Facility: FIVE M T6N-R65W-S28 L01 Well Production Facility NWNW Section 28, T6N, R65W Weld County The proposed project or activity is as follows: Noble Energy Inc. submitted this modification to increase the permitted condensate throughput from 16,000 bbl/yr to 24,500 bbl/yr for five (5) 300 barrel condensate storage vessels located at a well production facility in the severe ozone nonattainment area. Two wells produce to three phase separators. Gas is sent to a sales pipeline. Water is sent to produced water vessels. Oil is sent to a vapor recovery tower, and then these condensate vessels. Oil is loaded out to tanker trucks. Emissions from the produced water vessels, condensate vessels and loadout are controlled by one (1) Cimarron ECD-3-48HV-90 enclosed combustion device. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to the following reason(s): • This source is requesting a federally -enforceable limit on the potential to emit to avoid other requirements. The division will receive and consider written public comments for thirty (30) calendar days after the date of this notice.
