommends selecting the lowest bidder who met specifications, Russ Basset,
Corp., for a total amount of $906,059.00. In response to Commissioner Maxey,
Ms. Everett clarified the selected vendor did submit three (3) different options for
staff to review. Commissioner Maxey moved to approve said bid. The motion was
seconded by Commissioner Ross and it carried unanimously.
2. aApprove Bid #B2500054, Department of Public Health and Environment
Building Cabling — Department of Information Technology: Ms. Everett
reviewed staffs recommendation to select Gigaspan Solutions, the low bidder
meeting specifications, for a total amount of $33,828.41. Commissioner Ross
moved to approve said bid. The motion was seconded by Commissioner Peppler
and it carried unanimously.
3. El Approve Bid #62500063, Conflict Warning Systems at Two (2)
Locations — Department of Public Works: Ms. Everett introduced Adiona
Transportation Solutions, LLC, as the low bidder selected by staff and confirmed
they met all specifications, with said bid amounting to $157,875.00. In response to
Commissioner Ross, Mike Bedell, Department of Public Works, indicated the
two (2) locations are at the intersections of State Highway (SH) 392 and
County Road (CR) 33, as well as CRs 30 and 17. Commissioner Ross moved to
approve said bid. The motion was seconded by Commissioner Peppler and it
carried unanimously.
4. E Approve Bid #B2500065, Electronic Recycling Event — Department of
Public Health and Environment: Carolyn Geisert, Purchasing Department,
stated staff recommends selecting the lowest bidder who met specifications,
Onsite Electronics Recycling, LLC, dba IT Refresh, for a total amount of
$20,300.00, per event. Commissioner Maxey moved to approve said bid. The
motion was seconded by Commissioner Ross and it carried unanimously.
5. Approve Bid #B2500020, County Roads 72 and 76 Paving Project —
Department of Public Works: Ms. Everett reviewed staffs recommendation to
select Connell Resources, Inc., the bidder with the highest score and meeting
requirements, for a total amount of $2,484,206.35. Commissioner Maxey moved

to approve said bid. The motion was seconded by Commissioner Ross and it
carried unanimously.
6. IRPresent Bid #B2500076, Department of Human Services and Sheriff's
Office Building Renovation Design and Engineering Services at Southeast
Weld (Fort Lupton) — Facilities Department: Ms. Geisert stated seven (7) bids
were received and staff will make a recommendation on June 16, 2025.
New Business — General:
1. Consider Contract ID #9472 Intergovernmental Agreement for Use of
Northern Colorado Law Enforcement Training Center for Advanced Officer
Vehicle Safety and Pursuit Training, and Authorize Chair to Sign — City of
Loveland and City of Fort Collins: Captain Matt Turner, Sheriff's Office,
explained the Sheriff's Office does not currently have a high-speed driving track
for training purposes and requests to rent space at the Northern Colorado Law
Enforcement Training Center. He stated the agreement is for the amount of
$2,800.00, per month, with the hopes to lease for no longer than six (6) months to
ensure the budgeted amount of $8,000.00 is not exceeded. Commissioner Ross
moved to approve said agreement and authorize the Chair to sign. The motion was
seconded by Commissioner Maxey and it carried unanimously.
2. lE9 Consider Contract ID #9488 Individual Provider Contract for Purchase of
Foster Care Services in a Foster Care Home and Authorize Chair to Sign —
Mario and Rebecca Lopez: Ms. Grant stated the contract is for a new provisional
foster care home located in Estes Park. Commissioner Peppler moved to approve
said contract and authorize the Chair to sign. The motion was seconded by
Commissioner Maxey and it carried unanimously.
3. a Consider Contract ID #9450 Individual Provider Contract for Purchase of
Foster Care Services in a Foster Care Home and Authorize Chair to Sign —
Francisco Vega-Cubero and Veronica Soto -Feliciano: Ms. Grant stated the
contract is for a fully certified foster care home located in Frederick, Colorado.
Commissioner Maxey moved to approve said contract and authorize the Chair to
sign. The motion was seconded by Commissioner Ross and it carried unanimously.
4. a Consider Contract ID #9455 Agreement for Foster Care Respite Services
and Authorize Chair to Sign — Francisco Vega-Cubero and
Veronica Soto -Feliciano: Ms. Grant stated the agreement is for a new foster care
respite provider located in Frederick, Colorado. Commissioner Peppler moved to
approve said contract and authorize the Chair to sign. The motion was seconded
by Commissioner Ross and it carried unanimously.

5. El Consider Contract ID #9456 Agreement for Foster Care Respite Services
and Authorize Chair to Sign — Tommie Taylor: Ms. Grant stated the agreement
is for a new foster care respite provider located in Aurora, Colorado.
Commissioner Maxey moved to approve said contract and authorize the Chair to
sign. The motion was seconded by Commissioner Peppier and it carried
unanimously.
6. Consider Contract ID #9494 Amendment #5 to Intergovernmental
Agreement for Case Management Agency (CMA) Services and Authorize
Chair to Sign: Ms. Grant stated the amendment provides an updated statement
of work to remove language regarding diversity, equity, and inclusion (DEI) to allow
Case Management Agency (CMA) services to support waiver program recipients
in Weld County. Commissioner Ross moved to approve said amendment and
authorize the Chair to sign. The motion, which was seconded by
Commissioner Peppier, carried unanimously.
7. a Consider Contract ID #9496 Contract for Aging and Disability Resource
Centers (ADRC) for Access to Long -Term Services and Support for Older
Adults, Veterans, and Adults with Disabilities, and Authorize Chair to Sign:
Ms. Grant stated the contract provides streamlined and maximized access to
long-term support and services to qualified adults, veterans, and adults with
disabilities in Weld County. She stated the awarded amount of $36,031.26, is
through the Colorado Department of Human Services. Commissioner Peppier
moved to approve said contract and authorize the Chair to sign. The motion was
seconded by Commissioner Ross and it carried unanimously.
8. a Consider Contract ID #9501 Amendment #1 to Contract for Colorado
Works Subsidized Training and Employment Program (CW STEP), and
Authorize Chair to Sign: Ms. Grant stated amendment #1 provides additional
funds to support Temporary Assistance to Needy Families (TANF), in the amount
of $40,000.00, through June 30, 2025. Commissioner Ross moved to approve said
amendment and authorize the Chair to sign. The motion was seconded by
Commissioner Maxey and it carried unanimously.
9. a Consider Contract ID #9502 Amendment #2 to Contract for Colorado
Works Subsidized Training and Employment Program (CW STEP), and
Authorize Chair to Sign: Ms. Grant stated amendment #2 provides additional
funds, in the amount of $200,000.00, with a term from July 1, 2025, through
June 30, 2026. Commissioner Maxey moved to approve said amendment and
authorize the Chair to sign. The motion was seconded by Commissioner Ross and
it carried unanimously.

10. ID Consider Contract ID #9508 Memorandum of Understanding for Pilot
Program Concerning Placement Families for Children and Youth with High
Acuity Needs, and Authorize Chair to Sign — Raise the Future: Ms. Grant
stated memorandum of understanding (MOU) allows the department to participate
in a pilot program that provides target placement with families for children with high
acuity needs, at no cost to the County. Commissioner Ross moved to approve said
MOU and authorize the Chair to sign. The motion was seconded by
Commissioner Peppler and it carried unanimously.
11. El Consider Appointment to 911 Emergency Telephone Service Authority
Board: Commissioner Maxey moved to approve said appointment. The motion
was seconded by Commissioner Ross and it carried unanimously.
New Business — Ordinances:
1. a Second Reading of Code Ordinance #2025-05, in the Matter of Repealing
and Reenacting, with Amendments, Chapter 8 Public Works of the Weld
County Code (DRMS Agriculture Mining Permits): Commissioner Ross moved
to read Code Ordinance #2025-05 by title only. The motion was seconded by
Commissioner Maxey and it carried unanimously. Bruce Barker, County Attorney,
read the title for the record. Dawn Anderson, Department of Planning Services,
reviewed proposed changes, stated there have been no additional changes since
First Reading and staff recommends approval. No public testimony was offered
concerning this matter. Commissioner Maxey moved to approve
Code Ordinance #2025-05 on Second Reading. The motion was seconded by
Commissioner Ross and it carried unanimously.
2. 1E1 Second Reading of Code Ordinance #2025-06, in the Matter of Repealing
and Reenacting, with Amendments, Chapter 5 Revenue and Finance of the
Weld County Code (Mid -Year Fees): Commissioner Maxey moved to read Code
Ordinance #2025-06 by title only. The motion was seconded by
Commissioner Ross and it carried unanimously. Mr. Barker read the title for the
record. Jennifer Oftelie, Budget Manager, reviewed a minor change to add a $3.00
fee for processing death certificates in the Clerk and Recorder's Office, stated
there are no other changes since First Reading, and staff recommends approval.
No public testimony was offered concerning this matter. Commissioner Ross
moved to approve Code Ordinance #2025-06 on Second Reading, as amended.
The motion was seconded by Commissioner Maxey and it carried unanimously.
3. a Second Reading of Code Ordinance #2025-07, in the Matter of Repealing
and Reenacting, with Amendments, Chapter 2 Administration and
Chapter 21 Areas and Activities of State Interest of the Weld County Code:
Commissioner Ross moved to read Code Ordinance #2025-07 by title only. The
motion was seconded by Commissioner Peppier and it carried unanimously.

Services, reviewed proposed changes to Articles I and II under Chapter 21, stated
there are several minor clerical revisions, and a clarificationconcerning recording
of the resolution for recission of approved a 1041 application . No public testimony
was offered concerning this matter. Commissioner Ross moved to approve Code
Ordinance #2025-07 on Second Reading, with said revisions. The motion was
seconded by Commissioner Peppler and it carried unanimously.
4. First Reading of Code Ordinance #2025-09, in the Matter of Repealing
and Reenacting, with Amendments, Chapter 2 Administration of the Weld
County Code (Referral/Response Correspondence): Esther Gesick, Clerk to
the Board, reviewed proposed changes to Chapter 2 concerning the referral and
response correspondence to streamline and accurately reflect the administrative
process. No public testimony was offered concerning this matter.
Commissioner Maxey moved to approve Code Ordinance #2025-09 on First
Reading. The motion was seconded by Commissioner Ross and it carried
unanimously.
El Public Comment:
1. Doug and Lori Selby, Weld County residents, offered their comments and
photographic evidence (marked as Exhibit A) to the Board with responses from
Commissioners Maxey and Ross, and referral to Code Compliance personnel with
the Department of Planning Services.
Let the Minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Clerk to the Board. There being no further business, this
meeting was adjourned at 9:53 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above

NUISANCE CONCERNS

NTRODUCTION
Our names are Doug and Lori Selby residing at
23605 County Road 70 for 26 years. We are here
to voice concerns regarding what is believed to be
about 3.3 acres at 23512 County Road 70
consisting of a large garage, several animal
buildings, and animal pens.
• This commercial garage, along with
several buildings, several animal
shelters, and animal pens makes up
the property.
There is no house and no known
water tap.
• There are several port -a -potties on
site and often a large semi sized
water tanker.
DETAILS
• In 2024 there were several well attended events, which included:
• Large gatherings
• Loud music from a live band (a neighbor 1/2 mile away called us to ask where the loud music was coming
from
• Dust from many vehicles on the county dirt road
• ATV's racing the road at night
• Sheriff was called on at least one occasion. They told the partiers to quite down, which they did until the
officer left.
• In 2025 there have been at least three large events so far
• May 11, 2025/Aloud band was performing/ Sheriff was called and responded
• May 23, 2025/Aloud band was performing/ Sheriff was called and responded
• May 24, 2025/ There was no band/ Sheriff was not called

OVERALL CONCERNS
• This property has no house, apparently no water
tap, uses port -a -potties, has a camper on site.
• This appears to be a commercial garage.
• This appears to be used as an unlicensed event
center.

OUR REQUEST
• This property should be brought up to code.
• We do not need a commercial garage in our agricultural neighbor hood.
• Sanitary concerns exist with no water on site, other than tanker water.
• Port -o -Potties are a great temporary solution, but should not be
permanent.
• We do not wish to live next to an Event Center.
• We do not want the noise, dust, and trash that comes from this type of
business.
