comment period for Noble Energy Inc. - FIVE M T6N-R65W-S28 L01. A copy of this
public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
Noble Energy Inc. - FIVE M T6N-R65W-S28 L01 - Weld County
Notice Period Begins: May 27, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Noble Energy Inc.
Facility: FIVE M T6N-R65W-S28 L01
Well Production Facility
NWNW Section 28, T6N, R65W
Weld County
The proposed project or activity is as follows:
Noble Energy Inc. submitted this modification to increase the permitted condensate
throughput from 16,000 bbl/yr to 24,500 bbl/yr for five (5) 300 barrel condensate storage vessels
located at a well production facility in the severe ozone nonattainment area. Two wells produce to
three phase separators. Gas is sent to a sales pipeline. Water is sent to produced water vessels. Oil
is sent to a vapor recovery tower, and then these condensate vessels. Oil is loaded out to tanker
trucks. Emissions from the produced water vessels, condensate vessels and loadout are controlled
by one (1) Cimarron ECD-3-48HV-90 enclosed combustion device.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d. )
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
