Approve 2025 Community Traffic Safety Mini -Grant Initiative Application for Child
Fatality Prevention Continuation in Partnership with Lutheran Family Services and
SafeKids NoCo, and Authorize Department of Public Health and Environment to
Submit Electronically
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with the 2025 Community Traffic Safety
Mini -Grant Initiative Application for the Child Fatality Prevention Continuation in
Partnership with Lutheran Family Services and SafeKids NoCo from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Public Health and Environment, to the Colorado
Department of Transportation, and the Colorado Department of Public Health and
Environment, with further terms and conditions being as stated in said application, and
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the 2025 Community Traffic Safety Mini -Grant Initiative Application for the
Child Fatality Prevention Continuation in Partnership with Lutheran Family Services and
SafeKids NoCo from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Public Health and
Environment, to the Colorado Department of Transportation, and the Colorado
Department of Public Health and Environment, be, and hereby is, approved.
Be it further resolved by the Board that Cathy Hoover, Department of Public Health and
Environment, be, and hereby is, authorized to electronically submit said application.

Brief description of the problem/issue:
The Health Education, Communication, and Planning Division would like to apply for $5,229 from Colorado
Department of Transportation (CDOT). This division provides oversight to the Child Fatality Review team which
routinely reviews and provides prevention suggestions on deaths related to unrestrained children in vehicles,
and unsafe sleeping environments. HECP would utilize grant funds to purchase car seats/boosters to be made
available to community partners as a continuation of current efforts in partnership with Lutheran Family Services
and SafeKids Noco.
What options exist for the Board?
1. Authorize WCDPHE to submit the grant application
2. Do not authorize the grant application
Consequences:
Current child fatality review funding only covers the cost to convene the review meetings and .10 FTE for data
gathering and entry. Each meeting suggestions are made as part of the review process but without funding these
don't typically go very far. This will allow the team to act on a few of the prevention measures deemed necessary
for Weld County.
Impacts:
With this award, HECP will utilize current relationships such as Lutheran Family Services and SafeKids Noco to
disseminate safety mechanisms, but also educational materials on motorvehicle safety.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
No county funding is required as this grant will cover all costs of materials and printing. No county match is
required. All funds must be expensed by September 29, 2025.
Recommendation:
I recommend the approval to place this grant application on the future BOCC agenda for formal consideration.

The Colorado Department of Public Health (CDPHE) and the Colorado Department of
Transportation (CDOT) invite applications for the 2025 Community Traffic Safety Mini -
grant Initiative. This funding opportunity aims to support communities to implement
data -informed, evidence -based approaches to address traffic safety issues for
populations disproportionately impacted by serious injury and fatal crashes.
This opportunity is by invitation only. Please contact Steph

Funding Criteria:
The Community Traffic Safety Mini -Grant is available through a reimbursement model,
meaning project costs are reimbursed to grantees after invoicing. Public and non-profit
entities representing a local community or Colorado region are eligible to apply. The
proposal must clearly define how the applicant will develop and implement outreach,
education, and/or programming promoting traffic safety strategies benefitting
populations disproportionately impacted by serious injury and fatal crashes. Applicants
may apply for up to $10,000 in funding. Grant activities must be completed and invoiced
for by September 29, 2025.
All costs must be traffic safety related. The following costs are unallowable: food and
candy; all clothing except reusable safety vests; swag items (ex. pens, keychains,
stickers); giveaways or raffles; storage sheds; and furniture.
Project Examples:
Examples of applicable outreach, education, and/or programming strategies include but
are not limited to:

• Youth -led traffic safety promotion strategies, including youth -led safe driving
campaigns, peer -to -peer education, participation in Vision Zero initiatives, and
educating stakeholders about recommended policy changes.

• Educational outreach and increased awareness strategies for non -driver
populations, including bicyclists and pedestrians. Consider looping into existing
events, like Walk and Bike to School Day (May) or Bike to Work Day (June).
• Activities and promotional resources addressing older driver education.
• Events to promote Child Passenger Safety Month (September) and educate on how
to install and use car seats correctly.

Describe the region, county, and/or city in which your project will take place.

This project will take place in Weld County which is located in the Northeastern region of
Colorado with a population size of approximately 320,000. These funds will be used to
support Weld County residents with young kids, or new mothers, that are needing a car seat
to safely restrain their child.

Project Description
Provide a high-level description of your project and what you hope to achieve.
WCDPHE, in partnership with SafeKids Noco, UCHealth Greeley, and Lutheran Family
Services, will continue to provide evidence -based car seat safety education and car seats to
families in need.
Lutheran Family Services will provide the Spanish classes and classes specific to their
refugee and immigrant clients, while UCHealth will provide class opportunities to the
broader public. We will be able to distribute 50 car seats with these funds, ensuring the
safety of 50 children.
Data -Informed: Community Need and Support
Describe how this project will address a community traffic safety need or
challenge. Responses should include supporting data (ex. crash data, walk audit
results, surveys, etc.). If applicable, reference a specific plan or policy that
relates to this project.
WCDPHE manages the county Child Fatality Review teams. The deaths we review typically
involve a child unrestrained or poorly restrained inside of a vehicle, or who has passed due
to unsafe sleeping conditions.
Evidence -Based: Project Strategies
What outreach, education, and/or programming strategies will you implement
to address the identified need or challenge described above? Consider
referencing the NHTSA Countermeasures That Work or other relevant sources.
Utilizing National Child Passenger Safety Certified Technicians, we will be implementing
NHTSA's countermeasure: Programs for Increasing Child Restraint and Booster Seat Use

Measuring Success

The class facilitators collect data on knowledge gained by class participants. Ideally, we will
see an 80% increase in skills and confidence in securing safety devices. We will be
successful if the $5,000 supplies maximum is expended on car seats that are distributed to
families in Weld County, approx. 50 car seats.

Funding is available through a reimbursement model, meaning project costs are
reimbursed to project sponsors after proof of expenditure is submitted. No more
than two invoices may be submitted for reimbursement, so costs will need to be
consolidated accordingly.
Project scopes must be approved by CDPHE and CDOT. Each applicant awarded
funds will receive a notice from CDPHE to proceed prior to expending funds.
Each applicant is required to submit an invoice and W-9 form to receive
® reimbursement.
The project must be satisfactorily completed and no project work can continue
Ej beyond September 30, 2025. All costs must be incurred during the approved
project period.
The primary contact for the project will be required to report on the successes
and outcomes upon project completion.
